ITEM 3.2A 10.23.2017 MinutesITEM 3_2A OTSEGO CITY COUNCIL MEETING OTSEGO PRAIRIE CENTER OCTOBER 23, 2017 7:00 PM Call to Order. Mayor Stockamp called the meeting to order at 7:00 PM. Roll Call: Mayor Jessica Stockamp; Councilmembers: Vern Heidner and Corey Tanner. Absent: Councilmember Jason Warehime. Councilmember Tom Darkenwald arrived at 7:02 PM. Staff: Adam Flaherty, City Administrator/Finance Director; Ron Wagner, City Engineer; and Tami Loff, City Clerk. Pledge of Allegiance: Mayor Stockamp led in the Pledge of Allegiance. 1. Open Forum. Thomas Reyna, 5 Birch Lane, said he lives in the Riverbend Mobile Home Park neighborhood and he has a neighbor that is pointing their outside light into his bedroom window which is causing him distress. He further stated he has contacted Riverbend Management, City staff and the Wright County Sheriff on the issue and that he is asking the City for enforcement. City Administrator/Finance Director Flaherty said he had spoken with Mr. Reyna this morning and the plan is to speak with the City Planner tomorrow on how the City Code applies to this situation. The City will also provide contact information for the state electrical inspector as the wiring of the light has been questioned. He said he will be in contact Mr. Reyna with a status update. 2. Consider Agenda Approval. CM Heidner motioned to approve as written. Seconded by CM Tanner. All in favor. Motion carried. 3. Consent Agenda. (Non -controversial items). 3.1 Approve Claims List. 3.2 Approve City Council Meeting Minutes. A. October 9, 2017 Meeting. B. October 9, 2017 Special Meeting. 3.3 Received Advisory Commission Minutes. A. Heritage Preservation Commission September 11, 2017. B. Public Safety Commission September 12, 2017. 3.4 Motion to close City Hall for one hour on December 13, 2017. 3.5 Approve Quote from Omann Brothers for Contract Patching_ 3.6 Approve Pay Adjustment for Utility Billing Position. 3.7 Adopt Resolution 2017-87 Accepting all Public Improvements Associated with Martin Farms 2nd Addition. 3.8 Approve Outdoor Recreation Grant Contract with the State of Minnesota. CM Tanner stated regarding the Item 3.8 grant; this is great and well done Parks and Recreation Director Ross Demant. CM Heidner motioned to approve. Seconded by CM Tanner. All in favor. Motion carried. 4. City Council Reports and Updates. 4.1 Commission Liaison Updates. Page 1 of 2 A Heritage Preservation Commission Liaison Mayor Stockamp. Mayor Stockamp said City Planner Licht attended the last meeting regarding the Historical Signage for the parks. She further said that the Commissioners are very excited for these as they have been a long time coming. B Parks & Recreation Commission Liaison Mayor Stockamp. Mayor Stockamp said the last meeting was canceled due to lack of items on their agenda and that the Pumpkin Patch Event was held this last weekend with good turnout. C. Planning Commission Liaison CM Heidner. CM Heidner gave an update on the last Planning Commission items. D Public Safety Commission Liaison CM Warehime. CM Warehime was absent. Mayor Stockamp said the Commissioners reviewed the fire, ambulance and police reports. She said CERT was discussed and due to lack of interest, the Commission has decided not to start a CERT here in Otsego but to send the interested individuals to Wright County. City Clerk Loff asked for approval to remove CERT from the city website. Mayor Stockamp and the two Public Safety Commissioners in the audience concurred. Mayor Stockamp also stated the Public Safety Commissioners did their road cleanup of Nashua Avenue before their last meeting. Other: CM Darkenwald stated he noticed the shoulder work along County Road 38 has been completed. Mayor Stockamp said she was surprised the City did not find out sooner about the stop sign at County Road 39 and County Road 19. The City Council concurred. City Engineer Wagner said the County said they did this to be more proactive then then reactive at this location. 5. Staff Reports and Updates. City Administrator/Finance Director Flaherty said City staff is continuing with the accountant recruitment process. He gave a WCAT update stating Wright County would become a member of WCAT and that a five year phase out plan was discussed. He gave an update on the Corridor Coalition meeting from last week. He also reminded the City Council of the Special meeting scheduled on Monday, October 30th at 6 PM fire protection topics. City Engineer Wagner said he is expecting the DNR response on the Praught Pond by the end of October. 6. Adjourn. CM Darkenwald motioned to adjourn. Seconded by CM Tanner. All in favor.
