ITEM 3.3B PSC 10.10.2017ITEM 3_30 OTSEGO PUBLIC SAFETY COMMISSION OTSEGO PRAIRIE CENTER OCTOBER 10, 2017 6:30 PM 6:00 PM: The Commissioners gathered on Nashua Avenue to conduct the Adopt -A -Street road clean-up. 1. Call to Order Public Safety Commission Chair Chuck Schauss called the meeting to order at 6:00 PM. Roll Call: Mayor Jessica Stockamp, Council Member Jason Warehime Public Safety Commissioners: Jim Breitbach, John Braun, Paul Fields, Greg Hubbard, Deb Schreiner Others Present: Steve Dittbenner, Elk River Fire and Ambulance Service; Wright County Sheriff Deputy Thole Public Safety Commission Vice Chair Bill Abderhalden was not present. 2. Approve Agenda Fields moved to approve the Agenda, seconded by Breitbach. The motion carried unanimously. 3. Approve 9-12-17 Meeting Minutes Schauss moved to approve the September 12, 2017 Public Safety Commission Meeting minutes, seconded by Hubbard. The motion carried unanimously. 4. Open Forum No matters were brought forward for discussion. 5. Public Safety Police / Fire / Ambulance Updates a) Rogers: No calls last month. Rogers Fire Chief Brad Feist was not present. b) Wright County: Deputy Thole said nothing out of the ordinary occurred. They apprehended one suspect after a search. c) Elk River Ambulance Service (ERAS): Dittbenner presented his third quarter report for July, August, and September. They responded to 134 incidents. ERAS transported 82 of those incidents, or about 61 percent. Dittbenner said that is typical, with 1/3 of calls being no charge or cancelled, 1/3 being basic life support or non -emergency, and 1/3 are emergency. Dittbenner also discussed transport times for the various emergency units. Those times ranged from 16 to 18 minutes. Dittbenner said many calls to a local mental health clinic often result in wait times of ten to fifteen minutes, which skew the overall statistics. 9-12-17 Otsego Public Safety Commission Minutes 6. Old Business a) CERT: Schauss said they did not get a minimum of 20 interested people to warrant continuing the CERT program. He will refer the names of those who expressed interest to Wright County Emergency Management Director Steve Berg. b) 9-12-17 PSC Minutes: Schreiner presented the original draft of the Public Safety Commission minutes submitted to the City. The portion related to the Commission's recommendation that the City conduct a Master Plan Fire Service Study were edited before being presented to the City Council for approval. Council Member Warehime read an email from the City Attorney that recommended shortening section 7(d) of the minutes to be consistent with the brevity of other items. The Attorney said the minutes should reflect only a general discussion of the Commission's recommendation to the City Council regarding a Master Plan Fire Service Study, and not specific comments or interactions between parties. Council Member Warehime said he had no issue with the original minutes, and felt they were presented in a factual manner. 7. New Business a) Council Member Warehime said he has been informed that Love's Travel Stops & Country Stores has cancelled their purchase agreement for the property at the Northeast Quadrant of 1-94 and CR 137. 2 b) Schauss reminded Commission members of the Special City Council Meeting on Monday, 10-30-17 at 6 PM at the Otsego Prairie Center regarding Fire Protection topics. The City of Elk River and a fire station consultant will be presenting the results of the fire study that covers the portion of Otsego. Schauss encouraged all Commission members to attend. Vice Chair Abderhalden will present the Commission's recommendation for a Master Plan Fire Service Study. Council Member Warehime said he was not sure whether the City Council will take action on the recommendation at that time. 8. City Council Meeting Updates Fields said there were no updates to report. 9. City Council Meeting Assignments October 23: Paul Fields, Deb Schreiner November 13: Paul Fields 10.
