I. INTRODUCTION
The purpose of this Feasibility Report is to present the City of Otsego with
a preliminary examination of municipal street improvements for streets within
Mississippi Shores and a portion of Antelope Park subdivisions in Otsego,
Minnesota.
Project Location Map
The report discusses the proposed scope of improvements, preliminary
cost estimates and a project schedule. The report has been prepared in
compliance with Minnesota State Statutes 429 for projects resulting in special
assessments.
The Mississippi Shores Additions were constructed between 1973 and
1980, and the Ohland Avenue portion within Antelope Park was constructed in
1989. The streets in Mississippi Shores received an overlay in 1996 and a seal

coat in 2004, 96th street received a fog seal in 2012. The conditions of the
streets within Mississippi Shores and the portion of Antelope Park have
deteriorated to a point that a full depth reclaim is recommended. The cost and
time associated with patching necessary to maintain the streets is increasing and
becoming substantial.

The existing street surface in Mississippi Shores and the portion of
Antelope Park have PCI (Pavement Condition Index) Ratings of between 39 and
54 which is well below the average in the City of Otsego. Typically, pavements
with PCI Ratings of 50 or less are in their final stages of useful life and will need
to be reconstructed or overlaid in the very near future.
The Mississippi Shores and a portion of Antelope Park streets have been
included on the Street Renewal list and included in the Capital Improvement
Plans (CIP) for several years. Due to this, the City Council authorized a
Feasibility Report be completed to determine costs and potential sources of
funding.

The original streets in Mississippi Shores were constructed with 2” of
bituminous surface over 4” of class 5 gravel and approximately 24’ feet wide. An
overlay of 1 ½” thick bituminous was placed in 1996. Current requirement for
residential streets is a minimum of 3 ½” over 6” of class 5 gravel. The original
pavement is between 38-45 years old and the overlay is over 20 years old. The
streets are experiencing extensive block and thermal cracking as well as some
surface raveling due to its age.
II. PROPOSED PROJECT
The proposed street improvement project consists of improving streets
within Mississippi Shores, specifically 96th Circle, Parkington Avenue, Parkington
Circle, 96th Street, 95th Street, 95th Circle, 94th Street, Park Avenue, 93rd Street,
93rd Circle, 92nd Street, Page Avenue, Parell Circle, 91st Circle, Packard Avenue,
and Padgett Avenue, as well as Ohland Avenue within Antelope Park. Proposed
improvement work includes full depth reclaim, replacement of all center line
culverts, shaping and compaction of the reclaim and placement of a 3 ½ of
bituminous with a topsoil shouldering and seeding. The proposed street typical
section would be in general conformance with current City Street Standards.
The street section would be a paved rural section with no curb and gutter.
Existing bituminous driveways will be milled and a few feet back from the road
and matched into the new road elevation. All concrete driveways will be saw cut
at a joint and replaced to match the new bituminous elevation. All other gravel
driveway will have gavel material added to match the new bituminous elevation.

Surface water within the project area will be conveyed via the existing
storm sewer system through a combination of driveway culverts, ditches and
cross culverts. Center line culverts will be replaced as existing culvert are
corrugated metal pipe up to 45 years old and the life expectancy of the
reconstruction will exceed the life expectancy of the existing culverts. No ditch
work or driveway culvert replacement is included as part of this project.
III. INITIATION
The feasibility report was initiated by the City Council due to the PCI
ratings in accordance with the city’s policy regarding streets renewal program.
IV. FEASIBILITY
From an engineering standpoint, the project is feasible, and the value of
existing housing is positively benefited by accessing a bituminous paved street in
good condition. It can be accomplished as proposed, and need not be
constructed in conjunction with any other project. The City and the persons
assessed should review the project for benefit to determine the economic
feasibility of the proposed improvements.
V. RIGHT-OF-WAY / EASEMENTS
The existing streets and proposed street improvements are located within
the existing 66 foot wide right-of-way.
VI. PERMITS
No permits would be required to accomplish the work.
VII. COMPLETION
This project is proposed to be completed during the 2018 construction
season.

Included in this report is a detailed estimate of construction costs for the
street improvements. The costs herein are estimates only and are not
guaranteed prices. The quantities are estimates also. The contractor will be
paid only for work completed. The cost estimates are based on unit prices from
previous similar projects costs.

X. PROPOSED FUNDING
The funding for this project is expected to be provided by two sources, the
City of Otsego and the benefiting property owners.
In the residential zoned areas the project cost would be split 50/50
between the City of Otsego and the residential benefiting properties. The
benefiting residential property owners are proposed to be assessed
approximately $765,789.41 and the City would provide the remaining 50% of the
cost approximately $765,789.41. The commercial zoned properties would be
assessed 100% of the cost for their properties front footage. Past street renewal
projects have been assessed in this method since 2014.

XI. ESTIMATED ASSESSMENT
By dividing the total benefiting property assessment cost ($765,789.41) by
241, the number of assessable units, an assessment value is obtained. The
estimated cost per unit was determined to be $3,177.55 (Table III Benefiting
Property Assessment Summary). The per unit method of assessment was used
due to all the benefiting properties are single family homes and use the street in
much the same manner, with the exception of the three commercially zoned
properties. These other properties are commercial buildings that have driveway
access within the project limits. These businesses will be assed the full price of
their footage.

XII. CONCLUSION AND RECOMMENDATION
This report analyzed the feasibility of improving streets within the
Mississippi Shores subdivisions and a portion of Antelope Park. The proposed
improvements are necessary, cost effective and feasible from a technical and
engineering stand-point, and benefit the properties proposed as shown on Exhibit
D.
The project is proposed to be funded by assessing the benefiting
properties as well as receiving funds from the City of Otsego.
