ITEM 3.2C SCC 10.30.2017 MinutesITEM 3_2C SPECIAL CITY COUNCIL MEETING OTSEGO PRAIRIE CENTER OCTOBER 30, 2017 Mayor Stockamp called the meeting to order at 6:04 PM. Roll Call: Mayor Jessica Stockamp; Councilmembers: Vern Heidner, Corey Tanner, Tom Darkenwald and Jason Warehime. Staff: Adam Flaherty, City Administrator/Finance Director; Ron Wagner, City Engineer and Tami Loff, City Clerk. Also present: Elk River Fire Chief John Cunningham and Five Bugles Design Project Architect Mike Clark. 1. Fire Protection Topics. Elk River Fire Chief John Cunningham started off the meeting by giving a brief overview of the Elk River study process. Mike Clark, Five Bugles Design Project Architect, provided some detail on the inputs that were used in the study. Mr. Clark presented the long range strategic fire station master plan for the Elk River Fire Department and how it related to the City of Otsego. He reviewed the recommended station locations, response times, sources of firefighters, and a fire station space needs analysis. He noted that the study used the property already owned by the City of Otsego as the station location, and that the study did not examine other locations. He noted that a station located in Otsego could improve the response times within the City, especially on the western side of Elk River's current coverage area where response times exceed ideal conditions. He noted the space needs analysis and respective cost estimates are based upon what Elk River Fire Department is using for one of their future satellite fire stations, and that further examination of Otsego's needs should be completed before designing a station in Otsego. Mr. Clark answered questions from the City Council and from people in attendance. The City Council discussed the development of an RFP for an Otsego Master Fire Service Study. Mr. Clark said he would be willing to meet with the City Administrator to help layout what is needed for the RFP. Mayor Stockamp motioned to have the City Administrator meet with Mr. Clark along with the following: Elk River Fire Chief, Rogers Fire Chief, Albertville Fire Chief, City Planner and City Engineer, to come up with an RFP and bring back to the City Council for action. Seconded by CM Heidner. All in favor. Motion carried 5-0. Discussion on the Recommendation from the Public Safety Commission: City Administrator/Finance Director Flaherty formally informed the City Council that the Public Safety Commission motioned unanimously at their August 8, 2017 meeting to make the recommendation to the City Council to conduct a master plan fire service study. City Administrator/Finance Director Flaherty noted that based upon the direction provided by the Council to develop an RFP, that no additional discussion was needed on this item. The Council concurred. Service Planning Grant Program: City Administrator/Finance Director Flaherty informed the City Council of a grant opportunity through the State Fire Marshal. Flaherty introduced Tate Mills from the State Fire Marshalls office whom reviewed the requirements for this grant. He stated from the discussions he has heard this evening the City would qualify for the grant. He further said an application must be received by January 31, 2018 and the committee would review the applications sometime in February. The City Council concurred to move forward with the Service Planning Grant application process. 2. Adjourn. CM Darkenwald motioned to adjourn. Seconded by CM Warehime. All in favor.
