Call to Order.
Mayor Jessica Stockamp called the meeting to order at 8:43 PM.
Roll Call: Mayor Jessica Stockamp; Councilmembers: Vern Heidner, Jason Warehime and Cory
Tanner. Absent: Councilmember Tom Darkenwald.
Staff: Adam Flaherty, City Administrator/Finance Director; Daniel Licht, City Planner; Ron
Wagner, City Engineer, Andy MacArthur, City Attorney and Sandy Lindenfelser, Administrative
Assistant. Also present: Applicant Casey Darkenwald and John Darkenwald and Representatives
Darren Lazan, Mike Mergens and Nick Anhut, Ehlers.
1. Financial Assistance Request from Otsego Apartments, LLC.
Darren Lazan presented an overview of the project as it is today and updating the phasing plan.
Phase la will be the construction of the 82 unit apartment building along with a commercial
mini storage facility. This phase will begin no later than December 2018 with completion and
certificate of occupancy no later than April of 2020. Phase 1b which is also an 82 unit
apartment building with completion and certificate of occupancy by June, 2023. Phase 2 will be
the development of 2 commercial lots in that area. Darren further reviewed project renderings
and drawings.
CM Heidner asked if there was a plan to have an outdoor play area. Applicant Darkenwald said
this was not included in the plan at this time but there is an existing park available in the Mobile
Home Park. Mr. Lazan said it would be nice to have the Wildflower trail connected somehow.
Mayor Stockamp asked for clarification of the parking. Mr. Lazan explained that there would be
detached parking, surface parking and attached parking.
Mayor Stockamp was concerned about the fire escapes. Mr. Lazan explained that there would
be egress/ingress entrance points at the ends and in the center along with stair towers for
escape.
City of Otsego's financial consultant, Nick Anhut, Ehlers gave an explanation of the connection
fee requests, expenses that are incurred and how TIF monies will be paid off over a number of
years. Mr. Anhut said if this is a comfortable number to go with, he feels comfortable enough to
give this number to City Administrator/Finance Director Flaherty.
City Planner Licht said that the earliest the TIF agreement and the connection agreement could
go to City Council for approval would be June 25, 2018 with it going to City Planning
Commission first on June 18, 2018.
The Council concurred with the financial assistance request as presented this evening, and
directed that staff and Ehlers continue with the drafting of the respective agreements that
would be considered by the Council in June.

CM Warehime motioned to adjourn. Seconded by CM Tanner. All in favor. Motion
carried. Adjourned at 9:36 PM.
