Approve Resolution receiving feasibility report regarding improvement of streets within all of Mississippi
Shores additions and a portion of Antelope Park (Ohland Avenue and connections) and set a date for a
Public Hearing for property owners to be presented project scope and possible assessment costs.

BACKGROUND/JUSTIFICATION:
The streets within Mississippi Shores Additions and Antelope Park Addition are all paved. Mississippi
Shores Additions were originally paved between 1973 and 1980. The streets were overlaid in 1996, 21
years ago. Antelope Park was originally paved in 1992 or 25 years ago. The existing roadway consists of a
3 %2' of bituminous surface approximately 24' feet wide. The pavements are experiencing block, alligator,
and thermal cracking due to its age. The streets have received seal coats, fog seals and patches to maintain
them. The value of existing housing will be positively benefited by accessing a bituminous paved street in
good condition.
The existing street surfaces of Mississippi Shores Additions and Antelope Park Addition have PCI (Pavement
Condition Index) Ratings ranging from 39 to 54, which are below the average in the City of Otsego.
Typically, pavements within PCI Ratings of 50 or less are in their final stages of useful life and will need to
be reconstructed or overlayed in the very near future.
City Council authorized the preparation of a Feasibility Study to determine the best method of street
renewal, the estimated project costs, and the estimated assessments to the benefiting properties. The
feasibility report has found the proposed improvements to be necessary, cost effective and feasible from a
technical and engineering stand -point, and to benefit the properties proposed.
A public hearing to present the study to the residents will need to be held at a council meeting (February
12, 2018) to continue forward with the project with the potential for assessments in accordance with MN
State Statue 429. A resolution will be presented later during this meeting, to determine if the council
wishes to prepare plans and specifications for the purpose of obtaining bids for the project.
The total estimated project cost is $1,541,760.00 and is proposed to be funded using approximately 50%
assessments and 50% City funds. The CIP estimate for this project was $1,555,733.00.
The estimated assessments are based on 50% of the cost being assessed to all residential properties and
100% of the cost for the property front footage for the commercial zoned parcels along Park Avenue near
CSAH 42. The feasibility report includes 240 residential assessments and 3 commercial assessments.

RESOLUTION RECEIVING REPORT
AND CALLING HEARING ON THE IMPROVEMENT OF STREETS WITHIN
MISSISSIPPI SHORES 1St THROUGH THE 8th ADDITIONS AND A PORTION OF
ANTELOPE PARK
WHEREAS, pursuant to resolution 2017-96 of the council adopted
November 27th, 2017, a report has been prepared by Hakanson Anderson
Associates, Inc. with reference to the improvement of streets within Mississippi
Shores 1St through the 8th Additions and a portion of Antelope Park and this report
was received by the council on January 22nd, 2018;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF OTSEGO, MINNESOTA:
The council will consider the making of such improvement in accordance with
the report and the assessment of benefiting property for all or a portion of the
cost of the improvement pursuant to Minnesota Statutes Chapter 429 with the
estimated total cost of the improvement being $1,541,760.00.
2. A public hearing shall be held on such proposed improvements on the 12th day
of February, 2018 in the council chambers of the city hall at 7:00 p.m. and the
clerk shall give mailed and published notice of such hearing and improvement
as required by law.
