RE: Park Shelter Fees
Background:
Up until 2014, the Prairie Park shelter had two separate 5 hour time slots each day that
individuals or groups could reserve. Those periods were 9 a.m.-2 p.m. and 3 p.m. - 8
p.m. seven days per week. During that time, the fees were $10 per time period
Monday -Thursday and $20 per time period Friday -Sunday. In 2014, the Park
Commission recommended that the City Council adjust the time slots to 4 — 3 hour time
slots (9 a.m.-12 p.m.; 12 p.m. -3 p.m.; 3 p.m. -6 p.m.; 6 p.m. -9 p.m.). The $10 fee
during the week and $20 fee on the weekends remained the same.
The City's on-line program and facility reservation system recently received an up -date
making it easier to reserve multiple time slots on the same day. Staff is currently
exploring the possibility of modifying the time slots and fees to allow more individuals
and groups the ability to reserve the shelter each day. With the proposed change in
available time slots, it may also be a good time to look at the reservation fee and the
possibility of incorporating a resident and non-resident rate. Staff is recommending
changing the current 4 — 3 hour time slot format to a 12- 1 hour reserveable format and
charging $10 per hour for residents and $12 per hour for non-residents.
Requested Action:
Staff is requesting that the Parks and Recreation Commission review the material
included in this memo and provide a recommendation regarding a change in the
reservation fee structure for the Prairie Park shelter.
