OTSEGO CITY COUNCIL SPECIAL MEETING
OTSEGO PRAIRIE CENTER
FEBRUARY 26, 2018

Call to Order.
Mayor Stockamp called the meeting to order at 8:29 PM.
Roll Call: Mayor Jessica Stockamp; Councilmembers: Vern Heidner, Jason Warehime, Corey
Tanner and Tom Darkenwald. Staff: Adam Flaherty, City Administrator/Finance Director and
Tami Loff, City Clerk.
1. Fire Study Proposal Evaluation.
At the February 12 special meeting, the City Council concurred to wait and see if the grant was
received. City Administrator/Finance Director Flaherty said since then, the City was notified that
the Service Planning Grant from the State Fire Marshal was awarded to the City in the amount
of $39,875.00; further stating anything over $25,000.00 is a 10% Otsego match and under is
5% match. The City Council had previously narrowed down to four proposals.
The Council again discussed attributes of each of the proposals and how each proposal fit the
requirements of the RFP.
CM Tanner motioned to approve proposal by Five Bugles Design. Seconded by CM
Darkenwald.
The Council thoroughly discussed the proposal from Five Bugles Design.
CM Tanner and CM Darkenwald voted in favor. Mayor Stockamp, CM Heidner and CM
Warehime voted against. Motion failed 2-3.
The Council thoroughly discussed the proposal from Beacon GIS.
CM Heidner motioned to approve proposal by Beacon GIS. Seconded by CM
Warehime. All in favor. Motion carried 5-0.
3. Adjourn.
CM Darkenwald motioned to adjourn. Seconded by CM Warehime. All in favor.
Motion carried. The meeting adjourned at 9:52 PM.
