City staff is recommending that the City Council approve a resolution adopting the Otsego Wastewater
Master Plan.

BACKGROU ND/J USTIFICATION:
On July 25, 2016, the City Council entered into a contract with AE2S to complete a wastewater master plan.
Since that time, Scott Schaefer, his AE2S team, and City staff have been working together to complete the
scope of services. There have also been a number of "check-in" meetings with both the Public Works
Subcommittee and the City Council.
Scott Schaefer presented the Otsego Wastewater Master Plan to the City Council in a work session meeting
at 6PM on January 22, 2018.
The City is following procedures in order to be eligible for Clean Water State Revolving Fund consideration
on the initial biosolids project identified in the Wastewater Master Plan. A requirement for submission is
that the City holds a public hearing to provide an opportunity for all persons desiring to be heard on the
matter and for the City Council to consider said comments. The next step would be for City staff to submit
the Otsego Wastewater Master Plan to the Minnesota Pollution Control Agency for approval.

RESOLUTION NO: 2018-06
ADOPTING THE OTSEGO WASTEWATER MASTER PLAN
WHEREAS, after due Notice of Public Hearing on the draft Master Plan for the City of Otsego, Minnesota
Wastewater System, a hearing on said Master Plan was duly held; and
WHEREAS, the Otsego City Council heard all persons desiring to be heard on the matter and fully
considered the same; and
WHEREAS, it is necessary to submit the Wastewater Master Plan to the Minnesota Pollution Control
Agency for approval in order to be eligible for Clean Water State Revolving Fund consideration; and
WHEREAS, the City intends to submit the initial Biosolids project for the Project Priority List.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OTSEGO,
MINNESOTA:
1. The Otsego Wastewater Master Plan is adopted.
2. That City staff with assistance fi•om Advanced Engineering and Environmental Services, Inc.
(AE2S), are authorized to proceed with submitting the adopted Wastewater Master Plan to the
Minnesota Pollution Control Agency, and that the Mayor and City Administrator are authorized to
execute the same.
ADOPTED by the Otsego City Council this 22nd day of January, 2018.
