AGENDA ITEM DETAILS RECOMMENDATION: City staff and the Public Works Subcommittee are recommending full Council approval of the Truck Utilities quote for the crane truck replacement. ARE YOU SEEKING APPROVAL OF A CONTRACT? IS A PUBLIC HEARING REQUIRED? No No BACKGROUND/JUSTIFICATION: The Utility Department is seeking to replace the 2001 F250 Crane Truck, PW28. A vehicle rating assessment was completed in March designating 17 out of 18, indicating need for replacement. The proposed replacement vehicle is a F750 with service body and crane sized to meet weight capacities of the system's largest pumps. The main purpose of a Utility Crane Truck is extraction of submersible pumps from lift stations for maintenance. The City currently maintains ten sanitary lift stations supporting 24 submersible pumps; the Wastewater Treatment Facilities have an additional four stations housing 7 submersible pumps. The vehicle is also used for confined space entry and other equipment maintenance within the treatment facilities and collection system. The Utility body provides crane stability and dry, secure storage for small tools, work lights, personal protective equipment, ventilator equipment, lubricants, spare parts and valve keys. The recommended truck is a demonstration unit with less than 300 miles on it. The unit is available for immediate procurement; conversely new equipment is backlogged over ten months out. The Capital Equipment Revolving Fund identified $110,974.00 after $4,500.00 sale of PW28. Staff proposes PW28 be auctioned with minimum bid, scheduled based on arrival of its replacement. A fifteen year replacement schedule is proposed. The quoted price for the recommended chassis, body and crane totals $133,500; the addition of taxes and fees increase pricing to $143,000. The resale value of this vehicle in 2033 is expected at $35,000 leaving $108,000 to justify over a fifteen year timeframe. The department pulls about 50 pumps per year providing payback in 5.4 years at $400 per pump pull. Additional benefits include confined space entry support and other various equipment maintenance including mixers, aeration equipment and heavy equipment. Operations Staff and Mechanic have been very involved over the past year determining needs and equipment best suited to fulfill the replacement crane and truck providing recommendation to proceed with acquisition of the Truck Utilities quote for the IMT crane and body with 750 chassis for $142,577.50.
