Vol 1 #2 March TOWN OF OTSEGO WRIGHT CO MINN NEWSLETTER VOL 1 - NO 2 • • , SPECIAL Town rnEETMG POSSIBLE GOVERIIITIEi1TAL REORGAflIZATI011 As a community of approximately 6,000 residents, Otsego is the second largest local governmental unit within Wright County. Although Otsego is larger and faces similar problems of other communities, not only in Wright County as well as the State of Minnesota, it lacks direct local control and also is hampered in it's ability to respond to problems and concerns due to its Town status. As both an agricultural community and a developing sub-urban residential area, Otsego is facing a growing number of problems. Preservation of agricultural areas, potential ground water pollution in urban areas, storm drainage control, street system condition and completion, property maintenance and the like are all examples of the increasing number of issues being confronted. The Town Board has been concerned with these growing problems for a long period of time and has been attempting to resolve these issues as bast as possible with the limited means presently available to a township form of government. The point has now been reached, however, where local officials are questioning whether a possible change to a more localized and direct community control with increased local powers for Otsego offers a better form of local government to address citizens' needs and community concerns. As a result of this situation, a special two hour Town Meeting has been called for March 8, 1990 at 8:00 PM at the Elk River High School Commons Area ( Enter doors "B" or "C" on the West side off-of School Street. - Address is 900 School Street), to consider this governmental organization matter further. The meeting will provide Town residents with a background and description of the problems being faced, a review of legal issues, an outline of possible non-local, revenue benefits, and a listing of governmental reorganization alternatives. Also included in the background presentation will be an analysis of property tax implications. Based upon the information provided, the issue of governmental reorganization will be discussed by residents and Town Officials. Questions will also be answered to the extent possible. Following this discussion, Town residents will be asked to vote on a position concerning the direction of the community's governmental reorganization.
