No Yes — February 12, 2018 BACKGROUND/JUSTIFICATION: Each year the City Engineer and Street Operations Manager review and score the entire existing street infrastructure. Based on this review, the Capital Improvement Plan (CIP) is developed. This plan includes street renewal projects prioritized towards the street infrastructure in the worst condition. For 2018, the recommended project was within Mississippi Shores and a portion of Antelope Park subdivisions. The streets within Mississippi Shores and Antelope Park are paved. The existing roadway consists of a 3 %' of bituminous surface approximately 24' feet wide. The original base pavement is 38-45 years old and is experiencing extensive block and thermal cracking as well as alligator cracking due to its age. The value of existing housing is positively benefited a bituminous paved street in good condition. The existing street surfaces in Mississippi Shores and a portion of Antelope Park have PCI (Pavement Condition Index) Ratings of 39 and 45 respectively, well below the average in the City of Otsego. Typically, pavements with PCI Ratings around 50 are in their final stages of useful life and will need to be reconstructed or overlaid in the very near future. City Council authorized the preparation of a Feasibility Study to determine what needs to be completed to remedy the issues, determine a cost estimate and allocate costs. A public hearing is being held to present the study to the residents. The council will hear resident's comments or concerns regarding the possibility of continuing toward a project and with regard to the potential for assessments in accordance with MN State Statue 429. At a future meeting, the City Council will consider approval of plans and specification and decide whether to advertise for bids. The total estimated project cost is $1,541,760 and is proposed to be funded using approximately 50% assessments and 50% City funds.
