Call to Order:
Chair Black called the meeting to order at 7:00 PM.
Roll Call: Chair Pam Black; Commissioners: Dave Thompson, Steve Schuck, Roger
Mord, Richard Nichols and Alan Offerman; Absent: Commissioners Jim Kolles and
Aaron Stritesky; City Council: CM Vern Heidner; Staff: Daniel Licht, City Planner and
Sandy Lindenfelser, Administrative Assistant.

2. Consider the Following Minutes
2.1 November 6, 2017 Planning Commission Meeting.
Commissioner Schuck motioned to approve as written. Seconded by
Commissioner Mord. All in favor. Motion carried.
3. Public Hearing Item:
3.1 Emerson Pointe:
A. Zoning Map amendment rezoning from A-1 District to R-5 District
B. PUD-CUP/Preliminary Plat of 50 single family lots.
City Planner Licht presented the planning report.
Mike Suel, D.R. Horton Homes, 20860 Kenbridge Court Suite 100, Lakeville MN 55044
agrees with the planning report as presented.
Chair Black opened the public hearing at 7:06 PM.
Commissioner Schuck asked if the North access to Quaday Avenue NE is an existing
curb opening. City Planner Licht said yes. Commissioner Schuck was concerned that
once the street is built, it doesn't go west and has a "T" intersection. City Planner Licht
said that City staff prefers this design to calm traffic and also meet spacing
requirements for Quaday Avenue at 500 feet apart.
Commissioner Offerman asked if the City requires a sidewalk in a cul de sac? City
Planner Licht said that is not required due to the low amount of traffic in a cul de sac,
which allows people to walk safely in that area. Commissioner Offerman also asked
about the hydrant locations on utility plan. Fran Hagen, Westwood Professional
Service, said the plan does not comply with the City requirements and will be revised.
There were no comments from the public.
Chair Black closed the public hearing at 7:12PM.
Commissioner Thompson asked how many notices went out to residents for this public
hearing and if the City received any phone calls regarding this hearing. City Planner
Licht said notices were sent to properties within 350 feet. City staff received one call
with questions about the development and provided information.
Commissioner Mord asked the applicant how many home plans they will offer for
building. Mr. Suel said there are six floor plans each with three elevations currently, but
they modify house plans to keep with the market. Mr. Suel said they monitor the
construction of homes to avoid repetition.
Commissioner Mord is concerned about traffic safety on 70th Street (CSAR 38) and River
Road (CSAH 42). City Planner Licht said Wright County is improving CSAH 38 in 2018.
City Planner Licht also said that the Quaday Avenue intersections at CSAH 38 and CSAH
42 are planned to be signalized in the future.
Commissioner Thompson motioned to recommend approval of a Zoning Map
amendment rezoning the subject site from A-1 District to R-5 District based
on a finding that the request is consistent with the criteria outlined in
Section 20-3-2.F of the Zoning Ordinance. Seconded by Commissioner
Schuck. All in favor. Motion carried.
Commissioner Thompson motioned to recommend City Council approval of
the PUD-CUP/preliminary plat of Emerson Pointe, subject to the nine
conditions listed in the planning report. Seconded by Commissioner Nichols.
All in favor. Motioned carried.
4 Update on City Council actions.
CM Heidner gave an update to the Commissioners on City Council actions.
5. Update on future Planning Commission Agenda items.
City Planner Licht updated the Planning Commission on future agenda items.
6. Adjourn.
Commissioner Nichols motioned to adjourn at 7:29 PM. Seconded by
Commissioner Offerman. All in favor. Motion carried.
