OTSEGO CITY COUNCIL SPECIAL MEETING
OTSEGO PRAIRIE CENTER

Call to Order.
Mayor Stockamp called the meeting to order at 9:36 PM.
Roll Call: Mayor Jessica Stockamp; Councilmembers: Vern Heidner, Jason Warehime and Corey
Tanner. Absent: Councilmember Tom Darkenwald. Staff: Adam Flaherty, City
Administrator/Finance Director; Daniel Licht, City Planner; Ron Wagner, City Engineer; Andy
MacArthur, City Attorney and Tami Loff, City Clerk. Also present: Applicant Casey Darkenwald
and John Darkenwald and Representatives Darren Lazan, Colten Baird, and Mike Morgan.
1. Financial Assistance Request from Otsego Apartments, LLC.
This is a follow up from the November 13, 2017 meeting. City Attorney MacArthur reviewed the
request and process. The applicant, Darren Lazan, presented the revised financial assistance
request. City Administrator/Finance Director Flaherty handed out a spreadsheet with scenarios
noting the numbers presented are not final. After some discussion the City Council concurred to
look further at option number 3. City staff was directed to bring back additional information and
financial calculations based on scenario number 3 to a future worksession.
Mayor Stockamp motioned to call for a special meeting/worksession on January 8,
2018 at 6:00 PM at Prairie Center to review the financial assistance request from
Otsego Apartments, LLC. Seconded by CM Tanner. All in favor. Motion carried 4-0.
Mayor Stockamp motioned to adopt Resolution 2017-105 calling for a public hearing
by the City Council on the proposed adoption of a modification to the development
program for development district no. 1 and the establishment of Tax Increment
Financing District No. 4 — Riverbend North on February 12, 2018 at 7:00 PM.
Seconded by CM Heidner. All in favor. Motion carried 4-0.
2. Adjourn.
CM Warehime motioned to adjourn. Seconded by CM Tanner. All in favor. Motion
carried 4-0. The meeting adjourned at 11:03 PM.
