City staff is recommending the City Council approve the Utility Seasonal Maintenance Worker job
description and to authorize staff to advertise the vacant position.

BACKGROUND/J USTI FI CATI O N
A Seasonal Utility Maintenance Worker is being requested to support the Utility Department. The position
is requested from the addition of meter reads, inspections and related customer service responsibilities
previously conducted by the Streets Department. This temporary employee will support regular full time
staff with general non-technical maintenance including; hydrant flushing, lift station cleaning and
inspections, valve turning, manhole maintenance and housekeeping. Staff recommends a May through
October timeframe reflective of the listed activities. This support advances full time staff to focus on
higher level maintenance, operations, customer service and emergencies.
Consistent with the Seasonal, Temporary and Part -Time pay plan, the suggested pay range is between
$12.00 and $17.00. The 2018 utility fund budgets included a total of $15,600 for seasonal staffing, which is
allocated 25% to Water and 75% to Sanitary Sewer.
The Public Works Subcommittee reviewed the Seasonal Utility Maintenance Worker at the February 21St
meeting. The position, job description and rate range was recommended for consent at the February 26th
City Council meeting.

Position Description
Position: Seasonal Utility Maintenance Worker
FLSA Status: Seasonal, Non -Exempt

DESCRIPTION OF WORK
General Statement of Duties: Responsibilities include, but are not limited to, performing
various types of semi -skilled work involved in the operation and maintenance of the City's
Water and Wastewater Facilities, Collection and Distribution Systems.
Immediate Supervisor: Utility Manager
Supervises: None
Provides Work Direction to: None
MAJOR JOB FUNCTIONS
A. Collection & Distribution:
a. Perform labor -related duties required to maintain the Collection System
including Sanitary Sewer Cleaning and Lift Station maintenance.
b. Perform labor -related duties required to maintain the Distribution System
including Hydrant flushing and Valve maintenance.
B. Treatment Facilities:
a. Assist in labor -related duties for preventative and corrective maintenance at
the Water and Wastewater Facilities.
b. Perform labor -related duties required to provide general upkeep and
aesthetics on municipal buildings and grounds.
C. General
a. Confer with supervisor, peers, and employees to discuss and resolve issues
b. Provide exceptional customer service to residents, developers, city officials,
and the general public
c. Make decisions that are always in the best interest of the City
d. Follow all safety policies and procedures
e. Follow all City policies and procedures

KNOWLEDGE, SKILLS AND ABILITIES
• Demonstrable knowledge of methods, tools and equipment used for utility
maintenance
• Ability to communicate clearly, professionally, effectively, and precisely both
verbally and in writing
• Ability to resolve and diffuse conflicts
• Ability to work independently and as part of a team and to coordinate work with
other departments
• Strong sense of honesty, integrity, and credibility
MINIMUM QUALIFICATIONS
1. Must be 18 years of age or older
2. Must have a high school diploma/GED (unless 18 and senior in High School)
3. A valid driver's license
PREFERRED QUALIFICATIONS
1. A degree in Water Environment Technologies Education.
2. Previous experience in water and wastewater operations and maintenance.
3. Computer skills with emphasis on Outlook.
