These devices are secure tablet computers that replace the current paper voter check-in process. Wright County plans to implement these devices for most cities, including Otsego, in 2018. These will: • Speed up lines in the polls. • Help Election Judges through each step of the process, including Election Day registration. The City Council and City staff department heads recently participated in a strategic planning retreat held at the Prairie Center in February. The retreat consisted of sessions over a Friday afternoon and half day Saturday that sought to develop a practical vision of what Otsego should be in three to five years, identify obstacles blocking the community from realizing our vision, and define innovative substantial actions to address these obstacles and move towards our vision, which includes a two- year implementation plan. The strategic planning facilitator returned in April to conduct a work session with all City staff as important stakeholders in helping bring about the community vision. The strategic planning effort creates a framework for an ongoing effort of what collectively (together residents, businesses, staff, advisory commissions, and City Council) needs to happen to move Otsego successfully into the future. WRIGHT COUNTY CSAH 38 (70TH STREET NE) Final design is nearly completed and plans will be reviewed & approved by MNDoT. Right-of-way parcel acquisition meetings have been held with affected properties, and it is expected that construction activities could begin as early as July, 2018. Travel should be fully operational for the winter of 2018-19, although final completion of the project will not occur until 2019. Final turf restoration would then be accomplished during the summer of 2019. CAER, a 501(c)3 nonprofit organization established in 1979 by 13 churches in the Elk River area, seeks to support residents of Otsego, Elk River, and Zimmerman by providing food and other services. Throughout the year, City of Otsego Parks & Recreation hosts events to raise funds and food donations for CAER, such as the Otsego Egg Hunt, Pumpkin Patch, and Santa Day. The most recent Egg Hunt raised $171 in cash and almost 200 pounds of food. In March of this year, the City partnered with Holiday Inn, Diamond City Bread, Rogers and Spectrum High Schools, and Otsego Elementary for its third annual Empty Bowls event. Empty Bowls is a nationally recognized program to fight hunger, personalized by community artists and students. This year’s event raised more than $2,200 in cash donations. CAER has provided Kids Kitz to Otsego families in past summers. Kidz Kitz are weekly supplemental food packages available to families with school-age children for 12 weeks. The program is designed to help families who struggle to keep food on the table during the summer, many of whom qualify for free or reduced school lunch programs. Each kit provides breakfast and lunch items for two children, which may include fruit, vegetables, grains, proteins, and dairy. The City of Otsego is proud to partner with CAER and to work with staff and volunteers who are dedicated to serving community members in need. HEURING FAMILY – OTSEGO, MN The Andreas Heuring family settled in Otsego in 1867, emigrating from the small farming village of Oberstreu, Germany. The family consisted of Champlin resident Richard Heuring’s great-great grandparents, Andreas and Margaretha Heuring, and their six children. For a brief time, the family lived in Dayton. Several of Margaretha’s siblings had immigrated to the area around Rogers; direct descendants of the Schirbers from Oberstreu and Unsleben are now known as the area’s Scherber and Scharber families. On June 17, 1867, Andreas and Margaretha purchased 80 acres in Otsego for $900 from John Hardesty. John and his wife Elizabeth had previously deeded 0.4 acres of land in the southeast corner to School District No. 12 for $50, to be used for a schoolhouse. The building still stands today as a single-family residence, modified several times since the 1940s after it no longer functioned as a school. Andreas Huering’s eldest son Kilian purchased an adjoining 80-acre farm in 1873. Kilian’s farm remained in his family for several decades. In November of 1920, he sold his farm to his son Joseph. The recorded deed notes the property was sold “in consideration of the sum of Love and Affection and One Dollar.” Andreas owned his original farm until 1882, when he deeded it to his youngest son George David, Richard’s great-grandfather. Andreas lived at the farm until he died. George David and his wife Mary (nee Lindenfelser) had twelve children. The two oldest children died of scarlet fever in 1892. In 1894, their seven-month old son died of croup. In the late 1890s, George David built an impressive two-story brick home on the farm, which is still standing and occupied today. The light-yellow bricks are believed to have been manufactured locally and appear to be identical to those used for the historic Catholic Church in St. Michael. George David was a beekeeper and was also skilled