Call to Order.
Mayor Stockamp called the meeting to order at 7:01 PM.
Roll Call:
Mayor Jessica Stockamp; Councilmembers: Vern Heidner, Corey Tanner, Tom Darkenwald and Jason
Warehime. Staff: Adam Flaherty, City Administrator/Finance Director; Andy MacArthur, City Attorney;
Daniel Licht, City Planner; Ron Wagner, City Engineer; and Tami Loff, City Clerk.
Pledge of Allegiance: Mayor Stockamp led in the Pledge of Allegiance.
1. Open Forum.
City Attorney MacArthur stated that Mr. Andy Hybben would like to speak regarding his property before
the closed session.
Representative Eric Lucero gave a legislative session preview.

4. Public Hearing.
4.1 2018 Street Renewal Project.
A. Presentation by City Engineer.

CM Warehime said he will be abstaining due to location of this project and stepped down from the dais.
City Engineer Wagner presented the staff report. City Attorney MacArthur reviewed the process of the
Public Hearing. Mayor Stockamp opened the Public Hearing at 7:30 PM.
Rick Ostrom, 9124 Ohland Avenue, asked when sewer and water would be coming through this location.
City Planner Licht said the city does not have plans to extend to this area. He further explained that only
if there was an environmental issue or petition from the local residents would it be considered. Mr.
Ostrom also questioned the proposed mill and reclaim; asking if material will have to be removed. City
Engineer Wagner said that surveys were taken of each lot and that they will review all locations. Mr.
Ostrom asked if the paving will be completed in one lift. City Engineer Wagner said the asphalt will be
applied in two lifts.
Katie Raivala, 9250 Ohland Avenue, stated she felt the County Park brought in higher traffic on that
road. City Engineer Wagner explained that the road is a minor collector street and is why the City uses
tax levies to cover 50% of the cost of the project.
Curt Palmer, 15240 96th Avenue, questioned stripping on 96th Street and if it was needed. City Engineer
Wagner explained the cost of the stripping is minimal and that studies show it does help in keeping
speeds lower than if there was no stripping.
Greg Hein, 15562 96th Avenue, questioned why the six properties to the west were not included in the
assessment. City Engineer Wagner said those properties do not have direct access. Those properties will
have to pay for the road eventually where they have direct access.
Mark Nystrom, 9565 Park Avenue, stated there are at least four different garbage companies going
down these roads and questioned if the city has ever considered one contract. CM Heidner said he
agrees and stated the City has brought that topic forward in the past; he said people don't like that
choice taken away from them. Mayor Stockamp said the City did change to just Thursday pick across the
board to help with not having so many of those trucks on the road every day.
Mike Brown, 9124 Parkington Circle, said he is a corner lot and asked if he would be charged double.
City Engineer Wagner explained no; it goes by lot. Mr. Brown also mentioned that the installation of the
road divider near CSAH 42 prevents him from adequately mowing the slope near his culvert. City
Engineer Wagner said we could look at adding some topsoil to create a flatter slope again. Mr. Brown
said the culvert doesn't go out far enough to accommodate that. City Engineer Wagner said he will
take a look at the area. City Engineer said in that area we will have to come back in and match in to the
existing asphalt so they will be coming down to match in. He further said there will be some removal of
the soil underneath to put the reclaim and then asphalt back on.
Rick Ostrom, 9124 Ohland Avenue, said when you reclaim it you can go down more than eight inches.
City Engineer Wagner said they want to make sure it's a uniform section of road so they would peel back
all the reclaim and remove the original ground underneath and put the seven inches plus of reclaim and
pack it to match. He said they don't plan on doing that everywhere because adds to project cost.
Eric Hackenmueller, 154754 92nd Street NE, asked on assessment amount clarification. He also asked on
the three inches off the top; they will do that and then come back so that I don't have a six inch drop
into his driveway correct. City Engineer explained the process again.
Loren Stassen, 15016 96th Street, said his number one concern over the years is the safety on this road
and the speed. He recommended speeds bumps and a bike path along 96th Street. Mr. Stassen also said

there a lot of blocked culverts. City Engineer said the driveway culverts are property owner's
responsibility.
Mark Nystrom, 9565 Park Avenue, said that 96th Street is the most used road and asked if there was any
way to widen it. City Engineer Wagner explained that studies show that a wider road will actually
increase the speed.
Mark Daleiden, County Commissioner, was present and said he will look into the County Park user count.
Mayor Stockamp closed the Public Hearing at 8:02 PM. There was no action taken at this time.
CM Warehime returned to the dais at 8:03 PM.
4.2 Tax Increment Financina District No. 4-Riverbend North.
A. Presentation by City Administrator.
B. Open Public Hearing for Comments.

