No change to commercial dedication requirements is proposed for 2017 based on sales current information. City staff recommends that the City Council consider removal of City Engineer Wagner development. The City would retain the ability to require land dedication or trail construction of the developer within industrial areas. Street Operations Manager Lamson Engineering News -Record (ENR) from November 2016 to November 2017. Garbage Hauler; the annual license fee for garbage haulers will be increased to $100. Utility Manager Neidermeier reservation instead of a fixed charge per time slot and also setting a $15 per reservation for non-resident. This was reviewed at by the Administrative Subcommittee and recommended for approval. Parks & Rec Director Demant all staff time is covered. BACKG ROU N D/J USTI FICATI ON: Annually, the Council reviews proposed fees to be adopted as part of the City Code for the upcoming year. You will notice a new format for the fee schedule this year; I updated the form to be more compatible with the current recodification project. City staff has outlined the adjustments to the fee schedule for 2018 in the attached draft. Some items to note include: Park Dedication Fee; City staff has calculated a revision to the residential park dedication fee in lieu of land for 2018. The fee is proposed to increase $571/lot or 16.4 percent. The amount of the increase is based on land values established by appraisals for developable land completed as part of the 85 th Street and MacIver Avenue Improvement Project. No change to commercial dedication requirements is proposed for 2017 based on sales current information. City staff recommends that the City Council consider removal of the park dedication fee in lieu of land for industrial land uses as this cost can be a barrier to economic development. The City would retain the ability to require land dedication or trail construction of the developer within industrial areas. Water & Sewer Availability/Connection Charges; these increases were based off of an index from Engineering News -Record (ENR) from November 2016 to November 2017. Garbage Hauler; the annual license fee for garbage haulers will be increased to $100. Prairie Park Shelter; recommendation to change the structure for charging shelter rental fees to $10 per reservation instead of a fixed charge per time slot and also setting a $15 per reservation for non-resident. This was reviewed at by the Administrative Subcommittee and recommended for approval. Special Event Permit; this has been updated to cost incurred instead of a flat rate. This will help make sure all staff time is covered. Above Standard Street Light Operations and Maintenance Rate; removed due to the agreement with Elk River Municipal Utilities. Storm Water Utility Fees; these increases were based off of an index from Engineering News -Record (ENR) from November 2016 to November 2017.
