Call to Order:
Chair Black called the meeting to order at 7:00 PM.

Mord; City Council: CM Vern Heidner; Staff: Daniel Licht, City Planner and Sandy
Lindenfelser, Administrative Assistant.

2. Consider the Following Minutes
2.1 November 20, 2017 Planning Commission Meeting.
Commissioner Schuck motioned to approve as written. Seconded by
Commissioner Nichols. All in favor. Motion carried.
3. Public Hearing Item:
3.1 Harvest Run:
A. Zoning Map amendment rezoning from A-1 District to R-5 District
B. PUD-CUP/Preliminary Plat of 80 single family lots.
City Planner Licht presented the planning report.
Applicant Heather Lorch of Capstone Homes, Inc., 14015 Sunfish Blvd, Ramsey MN,
presented an overview of the proposed development and house plans.
Chair Black opened the public hearing at 7:18 PM.
Harry Christensen, 16590 59th Street NE, asked about the wetland located behind his
property and drainage. He said the City installed a temporary culvert in the past with
the plan of installing a permanent concrete one in the future. City Planner Licht said
the grading plan includes a permanent storm pipe.
Jeff Krueger, 16736 59th Street NE, asked about the rear yard setbacks for the ten
properties along the southern part of this development. City Planner Licht said the
setbacks along the rear lot lines are 20 feet as required by the Zoning Ordinance. Mr.
Krueger is also concerned about the drainage along the south plat line. City Planner

Licht reviewed the grading plan for this area. Mr. Krueger asked about a spring fed
pond that was filled in when Duke did the grading. City Planner Licht said that fill was
reviewed by the City Engineer at the time, but that the developer will be required to do
soil samples prior to construction.
Kim Wilcox, 16590 59th Street NE is concerned about impacts to wetlands and also litter
that increases due to development. City Planner Licht said as a part of the grading
plan, erosion control is required and the developer is required to remove it when they
are complete to protect wetlands. City Planner Licht said that the Building Department
will police construction site trash during inspections.
Commissioners discussed the required number of trees to be planted for each lot.
Commissioner Nichols asked if the villa homes are required to have reinforced rooms
inside. City Planner Licht said this is a requirement within the Zoning Ordinance for all
slab on grade homes.
Jeff Krueger, 16736 59th Street NE asked if pine trees will planted along the south plat
line. City Planner Licht said this not recommended as there are to be single family lots
abutting single family lots and no land use conflict. Mr. Krueger asked if there will be a
park here. City Planner Licht said park dedication requirements will be satisfied as a
cash fee in lieu of land for the development.
Chair Black closed the public hearing at 7:50 PM.
Commissioner Thompson motioned to recommend approval of a Zoning Map
amendment rezoning the subject site from A-1 District to R-5 District based
on a finding that the request is consistent with the criteria outlined in
Section 20-3-2.F of the Zoning Ordinance. Seconded by Commissioner
Kolles. All in favor. Motion carried.
Commissioner Thompson motioned to recommend City Council approval of
the PUD-CUP/preliminary plat of Harvest Run, subject to the eight conditions
listed in the planning report, with the following revisions revised as follows:

Provide for installation of at least one additional shade or evergreen trees within the
yard of each lot at the time of construction.
Seconded by Commissioner Nichols. All in favor. Motioned carried. 100 feet
should be 75 feet at corner lots

CM Heidner gave an update to the Commissioners on City Council actions.
5. Update on future Planning Commission Agenda items.
City Planner Licht updated the Planning Commission on future agenda items.
The next meeting will be Monday, December 18, 2017.
