ITEM 3.2A 4.9.2018 MinutesITEM 3.2A OTSEGO CITY COUNCIL MEETING OTSEGO PRAIRIE CENTER APRIL 9, 2018 7:00 PM Call to Order. Mayor Stockamp called the meeting to order at 7:00 PM. Roll Call: Mayor Jessica Stockamp; Councilmembers: Vern Heidner, Corey Tanner, Tom Darkenwald and Jason Warehime. Staff: Adam Flaherty, City Administrator/Finance Director; Daniel Licht, City Planner; Ron Wagner, City Engineer; and Tami Loff, City Clerk. Pledge of Allegiance: Mayor Stockamp led in the Pledge of Allegiance. 1. Open Forum. No items. 2. Consider Agenda Approval. City Administrator/Finance Director Flaherty requested that Item 8 be removed. CM Heidner motioned to adopt as amended. Seconded by CM Tanner. All in favor. Motion carried. 3. Consent Agenda. (Non -controversial items). 3.1 Approve Claims List. 3.2 Approve City Council Meeting Minutes. A. March 26, 2018 Meeting. 3.3 Approve City Council Special Pay for March, 2018. 3.4 Received Commission Meeting Minutes. A. Planning Commission February 5, 2018. 3.5 Adopt Resolution 2018-30 Approving County Project within Municipal Corporate Limits. 3.6 Approve Quote for Sign Truck Build Out. 3.7 Approve Hire of Recreation Leader. CM Heidner motioned to approve. Seconded by CM Tanner. All in favor. Motion carried. 4. Community Development: 4.1 Adopt Ordinance 2018-02 Amending the Zoning Ordinance to allow dynamic display signs within the INS District. City Planner Licht presented the staff report. He said ISD 728 is planning on replacing their freestanding sign at Otsego Elementary and would like to install a sign with an electronic message display. This amendment would allow dynamic displays within the Institutional zoning District. CM Warehime asked if there will be requirements for the color of the sign. City Planner Licht stated no; he recommends only regulating the area of the signage and the brightness of the sign. CM Warehime further asked what the fee is for the sign permit. City Planner Licht said a permit will be required for documentation but there will be no fee. CM Heidner asked about enforcement. City Planner Licht said they would be notified and would have to switch it to static display until the issue is resolved. CM Warehime asked if the building codes get involved on these signs. City Planner Licht said no it would only require an electrical inspection. Page 1 of 3 CM Warehime motioned to adopt Ordinance 2018-02 the City Code to allow use of dynamic display signs within the INS District and publication in summary form. Seconded by CM Heidner. All in favor. Motion carried. 5. Public Works: 5.1 Award Bid for Mississippi Shores Project. CM Warehime said he will abstain from this item and removed himself from the dais. City Engineer Wagner presented the staff report. He said the price came in about 3% under the engineers estimate. CM Heidner said since it came in under bid what will that do to the price per resident. City Engineer Wagner said it's pretty early and we go by quantities when we put it in but if you were to apply the $30,000 it would be about $125.00 less per resident dwelling. CM Darkenwald asked on the timeline of the project. City Engineer said mid-May and to be completed by July 31. He said he has had a couple questions from residents on why when we do the replacement of soils and everything why we don't let it stand there over a year. City Engineer Wagner said they are not removing any material here besides the surface so there is already a road bed that has been through fifty years of freeze and thaws. Mayor said at a previous meeting on this we had residents in with concrete driveways; what is the plan with those. City Engineer Wagner said the plan is to remove the 3 1/2 inches so that it will match but we will not be removing any concrete driveways only matching into them. All the work is in the road itself and the Right -of -Way. He further said that residents will be able to get in and out to their properties. CM Heidner asked what happens if we don't do this project now. City Engineer Wagner said the city will be out there doing substantial corrections to the street and there will be potholes that will develop and people will complain. CM Heidner said and normally if we wait the cost of inflation the project cost will go up. City Engineer Wagner said correct. CM Heidner asked how this compares to some of the projects we have done the last few years; has the cost of materials gone up much. City Engineer Wagner said this is pretty close to the price we got last year. CM Heidner said and right now the price of oil is around $50-60 a barrel which has a direct impact on the price of asphalt. He said there was year's back that the cost of oil was double of what they are now. CM Darkenwald motioned to approve Resolution 2018-31 accepting bids for 2018 Otsego Street Renewal Project and awarding the contract to Knife River Corporation of Sauk Rapids, MN in the amount of $1,289,855.10. Seconded by CM Tanner. Motion carried 4-0. CM Warehime abstained. CM Warehime returned to the dais. 6. City Council Reports and Updates. CM Warehime said that at the last Public Safety Commission meeting, the Commissioners decided to no longer have one of their members attend the City Council meetings. Mayor Stockamp said that she walked the new trail in the Boulder Creek development and she noticed that residents are not shoveling the sidewalks. City Planner Licht said that a blanket letter; similar to the one sent out within Martin Farms; can be mailed out to notify residents of the maintenance requirement. CM Warehime said when the letter went out the Martin Farms residents some were confused because they didn't have a sidewalk; he suggested specifying if they have a sidewalk. Mayor Stockamp said she heard from a resident in the same area on the west side of Boulder Creek that they have heard discharge of a firearm; and that people are deer hunting or pheasant hunting right next to the property line. City Planner Licht said that is in the no discharge zone and he will send the property owner a letter. 21 Page 4/9/18 7. Staff Reports and Updates. City Administrator/Finance Director Flaherty reminded the City Council of the Special meeting scheduled for Wednesday to review the Fire Study and he also reminded the City Council of the Strategic Plan workshop scheduled with all employees on April 25, 2018 at 9:00 AM. He also stated the city's annual audit will take place next week. City Administrator/Finance Director Flaherty requested a Special City Council Meeting on April 23 to directly follow the regular meeting to review Riverbend North TIF application. Mayor Stockamp motioned to call a Special Meeting to review the Riverbend North TIF application on April 23, 2018; directly follow the regular scheduled meeting. Seconded by CM Tanner. All in favor. Motion carried. City Clerk Loff reminded the City Council of the Board of Review meeting scheduled for April 23 at 5:30 PM. She also stated that the City received an application for the open spot on the Public Safety Commission and stated she was looking for direction on an interview date. CM Darkenwald motioned to call a Special Meeting for the Advisory Commission Interview on April 23, 2018 at 5:15 PM at Prairie Center, 8899 Nashua Avenue. Seconded by CM Warehime. All in favor.
