City staff recommends issuance of a temporary one day on -sale liquor license to the Otsego Lions Club for
the Otsego Prairie Festival.

BACKGROUND/JUSTIFICATION:
The Otsego Lions will again hold a Beer Garden at the Otsego Prairie Festival on Saturday, September 15,
2018. The beer garden is being coordinated with City staff as to the setup of the beer garden adjacent to
the tent and entertainment stage. The beer garden will be fenced and the Lions will provide personnel at
the entrance to check ID's and wristband those of legal age to consume alcohol.
Minnesota Statutes allows the City to issue a temporary one day liquor license to non-profit organizations
for community events. The Lions have submitted all the necessary paperwork as follows; an application
and fee in the amount of $50; site plan, certificate of insurance and $30 background check fee. A
background check has been completed on the responsible party (applicant).
The temporary liquor license application and certificate of insurance are on file at the City Clerk's office.
The application must be mailed to the State at least 30 days prior to the event.

Stipulations
• Fencing/walls shall be installed around the site per the submitted site plan.
• Controlled access to the event with Lions personnel to identify and wrist band those of legal age to
consume alcohol.
• All alcohol service shall cease at 10:30 PM.
• The Lions shall assist with clearing the establishment at closing time.
