AGENDA ITEM DETAILS RECOMMENDATION: Staff recommends accepting the proposal from Hoisington Koegler Group Inc. for Parks and Recreation System Master Planning services in the amount of $44,750. ARE YOU SEEKING APPROVAL OF A CONTRACT? IS A PUBLIC HEARING REQUIRED? Yes No BACKGROUND/JUSTIFICATION: The City's Comprehensive Plan aids City leaders by providing guidance for park and trail improvements, and recreational opportunities. This direction is based on the community's expressed needs and desires as well as analysis of demographic changes and future trends. The last update to the City's Comprehensive Plan, in regard to parks and recreation, was in 2012. During the Capital Improvement Plan process, funds where identified for the Parks and Recreation Department to create a Parks and Recreation System Master Plan in 2018. During those discussions, the City Council identified that the Parks and Recreation Commission should play a vital role with the creation of the plan by assisting staff and the City Council during the entire process. Staff presented the Otsego Parks and Recreation System Master Plan Request for Proposal (RFP) document at the February 26, 2018 City Council meeting. The Council voted unanimously to proceed with the request for proposals which included language that the Parks and Recreation Commission would be conducting the initial interviews and then providing a recommendation to the City Council. The Parks and Recreation Commission interviewed three firms (SRF Consulting Group, WSB, and Hoisington Koegler Group Inc.) at their April 2018 Commission meeting. During the interviews each firm presented information about their company and their unique service approach. Presentations were followed by scripted questions from Commissioners and staff. After the interviews and discussion, the Commission decided to table their decision until their May 2018 meeting. At the May 2018 meeting, the Commission voted unanimously to recommend that the City Council accept the proposal from Hoisington Koegler Group Inc. (HKGI) to provide Parks and Recreation System Master Planning services. HKGI has a strong background in providing planning services to many cities and counties throughout Minnesota. Their planning services will include working directly with staff to gather information regarding current and projected infrastructure information. Their services will also include working with staff and Commissioners to solicit public input through conducting meetings, on-line surveys, and providing information at community events. This information will then be tabulated and compared with national trends and benchmarks. Once all of this information has been organized, HKGI will present the Parks and Recreation Commission and the City Council with a 20 -year Parks and Recreation System Plan which will provide City leaders with a direction for future development of both parks and recreational services. This plan will provide guidance for both short and long- range planning for the Department by integrating community input and current services and infrastructure with best practices in recreation and park planning standards. The City anticipates the development of the final draft plan will take approximately 8 months from initiation. The Otsego Parks and Recreation Department serves a mid-sized community of approximately 16,000 residents located in Central Minnesota along the Mississippi and Crow Rivers. The demographic profile is mostly young families and retiring baby boomers. The Parks and Recreation Department employs 4 full time and 8-10 seasonal positions and maintains 13 parks, 109 developed acres, 52 undeveloped acres and 22 miles of trail. Proposed Schedule RFP Posting: February 28, 2018 Proposals due: April 5, 2018 (4:00 pm local time) Interviews: April 17, 2018 Contract Award: May 14, 2018 PARKS Recreation Scope of Work The project is expected to include the following tasks: 1. Review and Assess Past and Current Planning Efforts and Community Demographics. 2. Community Engagement. 3. Inventory and Analyze the Current Park and Recreation System. 4. Identify Current and Future Needs in the Parks and Recreation System. 5. Prepare Final Document. Specific Tasks The scope of work is organized into tasks associated for work activity in support of each area of the plan. The breakdown of tasks and categories may allow the City to choose items to be completed by the consultant or items that City Staff may complete or other ways of phasing the project for maximum efficiency. Tasks Task 1: Review and Assess Past and Current Planning Efforts and Community Demographics: Review current City documents: 0 2012 Otsego Comprehensive Plan 0 2018-2028 Capital Improvement Plan Provide a summary of the City and park and recreation system to include demographical information, geographical features, history, and development standards. Task 2: Community Engagement: Solicit public input through a variety of engagement methods to include surveys, public meetings, and City sponsored events. Provide a project website that is kept up to date. Incorporate information collected by City staff from meetings with specific community partners and user groups. Task 3: Inventory and Analyze the Current Park and Recreation System: • Include individual illustrated park property maps which will include but not be limited to: o Trail mapping o Natural Resources o Illustrations will include park overlays on a current satellite image PARKS Recreation o Inventory current park amenities to include developed and undeveloped acreage currently in the park system Incorporate current natural areas within the Plan and within specific park concept plans to be proactively managed (e.g. prairie and oak savannah restoration, removal of invasive species, shoreline restoration, etc.). Compare the Parks and Recreation Department's organizational structure, staffing, and funding levels in relation to national averages and to other cities of similar size, demographics, and tax base. o Provide a recommendation for future staffing and levels of service. Task 4: Identify Current and Future Needs in the Parks and Recreation System: • Provide a gap analysis that would identify current parks, programs, and facility needs. • Recommend system -wide improvements to include but not be limited to: o Acquiring and/or developing new park sites and natural resource areas. o Developing new program and recreation opportunities in relation to current national trends and demographics. Task 5: Prepare Final Document Establish a 20 -year Parks and Recreation System Plan which would represent a clear vision for the future of the Otsego system of parks, facilities, open space, cultural, and trail systems to include, but not be limited to the following: 1. Summary of the project goals, community engagement process and overall project approach. 2. Reference research on the benefits of parks & recreation and the importance to the economic, environmental, and overall health for the community. 3. Provide a summary of the City and City park system, including population/demographics, community characteristics previous studies, natural features, historical sites, development controls, history of the park system and demands for service levels. 4. Identify community priorities and current parks and facility gaps based on the Parks and Recreation Commission and staff feedback and community engagement input. 5. Include individual illustrated park property maps that will include but not be limited to: a. Trail mapping b. Natural resources c. Illustrations to include park overlays on a current satellite image PARKS Recreation d. Inventory current park amenities to include developed and undeveloped acreage currently in the park system 6. Incorporate within the Plan and within specific park concept plans, specific natural areas within the system to be proactively managed to enhance the natural landscape (e.g., removal of invasive species, prairie and oak savanna restoration, shoreline restoration, etc.). 7. Identify and incorporate within the Plan trail system gap and future land acquisition potential and funding recommendations. 8. Establish a detailed Ten-year Capital Funding Implementation Plan to include estimates to incorporate into the City's Capital Improvement Plan (CIP). 9. Our planners and landscape architects have been involved with the park planning process from initial conception at the system and scoping level all the way down to final design, construction, and ribbon cutting. In the past ten years Maple Grove has built an impressive series of signature parks and park improvements that are considered among the best parks in the Twin Cities region. The current planning process will help the community understand how these signature parks fit into the community's "base" park system, which the community intends to complete within the next decade. This plan will also help the community understand demographic and recreational trends that will influence future systemwide improvements, expansions, investments, and redevelopment of park facilities. As part of the process HKGi is conducting a study of Maple Grove's Community Center in order to identify existing conditions, issues, needs, and collect feedback from community members on how they use the Community Center and what improvements they would like to see in the future. The City has built an impressive system that exceeds national standards in several key areas, but as the City enters its next phase of development, staff wanted to take a comprehensive look at their system and identify guidelines for growing and maintaining the system as the community continues to grow. HKGi's planning process included assessing current conditions within the system, including identifying levels of access to community and neighborhood parks, distribution of facilities, and gaps in the trail and open space system, The planning process also addressed the City's desire to establish a new set of guiding principles that will provide a framework for future decision-making and measuring the success of implementation initiatives. HKGi led an extensive and successful community engagement process that included two phases of input and involved several pop-up meetings at community events, stakeholder meetings with athletic associations and seniors, several online questionnaires, a community open house, and input collected through a highly interactive geo-based online mapping and comment tool. HKGi's planners worked with the City to analyze all of the input collected and use that information to develop recommendations that include long-term goals and policies to guide decision-making, and initiatives that detail actions and steps needed to implement the plan. Planning for the protection, connection, and management of green infrastructure is essential for protecting natural systems and the quality of life in Dakota County. HKGi has worked with Dakota County to create a vision for an innovative greenway network, documented in the Greenway Collaborative Guidebook, which establishes a ground -breaking approach to building a county -wide greenway network. In Dakota County's network, greenways are treated as infrastructure that serves multiple public purposes, including serving transportation and recreation needs, providing habitat, conserving open space, and preserving water quality. This unique way of understanding