Drake O’Neill’s Irish American Pub has opened at 9125 Quaday Avenue NE, Suite 108. Bury Companies – construction is underway on a steel fabrication building in the newly approved Bury Industrial Park. Rockwoods Bar and Grill celebrated its 15th year anniversary in May. Prairie View School – construction is underway on an additional classroom wing and an additional gymnasium. These additions are expected to be complete for the 2019-20 school year. ADDRESS DISPLAY To aid fire, police and medical responders, residents are reminded that all properties in the City are required by the City Code to display address numbers on the principal building. If you have painted or resided your home, please be sure to reinstall the address numbers. Address numbers must be at least four inches high and be a contrasting or preferably reflective material and color. CAMPAIGN SIGNS Minnesota law makes allowance for property owners to display campaign signs within their property from June 29 to November 16 this year. Signs are not regulated for area or height during this period but must be within private property and not located within boulevard. Signs must be set back at least 16 feet from the back of curb or edge of pavement along local streets or behind a sidewalk or trail so as not to encroach into public rights-of-way. Streets Department staff will remove any sign located within the public right-of-way as part of regular maintenance schedules. There are approximately 180 ponds and 730 wetlands in Otsego. Some residents may find it difficult to determine the difference between the two; it is important to understand that each type is afforded a different type of protection, easement, city ordinance and state law. Constructed ponds are known as stormwater ponds and have evenly graded side slopes. Stormwater from the street is typically routed through the storm sewer to constructed ponds before reaching the wetland. Wetlands tend to have more natural looking features. Can I do anything with my wetland or buffer? Wetlands are a great natural resource for protecting wildlife and maintaining water quality. Wetlands are protected under the Minnesota Rule known as the “Wetland Conservation Act” which prohibits the placement of fill or any other material and excavation of soil. Buffers around wetlands are 20’ wide and cannot be sodded, landscaped, or mowed. It is intended as an area of dense grass that filters nutrients, including phosphorus, and protects the wetland from erosion. Buffers may not be used for the location of play sets or storage objects and also must not be used for disposal of grass clippings or leaves. Grass and leaves are high in phosphorus, which is a food source for algae. Residents can help to reduce surplus phosphorus by reducing the use of fertilizer and not overwatering. Who maintains the wetland or pond? Residents are responsible for maintaining the appearance of wetlands which means keeping them free of trash, leaves, grass clippings and unsightly clutter. Grass clippings or compost piles placed within wetland buffers and ponding areas are considered filling of volume needed for rate control. The City monitors and maintains all drainage areas, which may include removal of anything obstructing the flow. Please contact the City Engineer if you are planning on any alterations or improvements to an area that is a wetland/pond or that abuts one. How do I maintain a healthy wetland buffer? Proper disposal of grass clippings and leaves is important, as is the control of noxious weeds. If you notice weeds within your no-mow zone, you may spray for noxious weeds within the wetland buffer. Noxious weeds are defined by the Minnesota Dept. of Agriculture on their website, which includes clear pictures and descriptions to aid in identification. Proper management of yard areas adjacent to wetland buffers aids in the health of wetlands. Mowing lawns frequently and allowing the grass clippings to remain aids in the health of a lawn by shading the soil surface and reducing moisture loss due to evaporation. Many property owners collect grass clippings for fear that the clippings contribute to thatch production. This fear is unwarranted because grass clippings decompose rapidly and contribute very little to thatch accumulation. Only clippings from overgrown lawns, with clippings longer than an inch, should be bagged, raked up or cut twice so that they don’t smother the grass beneath. Collected lawn waste should be composted or recycled. As of January 1, 1992, it is illegal to dispose of lawn clippings with household waste in the State of Minnesota. Not only does this greatly increase the cost of waste disposal, but also packs landfills with valuable organic materials that are 100 percent recyclable. The City of Albertville allows the residents of Otsego to use their compost site located off of MacIver Avenue NE; a permit can be obtained at Otsego City Hall. A skimmer structure such as the one pictured above would usually signify that the pond is a storm water pond and not a wetland. THE OLD IRON BRIDGE (Heuring Family—Otsego, MN cont.) The old iron bridge, built over the Mississippi River in 1906, connected Elk River to Otsego. But the bridge brought the two communities together before it ever stretched its iron trusses over the Mississippi River. Before 1906, a ferry carried passengers across the river. Ferry crossings were inconsistent, and crossing on foot over the local ford was dangerous. The Elk River and Otsego townships began planning for the bridge in the 1880s, a campaign that lasted nearly 25 years. The bridge had to be high enough for steam boats to pass up the river uninterrupted. The span had to be wide enough for the Mississippi and Rum River Boom Company to float rafts of timber down the river. Finally, in 1905, a committee of Otsego and Elk River city officials filed a bridge proposal and construction plans at the Engineering News office in Chicago, Illinois (pictured below). One year and $24,000 dollars later, an iron bridge two hundred and twenty-six feet long connected the river banks. Vehicles and pedestrians could now cross, thirty-five feet above the Mississippi waters. Six iron plates displayed the names of the County Commissioners from Wright and Sherburne counties, the Mayor of Elk River Village, the bridge designer, and the contractor. G. D. Heuring was Chairman of the Otsego Board of Supervisors in 1890 and 1906. The Heuring name is preserved both within the history of the Otsego farming community and on the plates of the old bridge (pictured bottom left). In 1984, the City of Elk River demolished the bridge and salvaged the iron plates. The following year, the Parrish Avenue bridge took its place. Otsego’s Parks and Recreation System Master Plan will be a planning document that the City will use to determine future investments and operations decisions. The plan will take a look at and respond to the community’s demographics, changing trends, and increasing growth and development. The current project process has been underway for the past couple months, and Park Commissions, City parks and recreation staff, and park planners will be working on developing and completing the plan over the next several months. The plan will consist of recommendations and implementation strategies that will cover a 10-20 year vision for the parks, facilities, natural areas, trails, and recreation programs in Otsego. This planning effort will have an important impact on the city’s investments in open space, park infrastructure, and programming. Help us by offering your input! There are several ways for you to voice your opinion. During the summer, watch for parks staff in the parks and at events holding pop up meetings to get your input while you use the parks. Also, an online questionnaire on Survey Monkey and an interactive site, called Social Pinpoint, offer two web- based venues for city residents and visitors to list comments and ideas. Go to the city’s website to find links to the online input methods. You can also send your comments to Park Commissioners and parks staff throughout the planning process. Watch for opportunities in the fall and winter to review and provide input on the draft recommendations and strategies. Students can register if they will be 12 years of age or older by January 1, 2019. Students 16 years or older are encouraged to do the on-line training found at the Minnesota DNR website. This is 2-day class and both sessions must be attended to pass the certification. There will be an outdoor driving course on December 1; students need to dress for the weather and bring a helmet if you have one. The driving test will be held with or without snow in the parking lot. Must Pre-Register by November 27, 2018 and please bring child’s birth certificate to the Thursday evening class. Flushing the hydrants removes sediment and mineral build up within the City’s water lines to maintain water quality and also tests the system for adequate flows. Note that the cap may be left off of some hydrants after the water is turned off to allow the fixture to drain completely but City staff will return to replace the cap.