CM Darkenwald stated he will be abstaining and stepped down from the dais.
The City's financial consultant, Nick Anhut, Ehlers, presented. Mayor Stockamp opened the Public
Hearing at 8:11 PM. Hearing no comments Mayor Stockamp closed the Public Hearing at 8:11 PM. There
was no action needed on this item.
CM Darkenwald returned to the dais at 8:12 PM.
5. Community Development:
5.1 Boulder Creek 4th Addition Final Plat.
City Planner Licht presented the staff report. CM Darkenwald stated he will abstain from this item due to
the location next to his property but before he commented that he is still having an issue with trash from
the development and the kids going on his property. City Planner Licht said that he will advise the
building department.
CM Heidner motioned to approve Boulder Creek 4th Addition Final Plat, subject to the
conditions as outlined in the Findings of Fact and Decision as presented, adopt Resolution
2018-17 approving a Development Agreement, and adopt Resolution 2018-18 establishing a
no parking zone. Seconded by CM Tanner. Motion carried 4-0. CM Darkenwald abstained.
5.2 Bury Industrial Park:
A. Zoning Map Amendment.
B. Preliminary Plat.
City Planner Licht presented the staff report. He explained the city applied to the Department of
Employment and Economic Development (DEED) for a grant for funding assistance related to public
streets within this project and that DEED requires the property to be rezoned prior to awarding any
funding. Applicant Tom Bury, Bury Companies, raised the question whether his real estate taxes would
increase on the other parcels prior to development. City Administrator/Finance Director Flaherty said yes
that is likely given that the property tax classification rate does change, but the change to land values is
not known at this time, as that is determined by the Wright County Assessor.
CM Darkenwald motioned to adopt Ordinance 2018-01 amending the Zoning Map and
approve the Bury Industrial Park preliminary plat, subject to the conditions as outlined in
the findings of fact and decision as presented. Seconded by CM Heidner. All in favor. Motion
carried.

CM Darkenwald reiterated to Mr. Bury that the tax rate will go up.
5.3 Heritage Preservation Commission Park Signs.
City Planner Licht presented the staff report. He noted that funding for this Heritage Preservation
Commission (HPC) project has been set aside from the sale of the City owned John McDonald property
located at 95th and Nashua Avenue. He stated the HPC will have these signs at the Otsego Festival this
year to promote HPC and the park system. It was discussed that the HPC will be finishing up the
Lefebvre park sign and that will be brought back at a later date. The City Council concurred that the
proposed signs look great.
CM Darkenwald motioned to approve a quote from Gopher Sign Company dated
02/06/2018 for $6,877.61 to fabricate and deliver 11 signs developed by the HPC for
installation in City parks to be paid from Fund 414 -Capital Improvements from the sale
proceeds of the McDonald property. Seconded by CM Tanner. All in favor. Motion carried.
6. City Council Reports and Updates.
CM Heidner gave an update on the Long Range MnDot meeting he attends.
7. Staff Reports and Updates.
City Engineer Wagner said we were notified that the state aid will increase this year.
This portion of the meeting was set aside from the open forum:
Andy Hybben, 9130 Nashua Avenue, property owner north of McAlpine property affected by
condemnation. He stated he wanted to address something he feels was overlooked in the discussion. He
said they purchase the property for the 11.77 AG acres. He said the project will affect 2.7 acres which
will bring him under the ten acres minimum for AG; which removes him from that tax benefit. He said he
has been working with Wright County Assessor Keith Triplett and he suggested that he factor the
difference. Mr. Hybben said for the year 2018 the savings from AG $533.00 to Non -AG $1796.00. He
said over 25 years that add ups to $52,000 so he is asking to City to consider that into the offer for his
property.
8. Closed Session; This portion of the Meeting to be Closed in Accordance with Minnesota Statute
13D.05, Subdivision 3, b - Attorney Client Privilege,
Mayor Stockamp said this portion of the meeting will be closed per MN Statute 13D.05, Subdivision 3, b.
Contracted Attorney Dave Kendal was present for this item.
Mayor Stockamp motioned to close to the closed session at 9:01 PM noting that she is
calling for a short recess beforehand. Seconded by CM Darkenwald. All in favor. Motion
carried.
The meeting continued at 9:09 PM.

Warehime. All in favor. Motion carried.
