ITEM 3.2C SCC 11.13.2017 MinutesITEM 3.2C OTSEGO CITY COUNCIL SPECIAL MEETING OTSEGO PRAIRIE CENTER NOVEMBER 13, 2017 6:00 PM Call to Order. Mayor Stockamp called the meeting to order at 6:03 PM. Roll Call: Mayor Jessica Stockamp; Councilmembers: Vern Heidner, Jason Warehime and Corey Tanner. Absent: Councilmember Tom Darkenwald. Staff: Adam Flaherty, City Administrator/Finance Director; Daniel Licht, City Planner; Ron Wagner, City Engineer; Andy MacArthur, City Attorney and Tami Loff, City Clerk. Also present: Applicant Casey Darkenwald and John Darkenwald and Representatives Darren Lazan, Colten Baird, and Jim Ellis. 1. Financial Assistance Request from Otsego Apartments, LLC. This is a follow up from the August 28, 2017 meeting; where the City Council concurred they would review this application request further. City Administrator/Finance Director Flaherty said City staff has been working with Michael Fischer from LHB who has determined that the proposed project would meet criteria needed to establish a Redevelopment TIF District. The applicant, Darren Lazan, presented the revised financial assistance request. They are looking at development of approximately 166 units of a multifamily complex, two commercial lots; retail and a storage facility. The proposed project would require decommissioning and removal of the existing private sewer treatment facility and would require connection of both new and existing units to be connected to the City public sewer facility. They noted without the TIF assistance the removal of their treatment facility, the proposed new development and connection of the existing 199 units in Riverbend Mobile Home Park would not be possible. The City's financial consultant, Nick Anhut, Ehlers, was present and reviewed the financial information and calculations. The City Council stated their desire to see a more detailed site plan of the proposed project and building than what was included in the information provided by the applicant. It was discussed that the Planning Commission would need to review at a Public Hearing and make their recommendation and we don't know what that would be yet. The applicant stated their desire for a clear direction to move forward before they invest anymore time or money into this project. It was reiterated again that the primary purpose of the financing request is to assist with the removal of the private sewer treatment plant. CM Heidner motioned to set a Public Hearing for TIF for Otsego Apartments, LLC. Motion failed due to no second. After discussion the consensus of the City Council was they need additional information, they don't feel comfortable approving what is being presented. They stated they have not done TIF in the past for something of this nature and they have to consider the taxpayers as they make their decision. Mayor Stockamp said she would like to see other options without using TIF. Mayor Stockamp motioned to schedule a second worksession to review this request. Seconded by CM Heidner. All in favor.
