Jason Amberg, PLA I Principal
Jason is a Principal at WSB and leads the Landscape Architectural Group. He has
more than 22 years of experience with park, athletic facility, natural resource, trail,
and public space planning and design projects and has worked with municipal,
county, and state clients as well as park boards and various public groups. His
creative design solutions meet the goals of the project while respecting the diverse
input of stakeholders. Additionally, Jason has presented on park and trail planning
topics at a variety of conferences and universities including the MRPA, APA MN,
LMC and Concoria University. As Principal on this project, Jason will be engaged
with the planning team and ensure that our expert resources are available to deliver
creative and implementable planning outcomes that will serve the City of Otsego for
generations.

Eva Kelly, PLA I Landscape Architect
Eva is a registered landscape architect with over 8 years of diverse experience in
many types of landscape architecture projects including master planning, concept
design, graphic design, grading, overall site and amenity design, construction
documents and construction administration. She is detail oriented, a strong
communicator and creative problem solver who works effectively with clients on
successful projects. Eva served for two years as a Conservation Corps member
within the MnDNR Parks and Trails division working specifically with water recreation
programs. She assisted with the program coordination of the water trails program,
public water access and fishing piers, Adopt -a -River program and Wild & Scenic
Easements. She will be providing support on planning and community engagement
efforts for the City of Otsego.
Olivia Dorow-Hovland I Planner
Olivia is a community planner at WSB. Olivia is a graduate from the University of
Minnesota with a Masters of Urban and Regional Planning and a Masters of Public
Health. While working at WSB, Olivia has assisted in developing a housing study
for Maple Lake. Prior to joining WSB, Olivia worked for the City of St. Paul, assisting
with economic development strategies and outreach. She has also worked for Farr
Associates in Chicago, researching best practices in sustainable urbanism.

Jeff Feulner, PLA I Project Manager/Team Lead
Jeff is a Landscape Architect with over 17 years of professional experience. He has
developed his career by working on projects of various scales and scope both in the

private and public sector.
His attention to detail and analytical approach to problem solving has allowed him
to become an integral part of WSB's design team. His responsibilities include site
inventory and analysis, master planning at a site and system level, cost and budget
preparations, development of construction documents and construction administration.
Jeff is also a LEED accredited professional, and strives to incorporate a high level
of environmental responsibility into his projects. Jeff has recently completed the
Mississippi Gateway Regional Park Master Plan for Three Rivers Park District, and the
Savage Pedestrian and Bicycle Master Plan, both of which included significant public
engagement efforts.

Andy Hingeveld I Trail Planner
Andy is a Senior Planner in the Transportation Group with over 12 years of parks and
trails, land use, and transportation planning. His experience includes bicycle and
pedestrian master plans, regional trail master plans, trail gap analysis, transportation
system studies, policy and guiding documents, and project implementation at the
regional, county, and city level. Most recently, Andy served as project manager for the
City of Roseville Pathway Master Plan Update and for the City of Savage Pedestrian
and Bicycle Master Plan. For the 2040 comprehensive planning cycle, Andy has
worked with the Cities of Blaine, Mahtomedi, Osseo, Arden Hills, and Roseville to
update the bicycle and pedestrian components of their transportation plans.
Mike Phillippi I GIS Specialist
Michael is a GIS Specialist at WSB, proficient in ArcGIS Software, ArcMap, Adobe
Illustrator, and Adobe Photoshop. Under the ArcGIS Platform, he has extensive
experience in spatial analysis, mapping and visualization, imagery, and remote
sensing. He has created GIS base maps that are suitable for presenting certain
characteristics of each project as well as datasets in an ESRI geodatabase for
environmental, land use, census, roadway, crash, and traffic data.

Park and Recreation System Master Plan
City of Crystal
In late 2016, the City of Crystal retained WSB &
Associates to work with the Parks and Recreation
Commission, City Council, City Staff, and various
community groups to complete the city's first Park and
Recreation System Master Plan.
The public engagement process and open
communication with the community was vital in
developing a 20 -year vision for the city's parks, open
spaces, and trails that will serve the needs of Crystal
and neighboring communities. WSB also developed
individual master plans for the Crystal's four community
parks and one destination park implementing
recommendations of the system plan.

WSB was commissioned in the fall of 1999 to work
closely with the City to complete a comprehensive
review of the park, open space, and trail system
in Coon Rapids. Since the completion of the plan,
WSB has continued to work with the City on park
plans, implementing recommended improvements.

City of Falcon Heights
WSB was retained to provide a comprehensive Park
Improvement Study. It was completed in 2014 and
followed up with individual master plans for each park
site that correspond to the recommendations of the park
improvement study.

