Norin Landing The City will begin construction of a boat landing on the north end of Kadler Ave along the Mississippi River. The landing will offer access to the river with level shorelines, a boat landing with parking, gazebo, and natural areas. The park is being built with the help of a $150,000 grant from the Minnesota DNR. Lefebvre Creek Park Construction of Lefebvre Creek Park began last year and will be completed in the spring of 2018. The park is located along the Lefebvre Creek Greenway in the middle of the Boulder Creek Development. LOCAL BOARD OF APPEAL AND EQUALIZATION On an annual basis, the Wright County Assessor’s office reviews the estimated market value of your property to determine if changes in the real estate market or improvements to your property warrant a change in the estimated market value. Each spring, the Wright County Assessor’s office will mail a valuation notice informing you of the estimated market value and classification of your property. Flushing the hydrants removes sediment and mineral build up within the City’s water lines to maintain water quality and also tests the system for adequate flows. Note that the cap may be left off of some hydrants after the water is turned off to allow the fixture to drain completely but City staff will return to replace the cap. Serving as an election judge provides an opportunity to learn about the election process and is a great service to our community. To serve as an election judge in the City of Otsego, citizens must be eligible to vote in an election, must declare what party they consider themselves affiliated with, and must not be the spouse, parent, child or sibling of any election judges serving in the same precinct or any candidate of that election. We have an exciting project being completed this spring by a group of dedicated volunteers that serve as the Heritage Preservation Commission “The mission of the Otsego Heritage Preservation Commission is to discover, preserve, interpret and communicate Otsego history and culture to educate and to enhance our sense of connection and appreciation for each other, our present environment and our legacy.” One of the roles of the Heritage Preservation Commission is to assist in the naming of our parks. When a future park site is acquired, the Heritage Preservation Commission researches the history of that particular parcel of land to identify significant history to be highlighted in naming the park. The name chosen for a park may reflect the general history of that area of the community, important events, or the family that once owned the property before it was developed. Naming our parks in this manner contributes to the community’s identity by making current, new, and even future residents aware of the shared history and evolving landscape of Otsego. To increase awareness of the meaning behind each of the park names, the Heritage Preservation Commission has been preparing signs that will be displayed in each of the parks. These 24 x 36 signs will be fabricated on a metal base with a fade resistant image and will describe the history of the park name and include photographs and maps. Signs will be installed this spring at Beaudry Meadows Park, Carrick’s Landing, Frankfort Park, Kittredge Crossings Park, Lily Pond Park, Northwood Park, Prairie Park, School Knoll Park, Wilson Preserve (shown), Zimmer Farm Park, and also at Norin Landing as part of the improvements to that park to be undertaken this year. Funding for the sign project has been set aside by the City Council from the sale of the John McDonald property located at 95th Street (CSAH 39) and Nashua Avenue at the location of the original Otsego townsite that was owned by the City. The McDonald property was the home of the first non-native settler in Wright County and the Heritage Preservation Commission undertook an archeological deconstruction of the house prior to sale of the property. The Heritage Preservation Commission retains several artifacts from the house. The use of the sale proceeds from the McDonald property for the sign project was recommended by the Heritage Preservation Commission and approved by the City Council as a means of McDonald contributing indirectly to understanding of our community’s history. The City Council, together with the Heritage Preservation Commission and Parks and Recreation Commission, invite you and your families to visit each of the parks this Spring to view the signs and enjoy the amenities each location provides! WEBwww.ci.otsego.mn.us est.1858 TOWNSHIP OF OTSEGO WILSON PRESERVE State of Minnesota, City of Otsego and family of Frank and Helen Wilson who purchased the property in 1957. The 8.5 acre parcel at the southwest corner of Wilson Preserve is the Wilson’s homestead and remains in private ownership with the family. The Wilson family were stewards of the natural features of the property. The Wilsons made many improvements for wildlife. Nesting