BACKGROUND/J USTI FICATION:
Staff identified a line break underneath the splash pad in the summer of 2017. This line fed just one
feature and was immediately isolated. Staff has also observed an iron build up on valve parts and on the
surface of the splash pad which is causing an increase in maintenance due to equipment failure and the
surface of the splashpad needing to be cleaned more frequently. For these reasons staff recommended
allocating $200,000 for repairs and potential upgrades to the splash pad in the 2018 CIP,
After researching repair options (i.e. recirculating the water & treating the iron, orjust treating the iron)
staff is recommending continuing to operate the splash pad during the 2018 season with the one feature
remaining isolated. However, due to the iron build up on the valves, which is causing them to weep during
times when the splash pad is not operating, is ultimately creating algae buildup. Staff is recommending
sandblasting and sealing the concrete and also changing out the valves. In addition to cleaning the surface
and valve replacement, staff is also recommending adding a flow meter to gather better data on the splash
pad's water usage. This data is vital when determining what size system should be installed if iron
treatment and/or recirculating the water are considered as options in the future. Also, taking advantage of
the fall months for repairs potentially doubles the time the repairs and/or upgrades can take place.
