No No BACKGROUND/JUSTIFICATION: The City's current pay plan for scored positions was adopted on November 28, 2016 and became effective on January 1, 2017, At the beginning of the 2018 budget process, the City Council directed staff to prepare a draft budget including a 2.50% cost of living adjustment within the scored positions pay plan. At the November 27, 2017 budget meeting, the City Council concurred to keep the respective cost of living adjustment within the final budget. The City's current pay plan for seasonal, temporary and part-time positions was adopted on June 27, 2016 and became effective immediately. Changes to this pay plan are summarized below: 1) The proposed pay plan includes the combination of the Recreation Assistant and Recreation Lead positions. This change better aligns the pay plan with current staff and future staffing needs. 2) The State of Minnesota will have new minimum wage amounts effective January 1, 2018. The current pay plan has one position with starting pay below the new minimum wage of $7.87. 3) To increase the minimum rates of pay, primarily to attract more applicants for seasonal and recreation employees and also to include a cost of living adjustment within those rates. 4) To increase the maximum rates of pay as a cost of living adjustment, and to offer a tool for retaining current seasonal employees whom are at the top of the pay range. Each pay plan, if approved by the City Council would become effective January 1, 2018. (3) An employee may receive an increase of between $.50 and $1.00 per hour annually on the employee's work anniversary. An increase will be granted only if performance meets or exceeds position requirements. The supervising Department Head and City Administrator will determine if a pay increase will be granted. Ranges will adjust annually consistent with the City's Pay Plan. Minimum pay is subject to the Minimum Wage law; thus, starting employees may be paid above City minimum.
