BACKGROUND/JUSTIFICATION:
The 2018 Utility budget and capital improvement plan includes $50,000 to complete piping modifications
to support independent air distribution and operational control of the aerobic digesters. The project is
identified in the 2018 Wastewater Master Plan as "East Solids — Interim Digester Improvements".
Engineering documents including drawings and specifications were completed by Scott Schafer from AE2S
to support quote requests. Six contractors were requested quotes to complete the work; three responded
with proposals ranging from $47,600.00 to $62,552.00. Staff is recommending approval of the Magney
Construction proposal of $47,600.00 to complete the project prior to December effluent dissolved oxygen
minimum requirements.

Re: Otsego East WWTF Digester Blower Piping Improvements
Dear Mr. Neidermeier:
We propose to do the work, as described below, for Forty-seven thousand six hundred dollars
($47,600.00).
Our quotation is based on the email, and its attachments, from Kurt Neidermeier to Mark Magney on
Wednesday, May 16, 2018 at 11:02am. The material specifications were prepared by Scott Schaefer
of AE2S and are dated May 15, 2018. It consists of ten pages. The plans consist of six pages and
were prepared by Scott Schaefer of AE2S and are dated May 15, 2018. The drawings are P1
(Process Symbols and Abbreviations), P2 (Demolition Plan), P3 (Demolition Section), P4
(Improvement Plan), P5 (Improvement Section), and P6 (Improvement Section).
The work consists of removing pipe insulation, piping, fittings, and valves. New pipe, pipe fittings,
valves, and insulative coating will be installed per plans and specs. Materials that will be removed and
reused include one 4 -inch flanged butterfly valve, one 8 -inch x 6 -inch flanged DI tee, and 2 -1/2 -inch
piping and valves.
Notes
The following items are not included in the above proposal: electrical, HVAC, plumbing, engineering,
bid bond, payment and performance bonds, and permits or fees. Water, electricity and owner's rest
room facilities are to be available for our use. Work to be done during normal business hours, 7 am to
5 pm, Monday through Friday.

Blower Piping Improvements dated 5-15-18 and Gridor can do this work for the following price.
$58,400.00 -Fifty-Eight Thousand Four Hundred
This price is valid for 60 days and we assume this work will be done with in 120 days per the contract. Price includes
material, labor, taxes and equipment for a complete project based on your specifications.
Payment terms are net 30 upon completion of work with no retainage
