On behalf of Hoisington Koegler Group (HKGi), we are pleased to submit this proposal to

role that parks, trails, recreation, and natural resources play in creating a desirable place
to live, work and play, and we understand the many factors that go into creating and
maintaining a high-quality, sustainable parks and recreation system.
Otsego has built a strong parks and recreation system that will provide a solid
foundation for continued community growth. The community's position along the
Mississippi and Crow Rivers offers tremendous opportunities to meet the needs of
a growing community with a young population in need of exciting and attractive
recreational spaces and facilities. The City wishes to create a plan that guides short
and long term development of the parks and recreation system, and would also like
to understand recreational trends, current service gaps, and best practices in order to
establish the best path forward for the community as it grows.

assemble an overview of the community's unique needs, values and desires, we will also
bring lessons learned from our recent experiences to enrich the planning process and
create a plan that looks ahead to Otsego's future.
We view the System Plan process as a true collaborative effort. The HKGi team's award-
winning expertise in park, recreation, and trail planning; park financing; and community
engagement; combined with the collective knowledge of city staff, Parks and Recreation
Commission members, stakeholders and the community, will result in a sustainable and
visionary plan that addresses Otsego's unique needs and opportunities. Our proposed
process will challenge the community to think broadly about the future role of parks
and will incorporate what we hear into a clear blueprint for the future of the system. Our

Andrew will provide technical support for the planning process, including mapping
and visual communications materials in support of the community engagement
effort. His efficiency and attention to detail will help the HKGi team conduct a
cost effective engagement process, and his graphic design skill will ensure that
communications materials are appealing and communicate clearly to project
stakeholders and members of the public.

Gabrielle's range of experience includes working with communities on large
scale planning efforts as well as small scale site improvements. Comprehensive
community park, trail, recreation, and open space planning have been important
components of Gabrielle's work. In addition to her extensive list of park planning
and design projects, she was a key contributor to award-winning parks, recreation,
and open space plans in Duluth, Dakota County, and Saint Paul. She has been
heavily involved in the planning and creation of Dakota County's innovative
greenway network, and she has also been an important contributor to community
development projects involving nature education, public arts, and cultural heritage.
She is an experienced community meeting facilitator with excellent listening
and communication skills, and her graphic design skills enable her to create
user friendly materials that communicate clearly with project stakeholders and
community members.

Rita blends technical planning knowledge with exceptional communication and
management skills to provide her clients with outstanding project leadership and
efficient community engagement processes that facilitate greater understanding of
the community's needs and vision for the future. She is an effective communicator,
and with her strong writing skills she has helped more than a dozen local
government agencies secure over $21 million in grant funding, primarily for active
living initiatives and park, trail, sidewalk, and roadway improvements.
In addition to her project work on comprehensive, park and recreation system,
and development/redevelopment plans, Rita has also provided general planning
services to several communities, including more than ten years of service as the
City of Mound's consulting planner. This planning experience, combined with her
work drafting development and zoning codes and service on her local planning
commission, means Rita brings a thorough understanding of the ways in which
policy and plans impact community development.

Jody is an urban and landscape designer skilled in conducting planning and design
that promotes healthy living, sustainable ecosystems, and quality of life for all. She
brings experience working with a variety of institutional, non-profit, governmental,
and consulting firms to her project work at HKGi. Her broad project experience
includes bicycle and pedestrian planning, park master planning, site planning and
design, urban design and public space planning.
Jody also brings past experience in architecture, community design, and
construction project management to her work as a planner. She worked for several
years on the Gulf Coast, contributing to rebuilding efforts there following Hurricane
Katrina. She is strongly committed to landscape and public space stewardship and
advocacy.

Andrew is a landscape designer and recent graduate from the University of
Minnesota's College of Design. With a broad set of interests including urban design,
community driven design, ecological restoration and water management. Andrew
also brings a strong graphic design skill set to HKGi. While working on a Masters
in Landscape Architecture he also received a minor in ecological restoration and
a certification in the technology of participation, which uses a set of structured
methods to enhance facilitation and leadership of groups, allowing them to think,
talk and work together more effectively.
Andrew's award winning Master's thesis focused on industrial remediation and
reuse through green infrastructure. Andrew also earned a B.A. in Environmental
Science comes from Luther College in Decorah, Iowa. His project experience
highlights include mapping and communications material design work on
the Fergus Falls Downtown Riverfront Master Plan, the Maple Grove Park and
Recreation Master Plan, and on comprehensive plan updates for Inver Grove
Heights, Richfield, and Victoria.

