CITY OF 0TSEGO
COUNTY OF WRIGHT
STATE OF MINNESOTA
RESOLUTION SUPPORTING THE MINNESOTA DEPARTMENT OF
TRANSPORTATION'S POSITION THAT NO SOUND BARRIER
STRUCTURE AS PROPOSED BY THE MINNESOTA POLLUTION
CONTROL AGENCY, SHOULD BE CONSTRUCTED ALONG THE
PROPOSED WIDENING OF MINNESOTA STATE HIGHWAY 101
IN THE AREA OF MISSISSIPPI RIVERWOOD A.S.C.I.,INC.
WHEREAS, the Minnesota.Pollution.Control Agency (MPCA)
has requested that the Minnesota Department of
Transportation, as part of thein"wideningl'of State Highway
101, construct a sound barrier along the eastern side of
Highway 101 and the Mississippi River in the vicinity of
Mississippi Riverwood A.S.C.I., Inc. and,
WHEREAS, the Minnesota Department of Transportation
(MN/DOT) opposes such an expenditure; and
WHEREAS, the Mississippi River is one of the prime
natural features within the City of Otsego and such -a barrier
would tend to diminish the scenic view of the river from
Highway 101 and would also impair the view of adjacent lands
from the river; and
WHEREAS, said proposed sound barrier would be located
within the established Wild and Scenic and Recreational
District boundaries and would appear to conflict with the
purposes of that established district as well as the proposed
Otsego Ordinance regulating use within that boundary: and
WHEREAS, the Otsego City Council opposes construction of
sucha barrier as it constitutes a detriment to the community
as a whole and instead supports alternative methods of
screening such as minor privacy fencing and landscaping where
appropriate; and
WHEREAS, it appears that there is substantial opposition
to construction of such a sound barrier within the City of
Otsego.
THEREFORE, LET IT BE RESOLVED that the City Council of
the City of Otsego concurs with and supports MN/DOT's
position in this matter that the fifteen foot high sound
barrier that MPCA has proposed along Highway 101 in front of
Mississippi Riverwood A.S.C.I., Inc. is totally unnecessary
and that the problems associated with increased traffic in
that corridor can be resolved by using less intrusive and
defacing methods.