a greenway as serving more than just a recreational function impacts the planning process and has required a high level of collaboration between HKGi, Dakota County, municipalities, other governmental agencies, and individual landowners in order to identify high quality corridors for inclusion in the network. Elk River already offers excellent facilities for activities such as mountain biking and has access to outstanding rivers and lakes. PARKS AND RECREATION SYSTEM MASTER PLAN PROPOSAL b --A 1,d I I, h,' b n li 11 II S 1: Woodland Trails Park Master Plan Elk River, Minnesota Woodland Trails features a dynamic topography encompassing forests, wetlands, and restored tall -grass prairie and also features an outstanding trail system, including a paved segment of the Great Northern Regional Trail, throughout the 427 -acre park. The park is particularly renowned for its high quality groomed cross country ski trails and draws skiers from around Central Minnesota and the Twin Cities. The park's trail system will also provide connectivity to significant destinations south towards downtown Elk River, and north to Zimmerman, Princeton, the Sherburne National Wildlife Refuge, and the Sand Dunes State Forest. The master plan expresses a community-based vision for Woodland Trails that emphasizes preservation, restoration, and interpretation of natural resources and biodiversity and also establishes the park as a four -season recreational and outdoor educational destination. HKGi conducted a statistically -valid survey as part of the planning process and also collected public comments via an Open House. Public support was high for ecological restoration and preservation and a moderate level of facility development. The Master Plan, which includes an ecological/land resources plan and implementation and phasing strategies, will provide the basis for an application to designate Woodland Trails as a Greater Minnesota Regional Park. Parks and recreation are not only a source of civic identity and pride, they also bring essential economic, environmental, and health benefits to cities and the people who live in them. With over 150 acres of city parks and open spaces, over 20 miles of trails, and significant features like the Mississippi and Crow Rivers, Otsego has a comprehensive park and recreation system, which is still growing. The Parks and Recreation Commission is seeking professional assistance to develop a comprehensive parks and recreation system master plan, which will help guide the community with solid recommendations and an implementable plan of action. Building on the system's current success and potential opportunities are important to maintaining the high quality of life experienced by Otsego residents. It is important that the system planning process responds to identified community needs and emerging trends. This includes identifying how the system needs to evolve to respond to the increased interest in walkability and active living. Addressing demographic trends, such as the needs of young families and aging residents, is also essential to the planning process. The City needs a plan that will assess the current parks and recreation system, identify the recreational opportunities citizens desire, interpret demographic and recreational trends, and provide a guide to a high performing, sustainable system for the next 20 years and beyond. The City's first Park and Recreation System Master Plan should create an implementable action plan to enhance and guide investments in parks, recreation, trails and open space in Otsego. HKGi has developed a proposed planning approach and project schedule to meet the desired outcomes identified in the RFP. The Planning Process has been organized into five broad tasks with associated sub -tasks, meetings, and deliverables identified under each phase. We are open to working with the City to revise the process as needed to ensure that the result is a plan that will best meet the needs of the community. Our approach places a high priority on the following elements. » A highly inclusive process representing the diverse interests of the community. Our proposed process will allow the community -at -large, stakeholders, city staff, and elected and appointed officials the opportunity to identify needs, shape plans for the future, and to define system -wide priorities. This will ensure the final plan is a direct reflection of community values and their related needs. » A comprehensive inventory and analysis of the existing system. Evaluation will be based on condition, usage, accessibility, and quality. The analysis will take into account national parks and recreation metrics, peer community statistics, our extensive database of regional recreation trends, and park improvement and cost information. » A comprehensive system -wide path forward. The recommendations will be based on needs, community input, and a system level thinking that will allow for a sustainable future and a comprehensive recreation experience. » Transferring the community-based vision and priorities into implementable goals and strategies.The proposed planning process integrates implementation strategies as a part of the process of defining the Plan. We believe that by directly integrating financial realities with physical planning efforts, the final plan will more readily move toward implementation. Our experience with similar issues and prioritization in many other cities will be of great help in generating effective finance and implementation tools for the Plan. OTSEGO. We will analyze National Recreation and Parks Association (NRPA) data to identify potential gaps in the system compared to similar -sized communities nation-wide.