at grafting branches from one variety of apple tree into a tree of a different variety. George David was a successful farmer, as records show he carried the mortgages for two of his sons to purchase farms of their own. In 1912, Richard Heuring’s grandfather Alphonse purchased an 80-acre farm in Albertville. A short time later, George David’s son Alex purchased a 120-acre farm a half-mile away. Alphonse’s farm was eventually owned by Richard’s father Leander, and Richard was raised there in the late 1950s and 60s. Leander vividly remembered his grandfather George David working in the apple orchard and tending to the bees. In the fall, the family would travel to the three Heuring farms in Otsego to harvest potatoes to be sold, delivering them to the train station in Albertville, and in the winter months, to cut and haul firewood. In April of 1920, George David and Mary sold their farm to their youngest son Henry. Six years later, Henry and his wife Mamie sold some additional land to School District No. 12 for the sum of $300, presumably to accommodate a larger school building. Henry and Mamie operated the farm throughout the 1920s and into the 30s. Henry produced alcohol with a still in his barn during the Prohibition years. Allegedly, he was caught by law enforcement agents, who confiscated his equipment and dumped the distilling mash out in the barnyard. Several farm animals died after eating the fermented mash. Like so many other farmers during the Great Depression, Henry and Mamie lost their farm to mortgage foreclosure in 1938. The farm had been in the Heuring family for three generations and 71 years. The farm then changed ownership multiple times until it was purchased by Jerome Kolles in 1948 and remained in the Kolles family for over fifty years. Eventually, all the Heuring farms in both Otsego and Albertville were sold to non-related persons or developers. If a solicitor shows up at your home they must be registered with the City of Otsego and should have a registration form with them. What does a City of Otsego solicitor’s registration look like? • Full 8 ½ x 11 sheet of paper with the City’s Official Seal stamped on it. Included on the license is their full name, duration of License and signed in blue ink by City Staff. • The solicitor’s photo ID should be color copied on the right side of the paper with the City Logo on the upper left. When to call 911 Feel free to call 911 immediately about a solicitor if: • You see any suspicious activity • A solicitor is being overly aggressive • You believe a solicitor is not properly registered • They are at your door before 7 a.m. or after 9 p.m. • They remain on your property after you have requested them to leave • They are using the registration of another person Registration doesn’t mean endorsement Just because a solicitor registers with the City it does not mean the City of Otsego endorses the business in any way. It’s important that you do your research before you enter into any contract or agreement with a company. Don’t want solicitors at your door? If you do NOT want solicitors to knock on your door, you can post a 4 by 4-inch sign on your door that says “No Solicitors.” The signs are available at local hardware stores, or you could print one off of the computer. By following these techniques your lawn will look great and will not be harming nearby wetlands, streams, lakes or rivers. • Leaving grass clippings on the lawn provides the equivalent of one application of fertilizer per year. • Sweeping lawn clippings from sidewalks, driveways and streets will greatly reduce the amount of phosphorus that reaches area water bodies. • Maintain a 20 foot buffer of native plantings from any wetland or stormwater basins to filter out nutrients that cause algae and water plant growth – these plants will also help keep geese from your yard. • Water lawns between 4 a.m. and 6 a.m. to reduce evaporation and minimize the potential for diseases to harm your lawn. • Wash your car on the lawn using non-phosphorus soap to keep water out of the storm drain and irrigate the grass at the same time. • Use pesticides and herbicides only to the extent necessary and by following the label directions exactly. • Compost containers must comply with City Code requirements and be set back from water or drainage ways to avoid leaching phosphorus directly into the water. • It is illegal to dispose of yard and tree waste with household garbage – contact your waste hauler for a yard bin or visit the City’s website for information on compost sites. Here are some City Code regulations to follow to help keep Otsego an attractive and inviting place to live: • Lawns and boulevard areas must be mowed regularly so that grass is no longer than eight (8) inches except as allowed by the City Code. • Noxious weeds (and dandelions) must be eliminated before the plants go to seed. • Planting within the boulevard or public right-of-way (generally 16 feet behind the curb or street) is limited to deciduous trees with minimum clearance requirements for vehicles and pedestrians.