habitats were enhanced in Hall’s Pond, which is at the northeast of the City Park. This was done with the guidance of the Department of Natural Resources and Wright County Soil & Water Conservation District. When the City of Otsego developed the stormwater basins within the Wilson property for the Odean Avenue improvement project in 1999, the Wilsons worked with the City to provide for re-seeding the area with a mix of wildflower seed obtained by Chris Wilson from Prairie Restorations, Inc. in Princeton, Minnesota. The habitat established within Wilson Preserve is especially attractive to a wide variety of birds. In the Hall’s Pond area, you might see great horned owls, wood ducks, trumpeter swans, sandhill cranes and other species. the wildflower area surrounding the storm water basins has blue birds, red-winged black birds, meadowlarks, herons, ducks and geese. Other wildlife is certain to be found within Wilson Preserve as well. The City had for many years identified acquisition of Wilson Preserve as a priority of its Future Parks and Trails Plan. The City wanted the property in order to preserve the existing natural conditions of the area as passive open space and to provide access to Hall’s Pond. The City acquired 14.8 acres for Wilson Preserve in 2015 as part of the subdivision approval for the Wilson property, which separated the Wilson homestead and created nine new single family lots and the future City park. Most Mondays and Wednesdays, Charles and other area seniors gather for BINGO and bridge, coffee and companionship. “Seniors are mobile,” says Charles. “They want to be out and connect with people. The center gives them a place to come meet and make new friends. This is something I feel strongly about.” Charles and his wife Margie moved to Otsego several years ago. He served on the city’s Parks and Recreation Commission until talk of a senior center developed. He resigned from the Commission and focused his attention on programs and activities for seniors. The Otsego Senior Activity Center, a program of Otsego’s Parks and Recreation Department, celebrated its launch with an open house in January 2014, and welcomes seniors from Otsego and beyond. The Center is open two days a week, Mondays and Wednesdays, from 10 am to 2 pm. Mondays feature cards in the morning, usually Hand and Foot, and Bingo in the afternoon. Bridge is the name of the game on Wednesday mornings. On the second Monday of each month, special activities include entertainment, speakers, and the occasional field trip. Recently seniors have enjoyed entertainment from “Elvis,” a trip to see the feeding of the swans in Monticello, and guest speaker Jim Kimball, author of “Secrets of the Congdon Mansion.” When asked what he likes best about the time he spends at the Center, Charles didn’t hesitate. “Friendship. The people I meet here are very friendly, and they help each other. They have good ideas, and we’re going to try to do things people are interested in.” In addition to volunteering his time at the Senior Activity Center, Charles enjoys working with model trains, golfing, biking, pickleball, and playing cards. IF YOU SHOW THIS AD www.ci.otsego.mn.us | 5 BUDGET AND LEVY The Otsego City Council held its annual Truth-in-Taxation meeting on December 11, 2017. The meeting is held to provide a forum for input and questions from the public regarding the proposed budget and property tax levy. At this same meeting, the Otsego City Council adopted: 1) 2018 Operating Budgets; 2) Property Tax Levy for Taxes Payable in 2018; and 3) 2018-2027 Capital Improvement Plan. More information on each of these items follows. Operating Budgets The General fund is the City’s primary fund and accounts for all of the day-to-day operations of the City with the exception of the public water and sewer utility operations. The City Council adopted a balanced General fund budget for 2018 with revenues and expenditures each totaling $5,378,034, or $336 per capita. The primary funding source is property taxes, which account for 74% of the revenues. Budgeted expenditures were prepared with the goal of maintaining current service levels as well as meeting the service demands of a growing community. Budgeted 2018 expenditures increased $337,469, or 6.70% from the previous year. A majority of the increase (76%) relates to public safety departments. Significant factors for the changes include: • The City increased the number of daily service hours with the Wright County Sheriff to 48 hours per day beginning in July 2018. This increase in service levels accounted for a budget increase of $141,620. • Emergency Response and Fire Protection contracts increased $78,579. • Contracted Services for the Building Official and Inspections increased $41,008. The City also prepares 12 additional operating budgets for: Economic Development Revolving, Tax Increment District No. 1, Debt Service (7 funds), Water Utility, Sanitary