ITEM 3.1ITEM 3.1 OTSEGO PARKS AND RECREATION Prairie Center March 20, 2018 7:00 PM Call to Order. Chair Angie Dehn called the meeting to order at 7:00 PM. Roll Call: Chair Angie Dehn; Commissioners: Angela Hilde, Kitty Baltos, Doug Cassady, Derrick Stark, Jim Breitbach, Cara Husak and Travis Rittenbach. City Council: Mayor Jessica Stockamp. Staff: Ross Demant, Parks and Recreation Director, Pat Launderville, Parks Maintenance Foreman, Nick Jacobs, Parks Maintenance II and Connie Schwecke, Administrative Assistant 1. Open Forum. 2. Consider Agenda Approval. Commissioner Hilde motioned to approve the agenda. Seconded by Commissioner Breitbach. All in favor. Motion carried. 3. Consider Meeting Minutes. 3.1 February 20, 2018 Regular Meeting Minutes. Commissioner Baltos motioned to recommend to the City Council to approve the regular meeting minutes as written. Seconded by Chair Dehn. All in favor. Motion carried. 4. Unfinished Business. 4.1 Splash Pad Repair. Parks and Recreation Director Demant and Parks Maintenance Foreman Launderville presented. Demant reviewed the history of maintenance and repairs for the splash pad. Launderville explained how the splash pad operates and the system needed to repair it. Demant stated that the estimated costs of repairs would not exceed $10,000. After discussion, the commissioners agreed to postpone the repairs until September. Commissioner Hilde motioned to recommend to the City Council to support waiting until fall for the splash pad repairs. Seconded by Commissioner Rittenbach . All in favor. Motioned carried. 5. New Business. 5.1 Election of Officers. Chair Dehn asked for nominations for chair. Commissioner Cassady nominated Angie Dehn for chair. No other nominations were voiced. Chair Dehn asked for a voice vote. ITEM 3.1 The vote was unanimous, as a matter of record, Angie Dehn was elected chair. Chair Dehn asked for nominations for vice chair. Commisioner Breitbach nominated Commissioner Stark for Vice Chair and no other nominations were voiced. Chair Dehn asked for a voice vote. The vote was unanimous, as a matter of record, Derrick Stark was elected vice chair. 6. Parks and Recreation Director Update. Parks and Recreation Director Demant updated the commissioners on the following park developments; Carrick Waterfront Park, Norin Landing and Lefebvre Creek. Park Maintenance II Jacobs presented the following park projects; Rain barrel program, gravel tree bed garden, pollinator gardens and edible gardens. 7. City Council Reports. Chair Angie Dehn called the special meeting to order at 5:30 PM. Roll Call: Chair Angie Dehn; Commissioners: Angela Hilde, Kitty Baltos, Doug Cassady, Derrick Stark, Jim Breitbach and Cara Husak. Absent: Commissioner Travis Rittenbach City Council: Mayor Jessica Stockamp. Staff: Ross Demant, Parks and Recreation Director, Nick Jacobs, Parks Maintenance II, Amy Stemler, Recreation Lead Instructor and Connie Schwecke, Administrative Assistant 1. Otsego Parks and Recreation System Master Plan Proposal Interviews Parks and Recreation Director Demant introduced the three firms who presented their Parks and Recreation Master Plan Proposals; Jeff Feulner and Eva Kelly from WSB, Ken Grieschaber, Sean Jergens and Stewart Crosby from SRF and Paul Paige and Gabrielle Grinde from HKGI. Each firm presented was interviewed by the Parks and Recreation Commissioners, the City Council liaison and city staff. After discussion, the commissioners decided to table a recommendation to the City Council until the May Parks and Recreation Commission Meeting to review the proposals and contact references. Commissioner Hilde motioned to table the recommendation until the May Commission Meeting. Seconded by Commissioner Husak . All in favor. Motioned carried. 2. Adjourn. Chair Angie Dehn called the special meeting to order at 5:30 PM. Roll Call: Chair Angie Dehn; Commissioners: Angela Hilde, Kitty Baltos, Travis Rittenbach, Derrick Stark, Jim Breitbach and Cara Husak. Absent: Commissioner Doug Cassady City Council: Mayor Jessica Stockamp. Staff: Ross Demant, Parks and Recreation Director, Dan Licht, City Planner, Nick Jacobs, Parks Maintenance II, and Connie Schwecke, Administrative Assistant 1. Eagle Scout Project. Parks and Recreation Director Demant introduced Isaac Mize who is a Boy Scout in Otsego Pack 90. Mr. Mize presented his project called Otsego Heroes Memorial which will in the initial design consist of 458 engraved pavers in the memorial garden at Prairie Park. After discussion, the commissioners approved of proceeding with his project. Commissioner Baltos motioned to recommend to the City Council approval of the Otsego Heroes Memorial Eagle Scout Project. Seconded by Commissioner Dehn. All in favor. Motioned carried. 2. Otsego Parks and Recreation System Master Plan Proposal. Parks and Recreation Director Demant reviewed the proposals of the two firms; WSB and HKGI who were interviewed at the April commission meeting. After discussion, the commissioners commented that they had received favorable recommendations from other cities who used both firms but agreed they wanted to proceed with HKGI in development of the System Master Plan. Commissioner Husak motioned to recommend to the City Council the firm HKGI for development of the Otsego Parks and Recreation System Master Plan. Seconded by Commissioner Hilde. All in favor. Motioned carried. 2. Adjourn. Chair Dehn motioned to adjourn. Seconded by Commissioner Breitbach. All in favor. Motion carried. Adjourned at 5:59pm.
