ITEM 3.2B 6.25.2018 MinutesITEM 3.26 OTSEGO CITY COUNCIL MEETING OTSEGO PRAIRIE CENTER JUNE 25, 2018 Call to Order. Mayor Stockamp called the meeting to order at 7:02 PM. Roll Call: Mayor Jessica Stockamp; Councilmembers: Vern Heidner, Corey Tanner and Jason Warehime. Absent: Councilmember Tom Darkenwald. Staff: Adam Flaherty, City Administrator/Finance Director; Daniel Licht, City Planner; Ron Wagner, City Engineer and Tami Loff, City Clerk. Pledge of Allegiance: Mayor Stockamp led in the Pledge of Allegiance. 1. Open Forum. Special Presentation: John Cunningham; The City Council thanked John Cunningham for his service and dedication to the City of Otsego as Elk River Fire Chief and presented a plaque of appreciation. Other: City Planner Licht announced at open forum that the Public Hearing for Riverbend North has been closed in accordance to the state law and no further comment will be allowed from the public. He said that Riverbend North is not on the agenda tonight and possibly will be on the July 9th meeting agenda. The following residents spoke on concern with the Riverbend North project related to traffic and speed: Sam Virginia, 7716 NE River Road. Brad Gerberding, 7746 NE River Road. Michelle Virginia, 7716 NE River Road. Jason Dearing, 7340 Quigley Avenue NE. Nicole Smith, 7415 Queens Avenue NE. Robert Brennan, 7690 NE River Road. Lindsay Sillman, 7592 NE River Road. Brianna Collins, 7080 NE River Road. Erin Olson, 16545 74th Street NE. Tyler Dekarske, 7481 Queens Avenue NE. Arnold Clark, 7592 NE River Road. The residents also questioned the noticing requirements in which City Planner Licht explained that the state statute requires notice to parcels within 350 feet of the proposed development property. He further explained the public hearing notice is published in the Star News and is posted on the City website. 2. Consider Agenda Approval. CM Heidner motioned to approve as written. Community Development: City Planner Licht presented the staff report. Resident Michael Stanga, 16638 74,n Street, asked for clarification on the sign. CM Warehime motioned to adopt Resolution 2018-44 releasing the Wildflower Meadows Condominium Association from certain maintenance requirements within the recorded developers agreement and condition of approval of Wildflower Meadows. Seconded by CM Tanner. All in favor. Motion carried 4-0. 5. City Council Reports and Updates. 5.1 Commission Liaison Updates. A. Heritage Preservation Commission Liaison CM Tanner. CM Tanner said the Commissioners continue to work on the Otsego Prairie Festival prep work and archiving. B. Parks & Recreation Commission Liaison Mayor StockaM. Mayor Stockamp said the last meeting was held at Northwood Park and that the Commission is still working on the Master Plan. C. Planning Commission Liaison CM Heidner. CM Heidner gave an update on the last Planning Commission meeting. D. Public Safety Commission Liaison CM Warehime. CM Warehime said the Commissioners held the Adopt -A -Street road clean-up of Nashua Avenue before their last meeting. He also said that the Riverwood extended stay came up for discussion again. City Clerk Loff to send invite to the Public Safety Commissioners for the July 16 Special Meeting to review the Fire Study at 5:30 PM. 6. Staff Reports and Updates. City Administrator/Finance Director Flaherty reminded the City Council of future special meetings. City Clerk Loff stated she is in need of additional election judges for the November 6 General Elections at Precinct 2A-3.
