Yes I Na BA # oUDMU TIFI ATION: A noise sturdy was aIr ady conducted and a report was prepared by SBP Associates for the area where a rev section ofof701h Street is proposed (this section only had a single receptor at 7009 McAllister Avenue), Thi: initial noise study was conducted comments received front the MnDOT State Aid reviewer of the required environmental documents (Project Memo) submitted by Hakanson Anderson. Haf ancon Anderson resubmitted the Project Memo with the initial noise study to MOOT which was then passed to the FH IIA f review. The FHWA determined that the noise impacts must be evaluated for all receptors along the entire project length. A request for proposal to perform a noise studyforthe proposed 70th Street and CSAH 37 w send to SBP Associates. A proposal was received August 7th, 2013. Only SBP Associates was sent a request for proposal as they performed the initial noise study and would have the background of the project to complete the study in a cost effective and timely manner with minimal changes to the cost. Therefore we recommend awarding the project to SBP Associates, Inc. in the amount of $4,750. This letter presents our proposal to conduct the required study. A. Project Understanding SBP has previously completed a noise impact study for aM portion of the proposed 70th Street extension project. FHWA has reviewed the initial study and determined that additional receptor locations should be included in the noise study. The receptor locations have been defined in the request for proposals. This proposal is for the evaluation of noise impacts and mitigation assessment for these additional receptor locations consistent with FHWA and MMD T policies. The policies require determination of existing, and design year build and no -build noise levels at the receptor location. if noise thresholds are exceeded, a noise barrier cost -reasonableness study must be conducted. B. Proposed Tasks Existing Noise Levels — Modeling Monitoring has been completed for the western portion of the project. This data will be used t define existing noise levels far the western part of the project. For the eastern portion of the project, SBP will use the M I NNO ISE model and current traffic volumes for 70tb Street and Oakwood Avenue to define existing noise levels. This proposal assumes no additional monitoring will be required. No -Build Noise Levels — Noise Monitoring d Mod lin Monit ring has been coinpleted for the western portion of the project. Tris data will be used to define no -build levels for the western part of the project. For the eastern portion of the project, SBP will use the M1 NNOISE mode I and design -year traffic vo lumes for 7 Dth Street and Oakwood Avenue to define no - build noise levels. Design Year Noise Level �--. Noise Modeling SBP will use the MINNOISE transportation noise mod ll to determine design -gear noise impacts at the receptor location. Mode Iin will be conducted consistent with FHWA and MnDOT requirements. -Noise Mitigation Cost -Reasonableness Studer Should the noise analysis show noise impacts at the receptor locations, SBP will conduct a noise barrier cost reasonableness analysis consistent with M nDOT and F HWA req u irme nts. I SBP will prepare a report that includes the results of the noise monitoring, modeling, and noise barrier cost -reasonableness analysis. The report format and content gill be consistent with FHWA and MnD T requirements. C. Proposed Costs SBP proposes to conduct the above tasks on a fined price of $4,750. If no noise mitigation cost reasonableness analysis is required (not likely), the tasks will be conducted for a fixed price of $8,250, Additional tasks will be conducted at a labor rate o $120 per hour. The proposed costs assu me a ny necessary traffic and mapping information will be provided by the City of Otsego.
