(763) 441-4414 Fax (763) 441-9163 TO: Mayor and City Council FROM: Adam Flaherty, City Administrator & Finance Director DATE: August 27, 2018 SUBJECT: Performance Review for City Administrator On Monday, the City Council will be conducting a performance review for City Administrator / Finance Director Flaherty. As outlined in Section 5 of the employment agreement for the City Administrator / Finance Director, the City shall review and evaluate performance on a periodic basis, semi-annually for the first two years of employment at this position, but not less than once each calendar year thereafter. The initial performance review was conducted on July 31, 2017. On January 22, 2018, the City Council concurred with favorable performance and offered to bypass the upcoming semi-annual review and to defer to the annual review in August. City Administrator/Finance Director Flaherty was agreeable to this. Performance Review Outline In accordance with the City’s Personnel Policy, the City Council has sole authority to evaluate the City Administrator and may elect to receive feedback from others as part of the process. I thought it may be helpful to provide a listing of criteria that the City Council may consider during the evaluation: During annual performance reviews, all City staff are evaluated on the following criteria: - Job Knowledge / Quantity / Quality - Customer Service - Teamwork - Communications - Attitude / Motivation - Attendance / Dependability - Planning & Time Management - Innovation / Problem Solving / Adaptability - Safety / Work Rules City of Otsego│13400 90th Street NE, Otsego, MN 55330│Tel. (763) 441-4414 Fax (763) 441-9163 Additional criteria that could be considered include: - Overall City Operations/Administration - Leadership - Professional Skills - City Council and Staff Relations - Citizen / 3rd Party Relations - Reporting Action Items The timing of this performance review aligns with the employee’s annual anniversary date of employment with the City, dating back to August 2015 when City Administrator/Finance Director Flaherty was hired as the Finance Director. Should the City Council provide a satisfactory performance review, the City Council has the discretion to adjust the compensation of the City Administrator / Finance Director. If the Council should choose such action, a formal motion would be necessary. Next Performance Review As outlined in Section 5 of the employment agreement for the City Administrator / Finance Director, the City shall review and evaluate the performance semi-annually for the first two years of employment. Following this schedule would indicate the next performance evaluation would be conducted in February 2019. The City Administrator / Finance Director will bring forward an agenda item in December 2018 to coordinate this process and schedule a meeting with the City Council.