Statement of Philosophy, Understanding and Approach
Project Philosophy & Understanding
Our team has reviewed the RFP and familiarized ourselves with the existing park and recreation system via the City's
website and documents. It is our understanding that this project will create the City's first Parks and Recreation System
Master Plan.
This master planning process will provide a "vision" for the City of Otsego as well as guide the short -and -long range
planning for the Department by integrating community input and current services and infrastructure with the current
and best practices in recreation and park planning standards. As with any large-scale planning effort, community and
stakeholder engagement will be critical to understand the community's desires related to program and project priorities.
This will help the city make wise decisions based on how the community and policy makers collectively view the priorities
to be implemented based on available fiscal resources.
With a growing population in a rural area, it is anticipated that changes to how existing parks are used will require some
form of re-evaluation. Such changes will be based on both current and projected needs / trends. Our recommended
improvements to parks and services during this planning process will determine how system -wide modifications can
maximize unique offering and service availability to the community while minimizing overlap. We will also address the
need for future acquisition, development and funding for park facilities in relation to the increasing population and
changing demographics.
Our team appreciates and agrees with the City's
commitment and approach to prepare the City's first
Parks and Recreation Master Plan. All WSB team
Our past system plans have been highly regarded
by our clients and the general public as being both
visionary and realistic. This balance is very important
given the need to improve overall park system quality
to meet the contemporary demands of the public while
being fiscally responsible and sustainable. Many of our
past system plans have proven useful in successful
bond referendums, tax levies, and/or grant funding to
implement the vision established in the plan.

Project Approach
It is the understanding of WSB that the city is seeking to maximize professional park planning expertise at a reasonable
cost. WSB has extensive park planning and design experience and our team takes great pride in delivering customized
services to provide the best product at a competitive fee. Based on other system master plans we've completed for
clients of similar size and complexity, WSB has provided high level professional services with respect to monitoring
overall project costs.
The following detailed work plan provides comprehensive services to fulfill the requirements of the RFP within the
established budget. If, however, the city is interested in more, or less, involvement by our team, we are open and flexible
to further expanding or decreasing the scope of service and related fees to best align with the City's needs and values.
Task 1: Review and Assess Past and Current
Planning Efforts and Community Demographics
This will include:
Kickoff Meeting: WSB staff will meet with city staff to review the work
plan, schedule and overall expectations of the system planning effort.
We will confirm key leaders and stakeholders that have insight into
the park system at a general or specific level. At this time, it will be
important to discuss city known issues or deficiencies in the park
system. Afterwards, we will provide meeting summary notes to those
in attendance.
City Document Review: WSB will review the current city documents
including the 2012 Comprehensive Plan and the 2018-2028
Capital Improvement Plan as noted in the RFP. We will provide a
summary of the existing city parks and recreation system to include
demographical information, geographical features, history and
development standards.
Task 2: Community Engagement
Public engagement is an essential component of every public project.
WSB will review and confirm the public process framework with city
staff. We are not naive to the many 'what if' scenarios that may pop up
during public engagement and understand that things may require
refinement as we become more familiar with the unique nuances and
perspectives of the key leaders and stakeholders. An outline of our
proposed process is included below:
Maintain a Project Website: WSB assumes that the City will create
an additional page on their website for this project. WSB will be
responsible for providing content and/or images on a regular basis
throughout the project process.

WSB Community Engagement: Solicit public input through a variety of engagement
methods to include surveys, public meetings, and City sponsored events.
This will include:
Develop Public Input Questions: First, WSB will develop questions to be used
for community input sessions/public engagement/online survey. The city along
with the Parks and Recreation Commission will be able to review and provide
input to the questions. WSB will refine questions as necessary, based on
feedback.
Online Survey: An online survey is a great way to quickly and effectively
reach a larger group. Our services include (1) public input survey utilizing the
questions created by WSB and city staff. This service would include creating
the survey, facilitation of the online survey and summarizing the data for the
City of Otsego. WSB will provide a link for the city to use on their website as
well as the project's website.
Public Open House: This will include (1) public open house about the planning
project and overall park system current inventory/facilities, where citizens will
be able to attend and comment on the parks and recreation system plan near
the beginning of the project. WSB will provide graphics, images and questions
for citizens to comment on. City staff will be responsible for invitations and
notifying the public of the meeting. There will be information provided on
the project website. The open house will include WSB staff facilitating four
Question & Answer stations for conversations. WSB will then provide an open
house summary notes based on the public input provided.
Public Engagement in the Parks: This will include (1) public engagement event
in the parks to collect information from the public. We would suggest an event
such as the Ostego Touch -A -Truck Family Event or Entertainment in the Parks
event. The city is to provide final recommendation for a parks event in order to
maximize citizen input. This ideally will take place during the summer months
by WSB staff. WSB will then provide public input summaries from the event to
the city and this information will be incorporated into the plan.
Community Stakeholder Meetings: WSB will meet with key stakeholder groups
that the City has selected. This could include meetings with athletic groups,
seniors, realtors, boy/girl scouts, the school district, etc. It is assumed this will
consist of 3 meetings total. Meetings could include multiple stakeholders. We will
then provide a summary of the data from these meetings and incorporate this
information into the plan.
Parks and Recreation Commission Meetings / City Staff Meetings: WSB will
meet twice with the commission or city staff at key points in the process. It is
essential to maintain communication throughout the development of the plan.
City Council Meetings: WSB will meet twice with the City Council at key points
during the process. One meeting will occur after the community engagement
period has finished so the council can receive a summary of the public input, our
draft analysis, recommendations and provide feedback. Another meeting will occur
where we will present the draft plan to the council for comment and feedback.