Sewer Utility and Storm Water Utility funds. Property Tax Levy The City of Otsego continues to see significant population growth, with the 2016 estimate (most recent available) being 16,019, which is an 18% increase since the 2010 U.S. Census. This growth is being driven by continual residential construction, with 1,014 new construction permits from 2013-2017. The new residential construction along with commercial-industrial developments provided more than 12% growth for taxes payable in 2018. The following chart illustrates the tax capacity changes by type of property for the past five years. The City Council adopted a total levy in the amount of $6,103,302 for taxes payable in 2018. This equates to a City property tax rate of 36.547, a 3 percent reduction from 2017, and the lowest rate since 2012. What this means is that taxpayers should only see their City tax increase to the extent of property value increases. Below is a chart that outlines on a per capita basis how each property tax levy dollar is used. Capital Improvement Plan The City of Otsego has developed a ten-year Capital Improvement Plan (CIP). The CIP identifies capital projects and equipment purchases as well as the proposed financing source for such expenditures. This plan is reviewed annually to reexamine City priorities and reevaluate cost estimates and funding sources. The full CIP can be viewed on the City website or by contacting the Finance Director. Significant projects expected for 2018 include: • Extension of 85th Street west of Nashua Avenue for one and one half miles • Extension of Maciver Avenue north of 80th Street for one half mile • Construction of Norin Landing Park, located on Kadler Avenue next to the Mississippi River • Completion of Lefebvre Creek Park, located south of 78th Street and west of Quaday Avenue • Annual street maintenance and street reconstruction projects Contact The full budget document as well as the Truth-in-Taxation presentation is available on the City’s website. There has also been an increase in fire injuries and deaths throughout the State, both from fire and carbon monoxide incidents. Here are recommendations from our local Fire Departments, based on guidelines from the National Fire Protection Association (NFPA). More information can be found at nfpa.org/smokealarms Smoke Alarms Smoke alarms should be placed in every bedroom, outside all sleeping areas, and on every level of the home, including the basement. Interconnected smoke alarms offer the best protection; when one alarm sounds, they all do. There are two different types of smoke alarms: ionization and photoelectric. An ionization alarm is typically more responsive to a flaming fire, such as a pan fire while cooking. A photoelectric alarm is typically more responsive to a smoldering fire, which might occur where a lighted cigarette is dropped on a sofa. Combination smoke alarms have ionization and photoelectric capabilities. The Fire Departments recommend installing either combination alarms, or both types of alarms. Make sure your alarm is listed by a qualified testing laboratory. Test smoke alarms at least once a month and make sure everyone knows the sound. If an alarm “chirps” with a low battery, replace it immediately. Replace all batteries every 6 months and replace all smoke alarms when they expire or stop working properly, including alarms with 10-year batteries and hard-wired. The NFPA recommends changing smoke alarms after 10 years. Carbon Monoxide (CO) Alarms CO alarms should be installed in central locations of the home, on every level, and outside each sleeping area. Fire Code states that they shall be within 10 feet of every bedroom. Follow the manufacturer’s instructions for placement and mounting. The Fire Departments recommend using an outlet mounted alarm with a battery backup and, to identify a specific alarm, using a stand-alone CO with a digital readout, not combination alarms. Choose a CO alarm from a recognized testing laboratory and test CO alarms at least once a month. Replace CO alarms according to the manufacturer’s instructions or if not working properly. Most alarms have an expiration date and the life of some CO detectors are only 3-5 years. If the trouble signal sounds, check for low batteries and replace immediately if needed. The Fire Departments recommend getting CO alarms with a digital readout. If the CO alarm sounds, check the digital reading of the CO levels which is useful if calling 9-1-1. If warming up a vehicle, remove it from the garage. Do not run fueled engine or motor indoors, even if your doors are open. Make sure the exhaust pipes of a running vehicle are not covered with snow. During and after a snowstorm, make sure vents for the dryer, furnace, stove, and fireplace are clear. A generator should be used in a well-ventilated location outdoors away from windows, doors, and vent openings. Gas or charcoal grills can produce CO – only use outside.
