BACKGROUND/J USTI FICATION:
The Capital Improvement Plan has the streets within Mississippi Shores scheduled for 2018.
Mississippi Shores streets were constructed between 1973 and 1980 with 2" of asphalt over 4" of class 5.
In 1996, a 1.5" overlay was placed. Currently, the streets have a Pavement Condition Index (PCI) of 39 out
of 100. The streets have been in preventative maintenance mode since 2004 and have been receiving
asphalt patching as necessary.
The City Council ordered Hakanson Anderson to prepare plans and specifications for the improvement on
February 26th, 2018.
The total project costs are currently estimated at $1,461,470. The feasibility report estimated the project
cost at $1,541,760 and the CIP estimated project cost was $1,555,733. The project costs are to be paid Y2
from the City's Street Funds and the other Y2from assessments to benefitting properties.

RESOLUTION NO. 2018-26
RESOLUTION ACCEPTING PLANS AND SPECIFICATIONS AND ORDERING
ADVERTISEMENT FOR BIDS FOR THE IMPROVEMENT OF STREETS WITHIN
MISSISSIPPI SHORES ADDITIONS AND A PORTION OF ANTELOPE PARK
SUBDIVISION
WHEREAS, pursuant to a request from the council, Hakanson Anderson
has prepared plans and specifications for the improvements of streets within
Mississippi Shores subdivisions and a portion of Antelope Park subdivision, and
has presented such plans and specifications to the council for approval;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF OTSEGO, MINNESOTA:
1. Such plans and specifications, dated March 12, 2018, a copy of which is
attached hereto and made a part hereof, are hereby approved
2. The City Clerk shall prepare and cause to be inserted online in Quest CDN and
within the City of Otsego's website, an advertisement for bids upon the making
of such improvement under such approved plans and specifications. The
advertisement shall be viewable for (3) three week(s), shall specify the work to
be done, shall state that bids will be opened and considered by the council at
City Hall located at, 13400 90th Street NE, Otsego, MN 55330. No bids will be
considered unless sealed and filed with the clerk and accompanied by a cash
deposit, cashier's check, bid bond, or certified check payable to the clerk for
5.0 percent of the amount of each bid
Adopted by the council this 12th day of March, 2018.
