BACKGROUND/JUSTIFICATION:
The storm sewer near 5480 Quilley Avenue, allows the area to the north to drain to the south and east
eventually discharging into the Crow River east of Highway 101 via a series of storm sewer pipe and
natural channels. This section of storm sewer has rusted completely through and is failing. Left
unattended the pipe may collapse and cutoff drainage for the area upstream.
An existing easement exists in this area., intending to cover the existing storm sewer pipe and drainage
but the existing pipe is not located within the existing easement. It is proposed that a new easement is
obtained over the actual location of the existing pipe and placing the new pipe in the same location. A
portion of the existing easement could then be vacated back to the property owner.
A quote in the amount of $14,870.00, from Dave Perkins Contacting, Inc. was received July 12, 2013. It
had been intended to wait until next year to complete this project but with the condition of the existing
pipe Staff recommends performing the work before the coming winter contingent on obtaining the
required easement(s).
