No No BACKGROUND/JUSTIFICATION: Elk River Area School District (ISD 728) has submitted site and building plans for a 43,050 square foot expansion of Prairie View Elementary and Middle School. The school facility is located at 12220 80th Street NE at the northeast quadrant of MacIver Avenue and 80th Street. The proposed building expansion includes the addition of classrooms at the northeast corner of the building and gymnasium space at the south wall of the building. The proposed building expansion requires site and building plan review by the Planning Commission and City Council. The Planning Commission reviewed the application on 5 February 2018. A representative of ISD 728 was present and had no additional comment. Site and building plan review does not require a public hearing and there were no comments from the public. The Planning Commission had no concerns regarding the request and voted 5-0 to recommend City Council approval of the site and building plans for the proposed expansion. The proposed building expansion includes the addition of classrooms at the northeast corner of the building and gymnasium space at the south wall of the building. The proposed building expansion requires site and building plan review by the Planning Commission and City Council. Civil plans (5 sheets) ANALYSIS Comprehensive Plan. The subject site is located within the West Sewer District and guided for future public/quasi-public uses the 2012 Comprehensive Plan, as amended. Expansion of Prairie View Elementary and Middle School is consistent the goal of working with the School District to serve the needs of residents. The proposed building expansion is consistent with the Comprehensive Plan. Zoning. The subject site is INS, Institutional District, which allows elementary and middle school facilities as a permitted use. The subject site is also governed by a PUD -CUP to allowing establishment of specific lot requirements and setbacks the subject site. Surrounding Uses. The table below summarizes the existing and planned land uses surrounding the subject site. The existing school is compatible within the area and compatibility with surrounding land uses will not be affected by the proposed building expansion. The proposed building expansion will add 43,050 square feet to the existing 123,787 square foot floor area. The proposed building expansion includes 12 academic rooms and a8,500 square foot gymnasium. The building height is unchanged at 32.75 feet, which complies height allowed principal buildings within the INS District. Section 20-17-4.D.2 of the Zoning Ordinance requires that the exterior finish of the facades of the proposed building facing a public street (west and south for the proposed E-8 School) to consist of 65 percent brick, stone, glass walls or textured precast concrete panels, the use of precast concrete panels, rockface block or EIFS materials used for 90 percent of the other facades. The proposed building expansion utilizes the same sectioned design and exterior materials as the original building applied create a varied appearance for the exterior on all four elevations. The south wall of the gymnasium includes additional windows. The design and finish materials for the proposed building expansion will blend seamlessly with the existing building. Landscaping. The proposed building expansion will have minimal impact on the approved landscape plan for the subject site effecting only one tree in the area of the classroom expansion and four trees within the area of the gymnasium expansion (Sheet C1.0). A landscape plan for the restoration of the site after construction includes planting two trees adjacent to the classroom wing and three trees adjacent to the gymnasium addition (Sheets L2 and 1-3). The types and sizes of the proposed trees comply with the requirements of Section 20-16-7.0 of the Zoning Ordinance. Setbacks. The table below indicates the setbacks required in the INS District and PUD -CUP governing the property. The subject site is accessed via two driveways from 80th Street. The proposed building expansion does not affect vehicle access to the site or circulation within the off-street parking or bus loading areas. Pedestrian access to the trail constructed on 80th Street will also not be affected by the proposed building expansion. Off -Street Parking. ISD 728 constructed the parking area for the subject based upon the demand experienced at other facilities within the School District providing 243 parking stalls. The parking supply of 243 stalls greatly exceeds the Zoning Ordinance requirement of Section 20-21-9.G of the Zoning Ordinance, which requires one off-street parking stall per classroom, plus one additional stall per 50 students based on the designed capacity of the building. Based on this ratio, Prairie View Elementary and Middle School has parking capacity for many thousand students, which exceeds the capacity of the existing building and proposed building expansion. Exterior Lighting. ISD 728 provided a photometric lighting plan based with the initial review of the subject site indicating the location and illumination pattern of proposed exterior lighting that complied with Section 20-16-10 of the Zoning Ordinance. The proposed building expansion does not affect exterior lighting installed on the site except at building entrances. These fixtures will be verified to have the required horizontal