RELEVANT EXPERIENCE
Park and Recreation Planning Experience
Since its earliest years as a landscape architecture firm, park and recreation planning
has been a fundamental part of HKGi's work. Our planners and landscape architects
have been involved with the park planning process from initial conception at the
system and scoping level all the way down to final design, construction, and ribbon
cutting. We have listened to thousands of people from across the state and the Twin
Cities region talk about their experiences with the parks in their communities and
their desires for the future. We understand what a community's parks, trails, open
spaces, and natural resources mean to its residents, and we know how to develop
plans that respond to the community's needs and desires.
We have also worked with hundreds of park and recreation staff members,
commissioners, and elected officials in a variety of communities, from the state's
largest cities down to its smallest towns. We know from our work with them that
park and recreation systems face many challenges with changing demographics,
evolving recreational needs, budgetary limitations, and the need to find innovative,
efficient ways to deliver services and maintain facilities.
We use the knowledge we have gained from our work with different communities
and different constituencies to serve our clients and help them find the right mix
of development, maintenance, and implementation strategies that work best for
their unique communities. The pages that follow contain a small sampling of our
park and recreation planning and design work, and the list below includes many of
the clients for whom we have provided park, recreation, and trail planning services
in recent years. We have also provided some references in the column to the right.

Parks and Recreation System Plan
Maple Grove, Minnesota
HKGi is currently in the process of providing leadership and planning expertise to
the City of Maple Grove and its Park and Recreation Board to create a parks and
recreation system plan that establishes a strong, community -supported vision
for the future. In the past ten years Maple Grove has built an impressive series of
signature parks and park improvements that are considered among the best parks
in the Twin Cities region. The current planning process will help the community
understand how these signature parks fit into the community's "base" park system,
which the community intends to complete within the next decade. This plan will
also help the community understand demographic and recreational trends that
will influence future systemwide improvements, expansions, investments, and
redevelopment of park facilities.
As part of the process HKGi is conducting a study of Maple Grove's Community
Center in order to identify existing conditions, issues, needs, and collect feedback
from community members on how they use the Community Center and what
improvements they would like to see in the future.
HKGi is using a variety of methods to collect input from stakeholders, and because
Maple Grove is also home to several regional parks and trails, the Three Rivers Park
District is also being involved in the process.

HKGi recently led the community through its first systemwide planning process.
The City has built an impressive system that exceeds national standards in several
key areas, but as the City enters its next phase of development, staff wanted to
take a comprehensive look at their system and identify guidelines for growing and
maintaining the system as the community continues to grow.
HKGi's planning process included assessing current conditions within the system,
including identifying levels of access to community and neighborhood parks,
distribution of facilities, and gaps in the trail and open space system. The planning
process also addressed the City's desire to establish a new set of guiding principles
that will provide a framework for future decision-making and measuring the success
of implementation initiatives.
HKGi led an extensive and successful community engagement process that
included two phases of input and involved several pop-up meetings at community
events, stakeholder meetings with athletic associations and seniors, several online
questionnaires, a community open house, and input collected through a highly
interactive geo-based online mapping and comment tool.
HKGi's planners worked with the City to analyze all of the input collected and use
that information to develop recommendations that include long-term goals and
policies to guide decision-making, and initiatives that detail actions and steps
needed to implement the plan.

breaking master plans for its county -wide greenway system. These projects
represent the first regionally -designated corridor master plans in the Twin Cities to
intentionally combine the functions of water quality, habitat, linear recreation, non -
motorized transportation, and interpretation planning. The master plans are rooted
in the directives outlined in the Dakota County Greenway Guidebook, developed
by HKGi in 2009. The projects exemplify HKGi's long-standing approach to infusing
ecological functions into community planning and infrastructure investments.
The plans have been prepared as models in both approach and "design signature"for
future greenway master plans to follow. The master plans:

Dakota County is the third largest county in the Twin Cities Metro Area and the
fastest growing county in the state. Planning for the protection, connection, and
management of green infrastructure is essential for protecting natural systems
and the quality of life in Dakota County. HKGi has worked with Dakota County to
create a vision for an innovative greenway network, documented in the Greenway
Collaborative Guidebook, which establishes a ground -breaking approach to building
a county -wide greenway network.
In Dakota County's network, greenways are treated as infrastructure that serves
multiple public purposes, including serving transportation and recreation needs,
providing habitat, conserving open space, and preserving water quality. This unique
way of understanding a greenway as serving more than just a recreational function
impacts the planning process and has required a high level of collaboration between
HKGi, Dakota County, municipalities, other governmental agencies, and individual
landowners in order to identify high quality corridors for inclusion in the network.
Since the guidebook was adopted in 2010, the framework has proven to be very
effective. In that time HKGi and Dakota County have collaborated with cities
and other agencies to produce master plans for several greenway corridors and
has cooperated across agencies to secure land and funding for the county -wide
greenway network.

