OTSEGO CITY COUNCIL SPECIAL MEETING
OTSEGO PRAIRIE CENTER
JULY 23, 2018
Call to Order.
Mayor Stockamp called the meeting to order at 10:03PM.
Roll Call: Mayor Jessica Stockamp; Councilmembers: Tom Darkenwald, Jason Warehime and
Corey Tanner. Absent Councilmember Vern Heidner. Staff: Adam Flaherty, City Administrator/
Finance Director; Daniel Licht, City Planner; Ron Wagner, City Engineer; Kurt Neidermeier,
Utility Manager. Also present Scott Schaeffer, AE2S.
1. Wastewater Master Plan- Infrastructure Implementation.
Scott Schaeffer with Advanced Engineering and Environmental Services, Inc. (AE2S) distributed
a handout consisting of Powerpoint slides. Scott then proceeded to review the Powerpoint
presentation. City Administrator/Finance Director Flaherty assisted in the presentation, covering
the financial considerations slides.
Mayor Stockamp asked whether the faulty meter that was discovered had any effect on how the
City has been treating the biosolids. Scott Schaefer and Utility Manager Neidermeier concurred
that operations and treatment would have not been affected by the meter, rather the meter
merely provides data.
Councilmember Darkenwald asked that if the East Solids Phase 1 project was to be completed,
would the treatment facility then have equal capacity for both liquid and solids treatment. Scott
Schaefer confirmed this assumption.
Utility Manger Neidermeier reviewed the procedures followed when an odor complaint is
received. He further commented that will all of the development that has been approved, and
with additional development known by City staff to be in the planning stages, he stated that he
feels it to be important for the City to keep on track with planning steps from the Wastewater
Master Plan.
City Administrator/Finance Director Flaherty commented that Scott Schaefer is looking for
direction on proceeding towards a Dewatering Pilot Test. The City Council concurred on moving
in this direction. Scott Schaefer and staff to work on a quote for future Council consideration.

CM Darkenwald motioned to adjourn. Seconded by CM Warehime. All in favor.
Motion carried 4-0. The meeting adjourned at 10:47PM.
