ITEM 3.2B 6.11.2018 MinutesITEM 3.26 OTSEGO CITY COUNCIL MEETING OTSEGO PRAIRIE CENTER JUNE 11, 2018 Call to Order. Mayor Stockamp called the meeting to order at 7:02 PM. Roll Call: Mayor Jessica Stockamp; Councilmembers: Vern Heidner, Corey Tanner, Tom Darkenwald and Jason Warehime. Staff: Adam Flaherty, City Administrator/Finance Director; Liz Stockman, Associate Planner; Andy MacArthur, City Attorney; Ron Wagner, City Engineer and Tami Loff, City Clerk. Pledge of Allegiance: Mayor Stockamp led in the Pledge of Allegiance. 1. Open Forum. Michael Kaczmarek stated he is running for Wright County Sheriff this election and introduced himself to the City Council. Stewart Turnquist, 11020 95th Street NE, said he lives near Riverwood Conference Center. He updated the City Council on a trespassing and theft that occurred at his property last weekend. This has been reported to the Sheriff's Department; this is for info only. State Representative Eric Lucero gave an update on the recently completed legislative session. 2. Consider Agenda Approval. City Administrator/Finance Director Flaherty said an additional summary for Item 6.1 was distributed at the dais this evening. CM Heidner motioned to approve as amended. Seconded by CM Tanner. All in favor. Motion carried. 3. Consent Agenda. (Non -controversial items). 3.1 Approve Claims List. 3.2 Approve City Council Meeting Minutes. A. May 29, 2018 Special Meeting, B. May 29, 2018 Meeting_ 3.3 Approve City Council Special Pay for May. 3.4 Approve 2018 Liquor License Renewals. 3.5 Approve Pay Request #2 for Lefebvre Creek Park. 3.6 Approve Quote for Digester Piping Modification. 3.7 Adopt Resolution 2018-39 Adopting CAFR. 3.8 Approve Fund Balance Policy Transfer. 3.9 Motion to Call a Special Meeting for Sanitary Sewer Project Review. 3.10 Adopt Resolution 2018-40 Appointing Election Judges for the 2018 Primary and General Elections. 3.11 Accept Leave of Absence from Planning Commissioner. CM Heidner motioned to approve. Seconded by CM Tanner. All in favor. Motion carried. 4. Public Hearing: 4.1 Pleasant Creek Farms 5th Addition Vacation of Easement. A. Comments by Associate City Planner. Page 1 of 3 B. Mayor to open the Public Hearing. C. Close the Public Hearing. D. Approve Resolution 2018-41 Vacating Drainage and Utility Easement. Associate Planner Liz Stockman presented the staff report. Mayor Stockamp opened the Public Hearing at 7:35 PM. Applicant Josh Metzer, Lennar, thanked the City Council for consideration and staff for their support. Hearing no other comments Mayor Stockamp closed the Public Hearing at 7:36 PM. CM Darkenwald motioned to adopt Resolution 2018-41 and approve building plans and the final plat for Pleasant Creek Farms St" Addition subject to the conditions outlined in the Findings of Fact and Decision as presented. Seconded by CM Heidner. All in favor. Motion carried. 5. Community Development: 5.1 Riverplace 4th Addition Final Plat. Associate Planner Stockman presented the staff report. CM Warehime motioned to approve site and building plans and the final plat of Riverplace 4t" Addition subject to the conditions outlined in the findings of fact as presented. Seconded by CM Heidner. All in favor. Motion carried. 6. Administration: 6.1 Consider Resolution 2018-42 Aaprovinq the Issuance and Sale of General Obliqation Improvement Bonds, Series 2018. City Administrator/Finance Director Flaherty said the City is revisiting the bond issue being recommended as the funding source for the Mississippi Shores Reconstruction Project and the Kadler Avenue and 73rd Street Construction Project. Jessica Green, Northland Securities, presented the bond proposals; she also congratulated the City on their upgrade from AA rating to AA+. The City Council thanked City staff. CM Darkenwald motioned to approve Resolution 2018-42 Providing for the Issuance and Sale of General Obligation Improvement Bonds, Series 2018A. Seconded by CM Warehime. All in favor. Motion carried. 7. Parks and Recreation: 7.1 Eagle Scout Project. This is a follow up from the last meeting. Parks and Recreation Director Ross Demant presented the staff report which outlined the proposed Veterans Memorial Project. CM Darkenwald asked the City Attorney if we should adopt the Resolution first before the Ordinance. City Attorney MacArthur said yes. Mayor Stockamp said in 5-4-3 E of the proposed amended Park Donation Policy it stated the City provides no warranty. How would it be handled if something were to happen to the paver. Parks and Recreation Director Demant said that City would keep track and could notify the purchaser of that paver. CM Darkenwald motioned to approve the Otsego Prairie Park Veteran's Memorial Project and Resolution 2018-43 amending the Park Donation Policy to include provisions relate the Prairie Park Veterans Memorial. Seconded by CM Heidner. All in favor. Seconded by CM Heidner. All in favor. Motion carried. 8. Annual Stormwater Pollution Prevention Plan Meeting: 8.1 SWPPP: A. City Engineer Presentation. B. Public Comments. City Engineer Wagner presented the annual report. Mayor Stockamp opened for public comments at 8:06 PM. There were no public comments. 9. City Council Reports and Updates. No items. 10. Staff Reports and Updates. City Administrator/Finance Director Flaherty said he wanted to confirm the special meeting for Fire Study Review on July 16 at 5:30 PM. CM Heidner motioned to call a Special Meeting on July 16, 2018 at 5:30 PM for the Fire Study Review at Prairie Center. Seconded by CM Darkenwald. All in favor. Motion carried. City Administrator/Finance Director Flaherty said the City received the Preliminary 2017 Population and Household Estimates. The City of Otsego total population is 16,605 and 5,787 total number of households. City Administrator/Finance Director Flaherty to check on data provided by the state demographer. 11. Adjourn.