Task 3: Inventory and Analyze the Current Park
and Recreation System
Current Park Inventory: WSB staff will visit each of the 13 city parks,
review any existing information provided by the city, and update the
current park inventory and facilities. This inventory will also include
developed and undeveloped acreage currently in the park system.
Illustrated Park Property Maps: This includes an individual
illustrated park property map of 13 parks (including trails and natural
resources) on a satellite image.
Natural Resource Areas: WSB will and visit current natural areas
within the Parks system and determine which sites will most benefit
from being proactively managed. This may include prairie and
oak savannah restoration, removal of invasive species, shoreline
restoration, etc.
Parks and Recreation Department Analysis: WSB will compare the
Parks and Recreation Department's organizational structure, staffing,
and funding levels in relation to national averages and to other cities
of similar size, demographics, and tax base. WSB will then provide a
summary and recommendation for future staffing and levels of service
based on this analysis.
City Meeting for Inventory/Analysis Summary: WSB will provide a
summary of the above inventory and analysis to city staff. WSB will
then meet with city staff and/or the Parks and Recreation Commission
to review the inventory, analysis and recommendations.
Task 4: Identify Current and Future Needs in the
Parks and Recreation System
Gap and Overlap Analysis Mapping: WSB will provide a gap and
overlap analysis map based on the existing parks and trail system
which can be used to identify current parks, trails, programs, and
facility needs. We will summarize and then meet with city staff to
review gaps and overlaps in the system.
Recommendations for Improvements: WSB will recommend
system -wide improvements to include but not be limited to: acquiring
and/or developing new park sites and natural resource area, develop
a summary in relation to current national trends and demographics for
new program and recreation opportunities in Otsego.

Task 5: Prepare Final Document
Draft Parks and Recreation System Plan: First, WSB will prepare a
draft plan for the city and Parks and Recreation Commission review.
WSB will confirm with the city any revisions to be made to the plan.
Final Parks and Recreation System Plan and Presentation: WSB
will create Otsego's 20 -year Parks and Recreation System Plan. The
plan will include any input from the draft plan, any revisions will be
confirmed with city staff. The plan will consist of:
Summary of the project goals, community engagement
process and overall project approach.
Reference research on the benefits of parks & recreation
and the importance to the economic, environmental, and
overall health for the community.
A summary of the City of Otsego and City park system,
including: population, demographics, community
characteristics previous studies, natural features, historical
sites, development controls, history of the park system and
demands for service levels.
Identify community priorities and current parks and facility gaps
based on the Parks and Recreation Commission and staff
feedback and community engagement input.
Include individual illustrated park property maps that will
include but not be limited to: Trail mapping; Natural resources;
Illustrations to include park overlays on a current satellite
image. Inventory current park amenities to include developed
and undeveloped acreage currently in the park system
Incorporate within the Plan and within specific park
concept plans, specific natural areas within the system to
be proactively managed to enhance the natural landscape
(e.g., removal of invasive species, prairie and oak savanna
restoration, shoreline restoration, etc.).
Identify and incorporate within the Plan park and trail system
gap and future land acquisition potential and funding
recommendations.
Establish a detailed Ten-year Capital Funding
Implementation Plan to include estimates to incorporate into
the City's Capital Improvement Plan (CIP).
Following staff and City Council approval, WSB will prepare, present,
and deliver the final plan in a city approved format.

ADDITIONAL SERVICES:
Additional Community Engagement including Social
Pinpoint: WSB will utilize Social Pinpoint (an online survey
engagement and information tool) to collect broad based
community input. WSB will setup and administer this system
through the public engagement period of the planning
study. At the event, WSB will provide IPAD kiosks to be
available for the public to provide feedback using the online
Social Pinpoint platform.
Additional Stakeholder Meetings: WSB with meet with
additional stakeholder groups to collect information. This will
include preparing agenda, attendance at a 2 hour meeting
and providing meeting minutes or summary to City staff.
