forfeited parcel for storm water drainage purposes.

BACKGROUND/JUSTIFICATION:
The City has received a letter dated June 12, 2018 from the Wright County Auditor/Treasurer Department
with a listing of tax forfeited parcels within the City. The City has sixty (60) days from the date of said notice
to either approve the parcels for public auction or to request a sale or conveyance to the City.
Within Minnesota Statute §282.01, the City has the authority to acquire tax forfeited parcels at market
value, as determined by the County Board, as long as the City has a public purpose for the acquisition.
City staff has reviewed the listing of tax forfeited parcels, which included five parcels within the City. After
review, City staff is recommending the City acquire parcel 118-221-000010 for storm water drainage
purposes. This parcel is Outlot A within Arbor Creek 3rd Addition.
The Wright County Board has placed a value of $100 on this parcel.

Dear Mr. Flaherty,
Enclosed is a classification listing of non -conservation land located within Wright County.
The parcel(s) described in the listing forfeited to the State of Minnesota for non-payment of
property taxes.
As required under Minn. Stat. § 282.01, we request that you approve the parcel(s) in your
City/Township for public auction or auction to adjacent owners. Alternatively, you may
request a sale or conveyance to your City/Township.
We require a certified copy of the City/Township Board Resolution authorizing any action
taken to be mailed to this office.
Special assessments that were levied before the forfeiture do not need to be certified to this
office. They were canceled at the time of forfeiture, however, will be distributed, with the
June distribution, following the sale of the property. Special assessments that are levied after
the forfeiture should be certified to this office, and they will be added to the minimum bid
price and will also be distributed with the June distribution after the sale of the property.
Please be advised: if the City/Township does not respond within sixty (60) days of the date
of this letter, approval of the classification and sale will be assumed.

PROVIDING NOTICE TO ACQUIRE
A CERTAIN TAX FORFEITED PARCEL
WHEREAS, the City has received notice dated June 12, 2018 from the Wright County Auditor/Treasurer
Department of tax forfeited parcels located within the City of Otsego; and
WHEREAS, Minnesota Statute §282.01 provides the ability for the City to acquire tax forfeited parcels for
any public purpose at market value as determined by the County Board; and
WHEREAS, the City has sixty (60) days from the date of said notice to exercise first option to acquire the
tax forfeited parcels; and
WHEREAS, City staff has reviewed the tax forfeited parcels and is providing recommendation that the City
acquire parcel 118-221-000010 for storm water drainage purposes.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OTSEGO,
MINNESOTA:
That the tax forfeited parcel 118-22 1-0000 10, Outlot A of Arbor Creek 3rd Addition shall be acquired
by the City of Otsego pursuant to Minnesota Statute §282.01, subd. la. (b).
ADOPTED by the Otsego City Council this 23rd day of July, 2018.