Woodland Trails Park Master Plan
Elk River, Minnesota
Woodland Trails features a dynamic topography encompassing forests, wetlands,
and restored tall -grass prairie and also features an outstanding trail system, including
a paved segment of the Great Northern Regional Trail, throughout the 427 -acre park.
The park is particularly renowned for its high quality groomed cross country ski trails
and draws skiers from around Central Minnesota and the Twin Cities. The park's
trail system will also provide connectivity to significant destinations south towards
downtown Elk River, and north to Zimmerman, Princeton, the Sherburne National
Wildlife Refuge, and the Sand Dunes State Forest.
The master plan expresses a community-based vision for Woodland Trails that
emphasizes preservation, restoration, and interpretation of natural resources and
biodiversity and also establishes the park as a four -season recreational and outdoor
educational destination. HKGi conducted a statistically -valid survey as part of the
planning process and also collected public comments via an Open House. Public
support was high for ecological restoration and preservation and a moderate level of
facility development. The Master Plan, which includes an ecological/land resources
plan and implementation and phasing strategies, will provide the basis for an
application to designate Woodland Trails as a Greater Minnesota Regional Park.

Project Understanding
Parks, recreation, trails and open spaces are essential components of a desirable
city. Parks and recreation are not only a source of civic identity and pride, they
also bring essential economic, environmental, and health benefits to cities and
the people who live in them. With over 150 acres of city parks and open spaces,
over 20 miles of trails, and significant features like the Mississippi and Crow Rivers,
Otsego has a comprehensive park and recreation system, which is still growing. The
Parks and Recreation Commission is seeking professional assistance to develop a
comprehensive parks and recreation system master plan, which will help guide the
community with solid recommendations and an implementable plan of action.
Building on the system's current success and potential opportunities are important
to maintaining the high quality of life experienced by Otsego residents. It is
important that the system planning process responds to identified community
needs and emerging trends. This includes identifying how the system needs
to evolve to respond to the increased interest in walkability and active living.
Addressing demographic trends, such as the needs of young families and aging
residents, is also essential to the planning process.
The City needs a plan that will assess the current parks and recreation system,
identify the recreational opportunities citizens desire, interpret demographic and
recreational trends, and provide a guide to a high performing, sustainable system
for the next 20 years and beyond. The City's first Park and Recreation System Master
Plan should create an implementable action plan to enhance and guide investments
in parks, recreation, trails and open space in Otsego.
HKGi has developed a proposed planning approach and project schedule to meet
the desired outcomes identified in the RFP. The Planning Process has been organized
into five broad tasks with associated sub -tasks, meetings, and deliverables identified
under each phase. We are open to working with the City to revise the process
as needed to ensure that the result is a plan that will best meet the needs of the
community. Our approach places a high priority on the following elements.
A highly inclusive process representing the diverse interests of the community.
Our proposed process will allow the community -at -large, stakeholders, city staff,
and elected and appointed officials the opportunity to identify needs, shape
plans for the future, and to define system -wide priorities. This will ensure the final
plan is a direct reflection of community values and their related needs.
A comprehensive inventory and analysis of the existing system. Evaluation
will be based on condition, usage, accessibility, and quality. The analysis will take
into account national parks and recreation metrics, peer community statistics, our
extensive database of regional recreation trends, and park improvement and cost
information.
A comprehensive system -wide path forward. The recommendations will be
based on needs, community input, and a system level thinking that will allow for
a sustainable future and a comprehensive recreation experience.
Transferring the community-based vision and priorities into implementable
goals and strategies. The proposed planning process integrates implementation
strategies as a part of the process of defining the Plan. We believe that by directly
integrating financial realities with physical planning efforts, the final plan will
more readily move toward implementation. Our experience with similar issues
and prioritization in many other cities will be of great help in generating effective
finance and implementation tools for the Plan.

necessary promotional outreach materials, such as flyers, posters, press releases, and
post cards to get the word out to residents about the project and process.
Our proposed community engagement process includes three phases:
Phase One: We will seek to gain input on broad issues and opportunities from
city stakeholders and the public by utilizing Pop Up Meetings, Stakeholder
Meetings and Interviews, a Park Commission Meeting, and Social Pinpoint (an
interactive online comment tool).

