ITEM 3.2B Board of Review 4.23.2018ITEM 3.213 CITY OF OTSEGO BOARD OF REVIEW MONDAY, APRIL 23, 2018 5:30 PM OTSEGO PRAIRIE CENTER 1. Mayor Jessica Stockamp will call the Board of Review to order. Mayor Stockamp called the Board of Review to order at 5:45 PM. Roll Call: Mayor Jessica Stockamp; Councilmembers: Vern Heidner, Corey Tanner, Jason Warehime and Tom Darkenwald. Staff: Adam Flaherty, City Administrator/Finance Director and Tami Loff, City Clerk. Attending from the Wright County Assessor's Office; Wright County Assessor Tony Rasmussen, Assessor Mike Vanderlinden and Assessor Brice Nelson. 2. Comments by the Assessor. Assessor Brice Nelson said the purpose of this Local Board of Appeal and Equalization is to review the 2018 assessment for taxes due and payable in 2019. The Board does not have the authority to open any prior year's assessment. The Local Board does not have the authority to grant an exemption or to remove a property from the tax roll. A quorum must be present and at least one of the members must be trained and certified under MN Statute 274.014. Minnesota state law requires Assessors to value property at 100 percent of the market value however the statutes allow the Assessor to be within a range of 90 to 105 percent of market value. The sales ratio study period is from October 1, 2016 to September 30, 2017. The sales data gathered from that period is used to appraise property. He stated residential land and buildings increased approximately 8.09% throughout Otsego. He further states commercial & industrial values decreased approximately 0.07% and agricultural values increased approximately 12.04%. 3. Review Valuations of Property Owners. Open Forum: Mike Steiner; 118-224-003100; 6479 Marlowe Avenue NE; stated he felt the value is too high; Wright County is recommending $335,000. Mr. Steiner reviewed the comps provided by the Wright County Assessor. CM Warehime motioned to change the value for parcel 118-224-003100 from $335,000 to $332,000. Seconded by CM Heidner. All in favor. Motion carried. Wright County is recommending the following: Daniel Allen, 118-278-003010; 7509 Ogren Avenue; after inspection; remove $10,200 that was added for new construction because no construction was done. Daniel Walter, 118-500-291101; 13877 80th Street; $104,000 after inspection and taking into account a downgrade value of the garage. Ken Nathe, 118-260-002010; downgrade value to $41,000 and new class 101 after speaking to City Planner and the building restraints. Erik Thole, 118-041-003080; 9347 Padgett Avenue; the property owner had not finished the garage so it has been reduced from $256,000 to $246,000. ITEM 3.26 CM Heidner motioned to approve Wright County's recommendations for parcels 118- 278-003010, 118-500-291101, 118-260-002010 and 118-041-003080. Seconded Warehime. All in favor. Motion carried. Mr. Rasmussen spoke on the Open Book Meeting format and recommended the City Council consider this process. The City Council concurred due to the meetings being held in Buffalo that they want to keep as is making it more convenient for the residents. 4. Adjourn. CM Darkenwald motioned to adjourn.
