No No BACKGROUND/JUSTIFICATION: On January 8, 2018, the City Council approved a resolution supporting a Business Development Infrastructure Application to Minnesota Department of Employment and Economic Development (DEED). City staff submitted the initial application to DEED on January 10, 2018. DEED staff reviewed the initial application and provided feedback to the City on January 22, 2018. City staff has subsequently been working on revisions to the application. If awarded, the grant would require the City to commit financial resources to meet the matching requirement. The current engineers estimate for the project is $1,782,548. The City's current application is seeking $704,723 in assistance from DEED. The remaining amount, $1,077,825, equates to 60% of estimated project costs, and exceeds the 50% matching requirement from DEED. The City has financial resources available in a capital projects reserve fund that could be committed towards the local match. During previous discussions, the Council has indicated their support in issuing bonds to finance this project. The bond proceeds would be used to reimburse the matching funds from the capital projects reserve fund. The attached resolution is required as part of the revised application, which is expected to be fully complete and submitted to DEED in the next week. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OTSEGO, MIlVNESOTA: 1. That the Mayor and City Administrator, or their successors in office, are hereby authorized to execute such agreements, and amendments thereto, as are necessary to implement the project on behalf of the City of Otsego.
