RECOMMENDATION:
City staff is recommending that the City Council approve the corresponding resolution supporting the use
of Corridors of Commerce funding to expand Interstate 94 between St. Michael and Albertville.

BACKGROUND/JUSTIFICATION:
In 2013, the Minnesota Legislature created the Corridors of Commerce program for the purpose of funding
the expansion and improvement of interregional corridors which play an important role in the movement
of freight and people between regions of our State and throughout the Country.
The 2017 Legislature approved continued funding of this program with the combination of bond funds and
cash totaling $400 million. The Minnesota Department of Transportation (MNDOT) is charged with
soliciting this program.
MNDOT, through an online submission process will be soliciting project recommendations through
February 5th. All submitted projects will be scored by MNDOT on eight criteria that were mandated by the
legislative approval of the program. According to the schedule from MNDOT, project award
announcements and release of final project scores will be available in April 2018.
The City of Otsego, through our membership with the 1-94 Corridor Coalition will be recommending a
project for the expansion of Interstate 94 between St. Michael and Albertville. This project has great
support from Coalition members and from MNDOT District 3, and has already received $1.4 million from
the Corridors of Commerce Program for project design.

SUPPORTING THE USE OF CORRIDORS OF COMMERCE FUNDING
FOR INTERSTATE 94 EXPANSION PROJECTS
WHEREAS, Interstate 94, between St. Michael and St Cloud, is the most heavily traveled and congested
corridor in Greater Minnesota connecting individuals and businesses across the state to and from the Twin
Cities Metropolitan Area, St. Cloud Region, and beyond; and
WHEREAS, the Corridors of Commerce program was created and funded by the Minnesota Legislature
in 2013 for the specific purpose of funding the expansion and improvement of interregional corridors like
Interstate 94, which play an important role in the movement of freight and people between regions of our
State and throughout the Country; and
WHEREAS, in 2013 the State of Minnesota Corridors of Commerce Program invested to expand
Interstate 94 from TH 101 in Rogers to TH 241 in St. Michael from four to six -lanes; and
WHEREAS, in 2014 the State of Minnesota Corridors of Commerce Program invested an additional 1.4
Million Dollars to design the next four to six -lane expansion segment of Interstate 94 from TH 241 in St.
Michael through CSAR 19 in Albertville; and
WHEREAS, communities and businesses across northwest Minnesota, including the City of Otsego have
publicly voiced their support for this project through their membership in the I-94 West Corridor
Coalition.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OTSEGO,
NJINNESOTA:
1. That the City of Otsego supports the use of Corridors of Commerce funding to expand Interstate 94
to six lanes between the Cities of St. Michael and Albertville.
ADOPTED by the Otsego City Council this 22nd day of January, 2018.
