11-06-17 Planning Commission MinutesOTSEGO PLANNING COMMISSION MEETING OTSEGO PRAIRIE CENTER November 6, 2017 7:00 PM Call to Order: Chair Black called the meeting to order at 7:00 PM. Roll Call: Chair Pam Black; Commissioners: Dave Thompson, Steve Schuck, Roger Mord, Aaron Stritesky and Alan Offerman; Absent: Commissioners Richard Nichols and Jim Kolles; City Council: CM Vern Heidner; Staff: Daniel Licht, City Planner and Sandy Lindenfelser, Administrative Assistant. 1. Announcements: No announcements. 2. Consider the Following Minutes 2.1 October 2, 2017 Planning Commission Meeting. Commissioner Schuck stated that the second motion on Raspberry Hill was seconded by Commissioner Offerman. Commissioner Stritesky motioned to approve as amended. Seconded by Commissioner Schuck. All in favor. Motion carried. 3. Public Hearing Item: 3.1 John F. Lenz Revocable Trust: (Tabled from September 18-2018) A. PUD -CUP Amendment Regarding Accessory Buildings City Planner Licht presented the planning report. Cory Lenz, 16444 Jarvis Street, Elk River MN 55330, speaking on behalf of applicant John Lenz updated the commissioners on the proposal being presented. This proposal includes combining the family lot, with an agricultural parcel and an existing outlot to allow for the construction of additional detached accessory building. City planner Licht said that the dedication of additional easements that will overlay Otsego Creek is a benefit to the City and can be cited as justification in approving the application. Chair Black continued the public hearing at 7:08 PM. Commissioner Stritesky asked City Planner Licht for clarification of this request. After no public comment, Chair Black closed the public hearing at 7:10 PM Commissioner Schuck asked what is being combined. City Planner Licht said the lot, outlot and agricultural parcel are what is to be being combined. Commissioner Thompson motioned to recommend approval of a PUD -CUP for Lot 2, Block 5 Davis Mississippi Coves subject to the two conditions listed in the Planning Report. Seconded by Commissioner Schuck. All in favor. Motion carried. 3.2 Amendment of the Zoning Ordinance regulating uses involving motor fuel facili . City Planner Licht Presented the planning report. Chair Black opened the Public Hearing at 7:16 PM Commissioner Offerman asked for further explanation asked for further clarification regarding the allowed uses within the respective zoning districts. Chair Black closed the public hearing at 7:25 PM. Commissioner Thompson asked what is meant by Outdoor Services of air service, vacuum machines or public phones shall not be located in a yard abutting residential property. City Planner Licht explained that this is the area between the building and the lot line. Commissioner Thompson motion to recommend City Council approval of an ordinance amending the Zoning Ordinance regarding motor fuel and related uses. Seconded by Commissioner Offerman. All in favor. Motion carried. 4 Update on City Council actions. CM Heidner gave an update to the Commissioners on City Council actions. 5 Update on future Planning Commission Agenda items. City Planner Licht said that there will be a meeting on November 20, 2017. 6. Adjourn. Commissioner Stritesky motioned to adjourn at 7:34 PM. Seconded by Commissioner Schuck. All in favor.
