ORDINANCE NO. 92.01 Amending Ord. 90.02.1
The City Council of the City of Otsego ordains the following:
AMENDMENT OF ORDINANCE NO. 90-2.1.
Section 1. Otsego Ordinance No. 90-2.1 is amended to read as
follows:
SECTION I. ESTABLISHMENT AND MEMBERSHIP.
A City Planning Commission is hereby established. The
Planning Commission shall consist of 7 members, all of whom
are appointed by the City Council. The terms of each member
of the Planning Commission shall be four (4) years. All
members shall hold their respective offices until their
successors are appointed and qualified. The City Council shall
also appoint one of its members as an ex officio member of the
City Planning Commission who shall attend Planning Commission
meetings and act as a liaison between the City Council and the
Planning Commission. The City Council shall also appoint one
alternate member from time to time who shall assume any
vacancy occurring during said alternates period of
appointment. The alternate shall attend all regular and
special meetings of the City Planning Commission and shall act
as a replacement at any specific meeting in the event of the
absence, for whatever reason, of any regularly appointed
member of the Commission. Any other vacancies occurring
during the term shall be filled by appointment by the City
Council and shall run until the term expires.
SECTION 2. MEETINGS, OFFICERS AND PROCEDURES.
The Commission shall establish regular meeting dates and shall
hold at least one regular meeting every first and third
Wednesday of each month. Special meetings may be called by
the Chairman or by any 2 members of the Commission upon 3 days
written notice to all members. The Commission shall establish
and adopt rules of procedure as necessary.
SECTION 4. FUNCTION, DUTIES.
The Planning Commission shall meet regularly pursuant to this
ordinance, shall hold public hearings when required by City
Ordinance or any other applicable law, and it, or the City
Council, may, at their discretion, initiate any additional
hearing they deem necessary.
The Planning Commission shall have such duties as assigned in
this Ordinance, in other city ordinances, and in State

The City Council of Otsego ordains the following:
SECTION 1. ESTABLISHMENT AND MEMBERSHIP.

Planning Commission shall consist of 7 members, all of whom
are appointed by the City Council. The terms of each member of
the Planning Commission shall be years (Same As presently exist)
Until the first City Council Meeting of 1991.
All members shall hold their respective offices until
their successors are appointed and qualified. Vacancies during
the term shall be filled by appointment by the City Council and
shall run until the term expires.
SECTION 2. MEETINGS, OFFICERS AND PROCEDURES.
The Commission shall establish regular meeting dates and
shall hold at least one regular meeting 1st Thurs. of every Mo.
Special meetings may be called by any / membs�a of the em rs.
Commission upon 3 days written notice to all members. The
Commission shall establish rules of procedure as necessary.
SECTION 3. REMOVAL.
Any commission member may be removed prior to the end of the
term only by a 4/5 vote of the full City Council.
SECTION 4. DUTIES.
The Commission shall have such duties as assigned in this
ordinance, in other city ordinances relating to planning and
zoning and subdivision regulations, and in State Statutes, and

Statutes, and shall act in an advisory capacity to the City
Council in all such matters.
The Planning Commission shall transmit recommendations, to the
City Council on all matters which it considers. If such
matter involves a decision regarding application of a City
Ordinance the Planning Commission shall transmit to the
Council specific and particularized information regarding the
basis for such recommendation and the information which was
considered in arriving at such recommendation.
SECTION S. MEETINGS.
Meetings shall be held at least twice per month on every first
and third Wednesday, as called by the Chairman or members, or
as set by the Council. A majority, which is defined to
include the designated alternate when said alternate is acting
as a regular Commission member pursuant to this Ordinance,
shall constitute a quorum. Minutes of each meeting shall be
kept and provided to the Council.
SECTION 6. COMPENSATION.
As compensation for services rendered as a member of the
Planning Commission, each member and the designated alternate
shall receive $20.00 for attendance at each regularly
scheduled or special meeting of the Commission, plus $10.00
for each site inspection.
SECTION 7. RECORDS.
The Zoning Administrator shall provide for permanent records
of the Planning Commission proceedings, which shall include
minutes of its meeting, its finding of fact, recommendations,
and the action taken on each matter which it considers.
SECTION S. EFFECTIVE DATE.
The Ordinance shall be effective from and after its passage
and publication according to law.

according to law.