shield to cast light downward at the time a building permit is issued. Signs. Uses within the INS District are allowed signs as provided for by Section 20-37-5.13 of the Zoning Ordinance. No additional signs are proposed to be added to the subject site as part of the proposed building expansion. Trash. Section 20-16-15.13.3 of the Zoning Ordinance requires any exterior trash container storage be screened from view within an enclosure constructed of the same material as the principal building. The receiving area for the building is at its southwest corner accessed by the service truck/school bus access drive. The receiving area is partially screened from view from the west by a wall and fencing. The expansion of the gymnasium to the south will further screen the view of the receiving area from the east/southeast. Utilities. The proposed E-8 school is to be served by municipal sanitary sewer and water utilities. The proposed building expansion does not require modification of the utilities services to the existing building. Payment of sewer and water connection charges for the capacity of the building expansion will be required at the time a building permit is issued, in accordance with Chapter 6, Section 1 of the City Code. Grading. ISD 728 has provided a grading, drainage, and erosion control plans for the proposed building expansion. Grading and stormwater impact is minimal as the proposed building expansion was anticipated in the original site development plans. All storm water management, grading, drainage and erosion control issues are subject to review and approval of the City Engineer. RECOMMENDATION 3 The proposed expansion of Prairie View Elementary and Middle School is consistent with the Comprehensive Plan and complies with the requirements of the Zoning Ordinance. City staff recommends approval of the applications as outlined below. POSSIBLE MOTIONS A. Motion to recommend City Council approval of a site and building plans for expansion of Prairie View Elementary and Middle School, subject to the following conditions: 1. The principal buildings and accessory uses within preliminary/final plat shall be subject to the following setback requirements: ROW Side Rear I Wetland 30ft. 30ft. 30ft. 1 40ft. 2. CITY COUNCIL MEETING: 12 February 2018 FINDINGS: Based upon review of the application and evidence received, the Otsego City Council now makes the following findings of fact: A. The legal description of the property is Lot 1, Block 1, Otsego E8 School Addition, City of Otsego, Wright County, State of Minnesota. B. The property lies within the West Sewer District and is guided for public and quasi -public land uses by the 2012 Otsego Comprehensive Plan, as amended. C. The property is zoned INS, Institutional District; the proposed E-8 school is a permitted use within the INS District; elementary and middle schools are a permitted use within the INS District. D. The City Council approved a PUD -CUP for the subject site on 26 October 2015 establishing lot requirements and setbacks for the subject site. E. The applicant is proposing expansion of the principal building; expansion of the principal building is subject to site and building plan review in accordance with Section 20-9-2 of the Zoning Ordinance. F. The planning report dated 1 February 2018 prepared by the City Planner, The Planning Company LLC., are incorporated herein. G. The Planning Commission considered the application at their regular meeting on 5 February 2018; based upon review of the application and evidence received, the Otsego Planning Commission recommended by a 5-0 vote that the City Council approve the request based on the aforementioned findings. BKBM Engineers, Inc. 5930 Brooklyn Boulevard Minneapolis, MN 55429-2518 Re: IDS #728 Prairie View Elementary and Middle School Additions — Civil Plan Review #I Dear Mr. Bohl: We have reviewed the Preliminary Civil Plans for the Prairie View Elementary and Middle School Additions, dated 1/2/2018 and the Stormwater Calculations dated 1/2/2018 both by BKBM Engineers, Inc. and offer the following comments: Preliminary Plans 1. The proposed additions do not require any public improvements. No review of the civil plans will be completed with the exception of the Stormwater Pollution Prevention Plan and the revised stormwater runoff calculations. Stormwater Pollution Prevention Plan 2. The estimated quantity of silt fence is 2,800 LF but the location of this silt fence is unclear on the plans. Stormwater Modeling 3. The expansion/additions add new impervious area to the site and will increase the discharge volume. It appears that the original ponds can accommodate this change and the new impervious areas do not increase the off-site discharge rates above the pre -development rates. The soils are Hydrologic Type D soils no infiltration is possible or required. Even though the discharge does meet the NDPES and City requirements the added volume of the discharge to the east is an ongoing dispute and will need additional measures to downstream mitigate impacts of the additional volume being discharged. Other Considerations 4. Prior to any approval for the proposed additions ISD #728 shall pay Mr. and Mrs. Vetsch $500.00 for "compensation for any and all crop damage or damage to property" per an Agreement and Release dated 7/21/17. To our knowledge this amount has not been receive by the Mr. and Mrs. Vetsch.
