09-04CITY OF OTSEGO COUNTY OF WRIGHT STATE OF MINNESOTA RESOLUTION NO. 2009-04 A RESOLUTION REDUCING AND MODIFYING THE WORK FORCE IN OTSEGO CITY DEPARTMENTS WHEREAS, the current City Clerk has tendered her resignation effective March 23, 2009; and WHEREAS, the work load within the Administrative Department has decreased in part due to the current economic downturn; and WHEREAS, the current economic downturn has also led to a significant reduction in Building Inspection work within the City of Otsego; and WHEREAS, the City previously reduced the City building department by one position in 2007 and one position in 2008; and WHEREAS, the City has only received a handful of new housing permits this year, as of the date of this resolution; and WHEREAS, it does not appear that significant recovery in the construction market will occur in the near future; and WHEREAS, the City has endeavored to sustain employees' jobs as long as possible during the current economic crisis; and WHEREAS, the City cannot maintain employment for all current Building Inspectors and Officials within the City, and thus must consider a reduction of work force in that department; and WHEREAS, the City cannot justify hiring an outside replacement for the retiring City Clerk; and WHEREAS, the City Council must take into consideration the tax payers of the City, the current economic climate, the possibility of substantial delinquencies in tax payments, possible reduction in various State aids to Cities, and the effect of all of the above on City revenues; and WHEREAS, in the current economic climate it is not anticipated that the reduction and changes in workforce will substantially affect delivery of services to residents of the City; and WHEREAS, the City Council has determined that certain reductions and modifications in the City workforce must be implemented immediately. NOW, THEREFORE IT IS RESOLVED by the City Council of the City of Otsego, Wright County, Minnesota as follows: 1. The City Administrator is hereby directed to reduce the City Building Inspection Department by one full time position immediately. The determination as to which position will be laid off, as well as the terms and conditions of the lay off will be made by the City Administrator, subject to consultation with the City Administrative subcommittee. 2. The City Administrator is hereby directed to replace the City Clerk duties using current employees of the City, subject to consultation with the City Administrative subcommittee, thereby reducing the Administrative Department by one full time position. 3. The City Administrator is hereby directed to assign to current Building Department employees such other tasks outside of that Department that will best serve the needs of the City. 4. The City Administrator is hereby directed to make the following additional cuts in the City's 2009 budget. A. Elimination of Clean Up Month $ 11,000. B. Reduction in Annual Audit Cost $ 1,400 C. Reduction in Gravel Budget $ 25,000 D. Reduction in Public Works Equipment Fund $ 76,926 E. Reduction in GIS Services $ 10,000 F. Don't Hire Public Works Assistant $ 14,000 G. Don't Hire Public Works Staff $ 34,173 H. Reduce City Hall Cleaning from Twice per Week to Once $ 6,630 I. City Clerk Savings $ 37,252 J. Building Department Savings $ 86,528 TOTAL SAVINGS $302,909 ADOPTED this 23rd day of March, 2009.