Phase Two: We will facilitate interactive workshops with elected officials, staff,
and the public to develop ideas and concepts for future improvements. This will
include a Park Commission Meeting, an internal workshop with team members
and staff, and a community -wide workshop.
Phase Three: We will present the draft recommendations and concepts that have
been developed by staff, community members, and consultants, for residents
and stakeholders to review. This review will be facilitated online in order to gain a
broad range of input as well as at a public open house in coordination with a Park
Commission meeting.

Task 3 - Inventory and Analyze the Current Park and
Recreation System
Through our tour of parks and facilities, on the ground photos, GIS analysis, aerial
photos, and discussions with City staff, we will create system -wide maps and
individual illustrated park property maps which will include: trails, natural resources
(MLCCS, MCBS, etc.), aerial satellite imagery, park amenities, and developed and
undeveloped acreage.This will form the Park Inventory document, which will serve
as the Existing Conditions section of the Parks and Recreation System Master Plan
document.
We will also incorporate current natural areas within the Plan and within specific
park concept plans to be proactively managed (e.g. prairie and oak savannah
restoration, removal of invasive species, shoreline restoration, etc.). We have
completed several stewardship master plans and natural resource inventories

We will research and compare the Parks and Recreation Department's organizational
structure, staffing, and funding levels in relation to national averages and to other
cities of similar size, demographics, and tax base. Through this analysis, we will
provide a recommendation for future staffing and levels of service.

Task 4 - Identify Current and Future Needs in the Parks and
Recreation System
We will develop an understanding of the needs of the Otsego parks and recreation
system based on community input, analysis of current recreation trends, a
comparison to other communities, national metrics, and staff and consultant input.
We will utilize a Peer Community Comparison, which inventories and compares
data on number and types of parks and facilities, recreation programs, staff, and
department budgets from Otsego and other similar -sized communities to determine
where there may be gaps in the system. We will update our Recreation Trends
inventory and present it to the Parks Commission and City staff for consideration
of potential additions and/or modifications to the system. We will analyze National
Recreation and Parks Association (NRPA) data to identify potential gaps in the
system compared to similar -sized communities nation-wide. We will develop a
Needs Assessment and gap analysis that will identify current parks, trails, programs,
and facility needs. This will summarize and recommend system -wide improvements
to include: acquiring and/or developing new park sites and natural resource areas,
developing new program and recreation opportunities in relation to current national
trends and demographics, and redeveloping or improving existing parks and
facilities.The findings from this task will serve as the Needs Assessment section of
the Parks and Recreation System Master Plan document.

Task 5 - Prepare Final Document
We will work with staff and elected officials to create a user-friendly and graphically
engaging 20 -year Parks and Recreation System Plan in a format approved by the
City. The System Plan will represent a clear path forward for the future of the Otsego
system of parks, facilities, natural resources, recreation programming, and trail
systems to include the following:
Park System Overview and Summary: Summary of the project goals, community
engagement process, overall project approach, community population and
demographics, community characteristics, history of the park system, park
development standards, geographical features, and summary of previous studies.
This section will also reference research on the benefits of parks & recreation
and their importance to the economic, environmental, and overall health of the
community.
Parks, Trails, and Natural Resources Inventory: Maps and descriptions of
existing parks, trails, natural resources, including individual park illustrations
with boundaries and aerial imagery, current park amenities and facilities, and
developed and undeveloped acreage.
Needs Assessment: Identify community priorities and current parks and facility
gaps based on the Peer Community Comparison, recreation trends, national
metrics, Parks and Recreation Commission input, staff feedback, and community
engagement input.
System -wide Recommendations: Summary of system recommendations, specific
park recommendations, and specific natural area recommendations (e.g., removal
of invasive species, prairie and oak savanna restoration, shoreline restoration,
etc.), trail system gaps and proposed trails, and future land acquisition potential.
Implementation: Identification of priorities, funding
recommendations and sources, a detailed Ten-year Capital
Funding Implementation Plan to include estimates to
incorporate into the City's Capital Improvement Plan (CIP), and a
clear action plan for the future.
