07-30-18 Special City Council MinutesOTSEGO CITY COUNCIL SPECIAL MEETING OTSEGO PRAIRIE CENTER JULY 30, 2018 6:00 PM Call to Order. Mayor Stockamp called the meeting to order at 6:02 PM. Roll Call: Mayor Jessica Stockamp; Councilmembers: Vern Heidner, Tom Darkenwald, Jason Warehime and Corey Tanner. Staff: Adam Flaherty, City Administrator/Finance Director; Kevin Lamson, Street Operations Manager and Tami Loff, City Clerk. Also present: Eric Bullen, Albertville Fire Chief; Brad Feist, Rogers Fire Chief; Aaron Surrant, Elk River Acting Fire Chief and Tate Mills, State Fire Marshal's Office. 1. Fire Study. BeaconGlS Consultant Robert McNally was conference called in for this portion of the meeting. This meeting is a follow up from July 16; the City Council was able to ask for clarifications on items outlined in the fire study findings for Otsego after they were able to review the study in its entirety. The service providers were present and gave their feedback on the findings. City staff was directed to work with BeaconGlS to address the minor changes into the final report and to determine an appropriate timeline for the final report to be reviewed and approved by the City Council. City Administrator/Finance Director Flaherty was directed to determine the financial implications of the boundary change recommendation within the draft report. 2. 2019 Budget Discussion. City Administrator/Finance Director Flaherty reviewed the material as outlined in the staff report. The City Council concurred with the assumptions in the draft budget and with the budgeted revenues as presented. City Administrator/Finance Director Flaherty reviewed the department expenditures which included City Council; City Hall & Public Works Building; Old Township Site; Streets; Street Lights; Fleet Management; Police Services; Public Safety Commission; Fire Protection and Emergency Management. Street Operations Manager Lamson was present for questions related to his department. The City Council concurred with the department budgets presented, and requested no changes at this time.The City Council concurred with the preliminary property tax levy as presented. The next budget meeting is scheduled for August 13th, 2018. 3. Adjourn. CM Darkenwald motioned to adjourn. Seconded by CM Warehime. All in favor. Motion carried. The meeting adjourned at 9:06 PM.
