C. •• di G� 1 Spring and summer in Otsego is a time for outdoor fun activities and public construction projects. This year the city has several road construction projects. The first project is to complete 70th Street from Maciver Avenue to County Road NoTE5 19. This project was started last summer and only needs the final layer of tar applied and should be done this spring after the frost is out. This is a joint project from the between the city of Albertville and the city of Otsego as this is a border road. The MAYOR next project is to construct 75`h Street from Odean Avenue to Ohland Avenue. This is a new portion of road which will greatly improve traffic flow in the area and address some public safety issues. Municipal State Aid money will help pay for this project. The last city project is Quantrelle Avenue south of 101 Market. 1 IIIIMIIIIN This will be reconstructed with sewer and water and will extend to the summer by Mayor Larry Fournier park. The Minnesota Department of Transportation will finally complete R�. - p the 101 project when the County Road 39 interchange is done late this summer. Otsego Clean Up May is Otsego's clean up month. As in the past, for the entire month of May, you will be able to take one load of your trash to the landfill on Highway 169 in Elk River. The city of Otsego will provide you with a voucher which covers the cost of dumping at the landfill. Have a great spring!.�.., �— i Water and sewer utility rates reformulated By Gary Groen Residents with municipal sewer and water will notice a change on their March bill. The • current user rates for the water system were not increased, but the city did split the billing ommo MEM into a base charge and a volume charge. The water rate will continue at the rate of$1.50 T per thousand gallons of actual water used(volume charge) and the base charge will be$3 per month per residential equivalent(fixed charge). The prior water utility rate was$6 for the first two thousand gallons used. The effect of the change is NO INCREASE in the water rates. 6The city split the sewer billing into a base charge and a volume charge also. The sewer rate will be$5.00 per thousand gallons of actual water used(volume charge) and the base charge will be$3 per month per residential equivalent(fixed charge). The prior sewer 6 utility rate was $9 for the first two thousand gallons used. The sewer utility bill for two II thousand gallons will now be$13 rather than$9, an INCREASE of$4 per month. The city reviews the operating costs of the water and sewer utility and reviews the user 6 rates on an annual basis as part of the ongoing financial management of the city.The purpose of this review is to ensure the user rates are sufficient to finance the cost of operating the systems and the cost of the long-term repair and maintenance of the systems. The sewer 6 increase was needed to balance operating and maintenance costs. No general tax money is used for the municipal water and sewer system. It is self-sustaining, There will soon be required repair and maintenance costs for the first lift stations of the 6 system that were installed in 1999. It was determined that the user rates not only need to cover the annual cost of operations but must also provide monies for scheduled future maintenance of the system. The sewer rate for each residence is established based on the average usage for December through February each year. Users that do not have a usage history for these • :'°.e"" s three months will pay a $32 charge per month until the usage history is established(this is an average user's sewer billing). The volume charge for nonresidential users will be billed monthly based on actual usage. The base charge will be computed based on the number of residential equivalent charges times the$3 base charge. The volume rates and the base charge rates for water and sewer are the same as the residential rates. 110.0, Please call the Otsego Utility Billing Department at 441-2310 if you have any questions it Cleaning up Otsego since 1990 1 • ori a: By Jacquie Rognli la In the spring of 1990, Otsego Township supervisors Norman Freske, ' Doug Lindenfelser and Floyd Roden decided as a town board to hold I`19 Otsego's first clean-up day. " Freske, who would became Otsego's first mayor later that year,recalls that they had heard about other communities holding a clean up day and thought they'd give it a try.The maintenance department continually needed to pick up tires and home appliances that people would dump in the township's ditches so they were paying for clean up anyway. "We wanted to help the citizens of Otsego,"said Freske. "Something had to be done. We'd see people dump dishwashers, washing machines and mainly tires." Freske recalls following a car that had stopped on the side of the road.By the time he got to that spot,there were tires in the ditch that weren't there before. He was unable to catch the guy,but that convinced him they had to do something, Otsego Township held its first Clean-up Day on a rainy Saturday,May 5, 1990 at the Town Hall. All of the Township Board, staff and most of their spouses volunteered for the morning to direct people and unload junk in the mud. One roll off and one appliance truck had been ordered to handle the drop offs.No fees were charged. "We had no idea how big it got,"said Freske. They were overwhelmed with the response. Vehicles were waiting an hour before hand and lined up almost a mile on County Road 39 east of Town Hall all the way to the cemetery. The junk wouldn't fit in the single roll off and there were more appliances than a truck could handle. It took more than a week to get all of the stuff hauled away from behind the Town Hall. There were 398 recyclers that day. The city of Otsego continued the Clean-up Day tradition,but was more prepared for the response in following years.More volunteers were recruited and more roll-offs and trucks were ordered.The day continued tobe popular with residents. In 1994,the city was able to get a rebate from Wright County for recycling and the continued use of volunteers helped keep the cost down. It was a huge undertaking every May. It was not an easy decision for them since Larry has lived in Otsego his whole life except for time spent in service in the Navy. The couple �: ..;. built their house 40 years ago and raised three boys in their Otsego home. They : 411f • have enjoyed visits here from their five grandchildren. Larry and Phyllis met while he was home on leave from the Navy. They had p both attended St. Michael Catholic High School, although they didn't get together until later. Larry recalled that they attended dances that were held every Saturday night in St. Michael and Rogers. After they married, they lived in Pearl Harbor,HI while he was stationed there. "Phyllis wanted to come back ' to Minnesota, so we ended up right back where we started." '' The couple rented the family farmhouse from his father, Lawrence Fournier, while their new home was being built in 1968. It was the farmhouse where he, his four brothers and two sisters grew up on Mason Avenue. As children, they , iwould do chores, feeding the beef cows before walking down the quarter-mile driveway to wait for the school bus. Norman F. Freske was the city's first mayor from 1990 to 1996. Fournier's third mayoral term would have concluded at the end of 2008. He had planned to run for a fourth term before his plans to move. Before becoming Otsego's mayor, Larry Fournier served on the Otsego City Council for six years and on the Otsego Township and Otsego City Planning commissions for 12 years before that.
