Daniel Licht, AICP REPORT DATE: 14 December 2017 ACTION DATE: 16 January 2018 RE: Otsego —Great River Centre; SuperTarget exterior updates 11104914_ WRIJI BACKGROUND Target Corporation is proposing to update their existing store located on Lot 2, Block 1 of Great River Centre of Otsego the northeast quadrant of Parrish Avenue (CSAH 42) and 87th Street. The proposed update includes modifications to exterior materials and signs, as well as interior improvements. The exterior finish and signs for SuperTarget were approved as a PUD Development Stage Plan by the City Council on 13 March 2006. Consideration of the proposed exterior modifications requires an amendment to the PUD Development Stage Plan. A public hearing to consider the application has been noticed for the Planning Commission meeting on 18 December 2017 at 7:OOPM Exhibits: — Site location map — Stonewood Architectural Panel information (4 pages) — Existing building elevation (2014) — Proposed front elevation — Proposed elevations 1 ANALYSIS Comprehensive Plan. The 2012 Comprehensive Plan guides the subject site for commercial uses within the primary retail, service, and office area of the City surrounding the TH 101 and CSAH 42 interchange. SuperTarget is an anchor business in this area, which provides retail sales goods to local and regional patrons. Ongoing investment by Target in the property to maintain a contemporary appearance for their facility is positive and consistent with the goals and policies of the Comprehensive Plan. Zoning. The subject site is zoned PUD, Planned Unit Development in accordance with the PUD District approved by the City Council on 28 September 2005. The PUD District allows for commercial uses as proided for withint the B-3, General Business District. SuperTarget is a retail sales use allowed as a permitted use. Surrounding Uses. The table below illustrates existing and planned uses surrounding the SuperTarget property. There are no compatibility issues with surrounding properties related to the exsting SuperTarget and no new issues will be caused by the proposed exterior improvements. The current exterior of the SuperTarget building consists of precast concrete panels, two forms/colors of brick, stone, and glass storefront. The Great River Centre PUD District includes design guidelines that address exterior materials in addition to compliance with the requirements of the Zoning Ordinance for commercial uses. The PUD Development Stage Plan provided specific allowances for the exterior of the SuperTarget to include greater use of rock face block as the primary exterior material. The building plans submitted for the SuperTarget building substituted precast concrete panels as the primary exterior material, which was not identified during the permit review and the plans were approved. Target is proposing to update the exterior of the building to incorporate simulated wood panels over the blonde colored brick on the front and wrap around side/rear corners of the SuperTarget building. At the suggestion of City staff, a section of the simulated wood panel has been added at the center of the west elevation facing Parrish Avenue (CSAH 42) to enhance the appearance of the building from this corridor (in combination with existing landscaping). The painted sections of the building will also be refreshed with new paint. 111 The proposed simulated wood is a durable material that is weather, impact, and graffiti resistant suitable for use in commercial buildings. The simulated wood will be 25 percent of the front (south) elevation, 28 percent of the west elevation, 3 percent of the north elevation, and 7 percent of the east elevation. The use of the simulated wood material will be complementary to other materials and colors used for the exterior of SuperTarget, and is appropriate as a percentage of the total area of each elevation to maintain high-quality brick, stone, and concrete panels as the primary material. The simulated wood panels are installed on the exterior of the building by anchoring brackets. The installation method allows Target to replace single panels as needed for long-term maintenance. Installation of the brackets will require drilling or placing groves into the existing masonry finish. If the simulated wood panels and installation brackets are removed in the future, it would be necessary to repair the underlying masonry finish or a new exterior material overlaid to avoid seeing the damage caused by the simulated wood installation brackets. City staff recommends a condition of approval requiring repair of the existing masonry material if the brackets are removed in the future and the brick remains exposed. Signs. Target will also be updating the exterior signs for the SuperTarget building as part of the refresh. Existing red SuperTarget, Wine & Spirits, Grocery, CVS Pharmacy, and bullseye logo signs will be replaced with white lettering/logos. A new Order Pickup sign will also be added to the front elevation and a SuperTarget/logo sign added to the west elevation of the building. The Zoning Ordinance allows wall signs up to 15 percent of the wall area with a maximum area of 200 square feet for each individual sign. The area all proposed signs is within the 15 percent limit of the wall areas. The SuperTarget/logo sign on the south elevation was approved as 387 square feet in area as part of the PUD Development Stage Plan and the proposed sign to be added to the west elevation will be the same area. City staff recommends that in addition to allowing the proposed sign updates for SuperTarget, that the PUD Development Stage Plan amendment include allowance of signs on all four sides of a principal building within all of Block 1 consistent with sign allowances within other commercial developments. RECOMMENDATION City staff recommends approval of a PUD Development Stage Plan amendment for exterior finish and sign improvements for SuperTarget as outlined below. POSSIBLE ACTIONS A. Motion to recommend approval of PUD Development Stage Plan amendment subject to the following conditions: 3 1. Upon removal of the installation brackets for the simulated wood panels, the exterior masonry finish of the building shall be restored if left exposed to repair holes or grooves caused by affixing the brackets to the building. 2. Wall signs shall be allowed on all sides of principal buildings within Block 1, Great River Centre of Otsego. B. Motion to recommend the application be denied based on a finding that the request is inconsistent with the Comprehensive Plan and intent of the Zoning Ordinance. C. Motion to table. C.
